Job Summary:
We seek a dynamic Business Development Manager to spearhead institutional engagement, revenue expansion, and strategic partnership initiatives, translating government policies into viable technological solutions across federal ministries, departments, agencies, and state governments. This role extends beyond traditional sales, demanding a unique blend of expertise in Nigeria’s public sector, commercial acumen, social insight, and the capacity to align policy objectives with actionable tech-driven deliverables. The successful candidate will navigate the complex intersection of governance, technology, national policy, and institutional reform to drive transformative outcomes.
Key Accountabilities Include: Delivering strategic planning and execution of core initiatives to drive organizational objectives, ensuring alignment with overarching business goals. Overseeing cross-functional teams to foster collaboration and achieve project milestones efficiently. Developing and implementing policies, procedures, and best practices to enhance operational excellence and compliance. Monitoring performance metrics to identify trends, assess risks, and implement corrective actions. Leading stakeholder engagement to maintain transparent communication and manage expectations effectively.
Develop and maintain high-level strategic partnerships with key stakeholders, including senior officials within Ministries, Departments, and Agencies (MDS), the Presidency, the legislature, and pertinent government entities.
Act as the primary liaison for all interactions with government counterparts and represent the organization in ministerial meetings, policy forums, and legislative hearings.
Responsibilities include identifying, qualifying, and converting new public sector business prospects, while overseeing the entire sales pipeline from initial prospecting to final contract execution.
Develop and implement a strategic territory plan encompassing all 36 states and the Federal Capital Territory, consistently achieving and surpassing quarterly and annual business development objectives.
Monitor, analyze, and evaluate emerging government policies, national priorities, and legislative developments that align with the organization’s mandate, then provide concise briefings to leadership to ensure informed decision-making.
Translate government policy objectives into actionable innovation initiatives, pinpointing strategic openings where emerging programs or reforms generate viable avenues for implementation.
Monitor procurement schedules, track budget allocations, and analyze sector-specific reform initiatives within key ministries to ensure timely and informed decision-making.
Prepare consistent pipeline, conversion, and engagement reports while ensuring CRM records of all stakeholder interactions remain precise and up to date.
Develop and maintain a prominent, respected presence in government, technology, and policy communities, engaging in critical discussions on governance technology and reforms within the public sector.
Work collaboratively with technical, operations, and product teams to validate the feasibility of proposals and incorporate stakeholder feedback into product enhancements.
Provide critical support to the CEO and executive leadership by preparing strategic briefings in advance of key government engagements.
Bachelor’s degree in computer science, engineering, or a related field is required. Proven experience in software development, particularly with Java, Python, or C++ is essential. Familiarity with agile methodologies and proficiency in version control systems such as Git are mandatory. Strong problem-solving abilities and excellent communication skills are necessary to collaborate effectively in a team environment. Prior experience in a leadership or mentoring role is a plus.
With at least seven years of applicable experience, including three years in a senior stakeholder management or business development capacity, the ideal candidate will bring a proven track record of success.
A degree in a relevant field is required, with a preference for candidates holding a postgraduate qualification in business, law, public policy, or a related discipline.
Proficient knowledge of Nigeria’s civil service framework, procurement protocols, and the interplay between federal and state governance structures.
Demonstrated expertise in facilitating collaboration between public and private sectors—particularly in technology, consulting, financial services, or infrastructure—is highly desirable.
Experienced in consistently achieving or surpassing revenue and partnership targets within a results-driven, performance-oriented environment.
Proven experience in interacting with governmental policy frameworks, budgetary processes, official white papers, reform initiatives, or legislative consultations is required.
Demonstrated expertise in crafting and delivering persuasive proposals tailored for high-level audiences, including executives and government officials.
Fluent mastery of both spoken and written English is essential, characterized by clarity, persuasiveness, and precision in communication.
