Main Functions
Delivers responsibility for executing the Project Quality Plan within the designated scope of work.
Deliver comprehensive training sessions tailored to essential personnel to ensure proficiency in their respective roles.
Develop and implement Surveillance Programs by establishing comprehensive Surveillance Plans and conducting continuous monitoring and auditing activities to ensure adherence and effectiveness.
Report any quality-related issues, project status updates, metrics, and insights gained to the Project Management team in a timely and accurate manner. Ensure all findings are documented clearly and communicated effectively to support informed decision-making and continuous improvement.
Oversee initiatives aimed at addressing quality-related concerns and enhancing quality processes.
As needed, the candidate may initially serve in the capacity of either Procurement Quality Coordinator (PQC) or Site Quality Coordinator (SQC) prior to receiving a permanent assignment.

Foster a culture of quality excellence across the entire project lifecycle, ensuring adherence to established standards and best practices at every stage.
To establish and enforce effective control processes within the assigned subproject’s Project Team in strict accordance with the Project’s outlined requirements.
Develop comprehensive project and quality management plans to ensure adherence to established standards and alignment with organizational objectives.
Oversee the Contractor’s execution of their Quality program while ensuring alignment with all project requirements.
Review and endorse the Contractor’s Quality organization, ensuring the efficacy and compliance of critical Quality Assurance (QA) personnel.
Review the Contractor’s standard contract and purchase order quality requirements to ensure compliance with established standards.
Evaluate and endorse the Contractor’s Quality Plan along with the Inspection and Test Plans (Its) to ensure compliance with established standards.
Conduct regular evaluations of the Contractor’s operations to assess and oversee the execution of their Quality Management systems.
Engage in the evaluation and approval process for potential Subcontractors and Suppliers to ensure they meet established qualification standards and requirements.
Ensure that the contractor’s surveillance activities align appropriately with the established Criticality Ratings to maintain compliance and operational integrity.
Review the Contractor’s quality audit schedule, oversee the Contractor’s audit program, and engage in selected audits as part of the quality assurance process.
Review and approve the Quality Plans for critical equipment and materials suppliers in collaboration with the Procurement Quality Coordinator (PQC).
Ensure that the Contractor delivers accurate and timely reporting in strict accordance with the terms outlined in the contract.
Oversee the execution and review of PT Procurement and Construction Surveillance Programs to ensure compliance and alignment with established standards.
Deliver comprehensive Quality training sessions as dictated by organizational needs.
Develop and oversee the subproject Audit Schedule, perform on-site audits across subprojects, and provide support to the Quality Manager in executing project audits as required.
Analyze performance indicators collected from engineering, procurement, and construction sites to detect potential challenges and support their resolution.
Support the selection process for Statistical Quality Control (SQC) roles and collaborate with field locations to identify and recruit qualified inspectors.
Oversee the Procurement and Construction Surveillance Programs in the interim until the designated coordinators—such as the Project Quality Coordinator (PQC) or Site Quality Coordinator (SQC)—are officially appointed.
Review and provide support in the preparation of the Quality section for site close-out reports as needed.
Provide counsel to the Project Manager and Quality Manager regarding quality concerns, current progress, and key performance indicators.

Requires a minimum of eight to twelve years of relevant professional experience.
Proven expertise in quality assurance and control for on-site construction and completion projects is essential.
Technical certifications aligned with the candidate’s relevant professional experience will be required.
Proactively prepared to undertake domestic and international business travel as needed to project sites, delivering essential support across varying levels of engagement.
Responsible positions in Quality Management, coupled with expertise in coordinating quality-related initiatives across diverse facilities within the Oil and Gas sector, are required.
Demonstrated expertise in overseeing project quality management systems is required.
Demonstrates a robust background in auditing quality management systems, with a deep understanding of relevant standards and methodologies.
Professionals should possess extensive international exposure in collaborating with contractors and suppliers engaged in production facility projects.
Preferred is prior experience in client-facing roles within significant production facilities projects.
Skilled in successfully concluding projects and maintaining comprehensive documentation for operational transfer.
Preferred qualifications include certifications and formal training in auditing and inspection disciplines.
