The Impact Manager specializing in Monitoring, Evaluation, and Learning (MEL) will be responsible for developing and executing the MEL framework while fostering adaptive learning processes.
You will collaborate closely with Impact & Insight colleagues stationed in the UK, as well as those operating in East and West Africa.
The incumbent may be required to undertake occasional travel throughout the region as part of their duties.
Accountabilities Include
By implementing the operational aspects of Green RISE Africa’s Monitoring, Evaluation, and Learning (MEL) framework, the successful candidate will ensure systematic data collection, analysis, and utilization to enhance program performance and decision-making. This role involves translating the MEL framework into actionable processes, establishing clear indicators and data collection mechanisms, and fostering a culture of continuous improvement through regular reporting and learning sessions. The ideal candidate will have a strong background in MEL systems, preferably in environmental or climate-related initiatives, and must demonstrate proficiency in data management tools, qualitative and quantitative analysis, and stakeholder engagement. Additionally, the position requires the ability to develop tailored MEL plans, conduct impact assessments, and integrate findings into adaptive management strategies to maximize program effectiveness and sustainability.
Directly oversees the strategic management, enhancement, and optimization of the Green Rise Africa technology infrastructure, ensuring robust support for program execution and delivery.
Support the execution of Green RISE Africa’s programmatic Monitoring, Evaluation, and Learning (MEL) framework by leveraging the technology stack to facilitate data collection, management, and reporting processes in alignment with the MasterCard Foundation’s requirements. This includes contributing to the development and implementation of the MEL plan, data collection plan, data management plan, quality assurance protocols, and results framework to ensure a robust and efficient MEL system.
Spearhead the ongoing advancement of the technology platform to facilitate partner reporting.
Collaborate closely with the Impact Manager for Monitoring, Evaluation, and Learning to jointly design quarterly reporting frameworks, automated dashboards, infographics, and data visualizations that highlight essential metrics and KPIs—including financial KPIs for participating companies—and ensure these are tailored for diverse stakeholder audiences.
Work closely with the Finance team to validate and incorporate financial data alongside impact metrics, ensuring accuracy and alignment in reporting.
Program data management involves the systematic collection, processing, analysis, and dissemination of data to support decision-making, program evaluation, and performance tracking. This role requires proficiency in data analysis tools, databases, and reporting systems, along with strong attention to detail and adherence to data governance standards. Responsibilities include maintaining accurate data records, ensuring data integrity, generating insightful reports, and collaborating with stakeholders to optimize data use for strategic planning and continuous improvement.
Ensure the grants management system remains current and accurate by collecting, managing, and maintaining data effectively.
Collaborate closely with the Compliance and Legal team to uphold and implement optimal practices regarding data consent, usage, management, retention, reporting, protection, and security measures.
Integrate data from diverse sources while ensuring alignment with Monitoring, Evaluation, and Learning (MEL) reporting systems to maintain accuracy and consistency in reporting.
Serve as the primary contact for all inquiries related to impact data.

Seeking a candidate with a strong background in analytical problem-solving, exceptional communication abilities, and proficiency in project management software. Must possess a Bachelor’s degree in Business Administration, Computer Science, or a related field, complemented by at least three years of relevant work experience. Familiarity with data analysis tools, such as Excel or SQL, and a solid understanding of industry best practices are essential. Professional experience of at least eight years in a comparable position is required, with a focus on the development and maintenance of a technology stack. Additionally, candidates must possess a minimum of three years of hands-on experience in designing, implementing, and overseeing data systems, MEL databases, and reporting tools.
Experienced in implementing, managing, and maintaining Salesforce as the central Monitoring, Evaluation, and Learning (MEL) system of record, collaborating effectively with internal teams and external development partners.
Proven track record in developing and implementing Monitoring, Evaluation, and Learning (MEL) frameworks for intricate, multi-country initiatives, with expertise in leveraging technological solutions to enhance MEL processes within field and country-level operations, particularly through mobile data collection methodologies.
