POSITION DESCRIPTION

We are currently seeking a qualified candidate to fill the position identified by FSN 9. The successful applicant will be responsible for performing a range of duties aligned with the assigned role, ensuring all tasks are completed accurately and efficiently. Key responsibilities include maintaining detailed records, adhering to established protocols, and collaborating with team members to achieve departmental objectives. Prior experience in a similar capacity is preferred, along with strong organizational and communication skills. The ideal candidate will demonstrate reliability, attention to detail, and the ability to work independently while contributing to the overall success of the team.

The engagement is structured for a six-month period, with the possibility of extension pending mutual agreement.

GENERAL INFORMATION:

CSI Research & Training Institute, Inc. (CSI) is a global public health management consulting and research organization committed to enhancing the health and well-being of individuals and communities worldwide. Currently, CSI is executing the Routine Immunization Project across nine states in Nigeria, with a dual focus: first, to systematically address persistent challenges undermining routine immunization efforts and reversing stagnating or declining vaccination rates in supported regions; and second, to identify and eliminate obstacles preventing zero-dose and under-immunized children from accessing life-saving vaccines and essential health services in urban slums and remote areas.

SUMMARY:

The State Immunization Technical Advisor will collaborate closely with the State Primary Health Care Development Agency or Board (SPH CDA/B) team in the assigned Nigerian state, offering strategic guidance to enhance the planning and execution of nationally prioritized immunization initiatives at both the state and Local Government Area (LGA) levels. Additionally, the advisor will partner with the CSI team to deliver comprehensive technical assistance for vaccination programs and routine immunization initiatives, contingent upon approval.

The primary duties involve overseeing daily operations to ensure alignment with organizational objectives, leading cross-functional teams to drive project completion, and maintaining rigorous compliance with industry regulations. Additionally, responsibilities include analyzing performance metrics to identify areas for improvement, fostering a collaborative work environment, and implementing strategic initiatives to enhance productivity. The role also requires mentoring junior staff, managing budget allocations, and reporting progress to senior leadership. Strong problem-solving skills and adaptability are essential to address challenges promptly and sustain high operational standards.

The State Immunization Advisor will deliver specialized technical support to the State Public Health Coordination Division (PHCD) and other collaborating local partners.

Act as a senior technical advisor, offering strategic guidance at a high level to SPH CDA/B while actively contributing as a key participant in relevant technical subcommittees and working groups dedicated to routine immunization.

Collaborate with the National Primary Health Care Development Agency (NPHC DA) and technical partners to conduct comprehensive assessments of immunization initiatives within the designated state, ensuring the production of high-quality reports for submission to the national level.

Collaborate with the SPH CDA/B technical working groups and subcommittees to establish and advance state-level alignment with national strategies, including Zero Dose Reduction and the Measles Rubella Switch initiatives.

Technical support is required to conduct program performance analysis, working alongside partners to gather and assess data, track performance metrics, and assist SPH CDA/B in strategic leadership for developing and executing corrective measures.

Develop and maintain strategic connections between CSI and local collaborators, including nongovernmental organizations, to facilitate mobilization, resource sharing, and technical guidance for program initiatives. Collaborate closely with these partners to guarantee comprehensive technical support across all operational tiers.

Oversee the preparation and submission of reports to CSI and collaborating partners, encompassing both routine updates and comprehensive final deliverables.

Maintain consistent communication with the CSI Nigeria leadership team and the CSI global Immunization practice team through email, phone, Slack, or other designated channels.

Reporting to the CSI Nigeria Immunization Project Director, you will provide leadership and direction to state-level operations, ensuring seamless execution of project activities by supervising and guiding the CSI state team members in their roles.

Assigned duties may include various additional responsibilities as deemed necessary.

Seeking a candidate with a Bachelor’s degree in Computer Science, Engineering, or a related discipline, supplemented by a minimum of two years of hands-on experience in software development or a closely related field. Proficiency in programming languages such as Python, Java, or C++ is essential, along with familiarity with frameworks like Django, Spring, or .NET. Strong problem-solving abilities, excellent communication skills, and a collaborative mindset are required to thrive in this role.

A master’s or doctoral degree in public health, nursing, or a closely related discipline, combined with a minimum of five years of hands-on experience in public health program management, is required.

Proficient in immunization programming, carcinology, and maternal and child health, with a deep understanding of these critical areas.

A minimum of five years of hands-on experience in a team leadership role, coupled with a proven ability to offer strategic direction to government and partner counterparts, along with at least five years of expertise in public health and primary healthcare.

Proven expertise in immunization program implementation across diverse geographical contexts, including urban and rural environments.

Proficiency in the organizational framework and operational dynamics of the Ministry of Health in Nigeria is essential.

Proficiency in utilizing Microsoft Office suites is required.

Proficiency in English, both written and verbal, is essential.
