Job Summary

The successful candidate will be tasked with identifying suitable suppliers, managing tendering processes, overseeing bid submissions, and evaluating vendor performance to ensure the acquisition of goods, services, and works. Additionally, they will negotiate and finalize contracts with a focus on maximizing cost efficiency and securing optimal value for the organization.

Key Functions

Develop annual procurement plans in coordination with business units to ensure alignment with strategic priorities.

We are tasked with identifying, assessing, and cultivating strong, mutually beneficial partnerships with suppliers and service providers to ensure optimal sourcing solutions. This involves conducting thorough evaluations of potential vendors, negotiating favorable terms, and maintaining productive relationships to support business objectives.

Tendering and Bid Management: Facilitate open and accountable tendering procedures while overseeing bid evaluations and negotiations to secure optimal outcomes.

Ensure strict compliance with established procurement guidelines, proactively identify and mitigate potential risks, and maintain organizational readiness for audits at all times.

Coordinate with the Legal Unit to facilitate the timely awarding of contracts, ensuring alignment with all mutually agreed and negotiated terms.

Assessing supplier performance and verifying that service delivery aligns with contractual obligations are key responsibilities of this role.

Key duties involve overseeing daily operations to ensure seamless workflow, managing cross-functional teams to drive project milestones, and maintaining strict adherence to company policies and industry regulations. Accountability includes monitoring performance metrics, identifying areas for improvement, and implementing corrective strategies to enhance productivity and efficiency. Additionally, the role requires fostering collaborative relationships with stakeholders, resolving conflicts, and ensuring clear communication channels across all levels of the organization.

Assist the Business Unit Head in formulating the organization’s procurement strategies and crafting the annual procurement plan.

Facilitate the adoption and enforcement of the Procurement unit’s policies, systems, and procedures to ensure the Company operates efficiently and in compliance with established standards.

Experts in digitization initiatives, oversee the implementation and enhancement of e-procurement systems, driving automation and continual improvement in procurement workflows.

To ensure strict adherence to procurement procedures, this role involves promoting awareness of these guidelines and confirming their proper implementation.

Ensures diversity and inclusion in sourcing of vendors to support ESG data gathering (e.g., tracking vendor diversity, certifications, and environmental practices).

Offer technical assistance to requisitioner in developing detailed technical specifications for goods and services, as well as defining the scope of works for construction or renovation projects.

Work closely with the requisitioning department to assess, refine, or draft standard tender documents—such as Invitations to Bid, Requests for Proposals, Expressions of Interest, and Requests for Quotation—as dictated by specific requirements and applicable procurement thresholds.

Develop or evaluate and sustain a standardized comparative table framework to assess financial and technical bid parameters, compile concise summaries of evaluation findings, and produce reports from tendering procedures for submission to authorized stakeholders.

Collaborates closely with the Business Unit Head to develop strategies for negotiating and managing all stages of negotiations with relevant parties, including resolving contract-related disputes.

Maintain meticulous digital records of procurement activities, encompassing solicitations, proposals, evaluations, award documentation, official contracts, and all related correspondence.

Act as focal point for the identification and monitoring of procurement-related risks in relevant risk registers; and provides guidance on all relevant procurement matters.

Work collaboratively with the legal department to verify that all contractual agreements undergo thorough review and remain free of liabilities that could adversely affect the company.

Requirements

A reputable university must award a bachelor’s degree in a relevant discipline.

A minimum of three years of hands-on procurement experience, specifically within a public sector or financial institution setting, is required.

Seasoned professionals with hands-on experience utilizing e-Procurement platforms to facilitate vendor sourcing and evaluation processes are encouraged to apply.

Seasoned professional with a proven track record in vendor sourcing, prequalification, and seamless onboarding processes.

Experience in managing high-value, intricate procurement initiatives spanning infrastructure, health, and IT projects is advantageous. Relevant qualifications, such as the CAPS Diploma or an equivalent certification in public procurement, will further strengthen your profile.

Proven expertise in utilizing the MS Office Suite, including Excel, Outlook, PowerPoint, and Word, with a focus on advanced functionality and proficient application.

Demonstrates a strong command over digital procurement platforms, enabling efficient and effective utilization of these tools.

Proven expertise in negotiation and leadership, with a strong ability to manage and motivate teams effectively.

Strong verbal and written communication skills are essential.

Proven ability to interpret complex data and derive actionable insights through systematic evaluation and critical thinking.
