Overview

The temporary Monitoring and Evaluation (M&E) staff member will provide assistance to the UNICEF RMN CAH Quality of Care (IOC) Project, focusing on strategic information (SI) implementation, research, and data management tasks.

The incumbent will deliver technical support and capacity-building initiatives to the State Ministry of Health’s PRS/M&E Department and designated Monitoring & Evaluation officers at supported health facilities across the state level.

They will collaborate with the Senior Strategic Information Adviser (SIA), Nutrition Officers, the Immunization Adviser, and other team members to facilitate the analysis, application, and dissemination of MNCH, Nutrition, and Routine Immunization data. Additionally, they will assist in developing strategies and initiatives aimed at enhancing the capacity to synthesize data from diverse sources, thereby informing policy development and strategic decision-making.

The professional will assist in developing intuitive, high-quality interfaces for data visualization and dissemination, aimed at strengthening state-led and nationally supported evidence-based programming.

Key duties include managing team workflows, coordinating project timelines, and resolving operational challenges to meet organizational objectives. Additionally, the role demands strong communication skills to liaise with stakeholders, monitor performance metrics, and implement process improvements as needed. Candidates must demonstrate proficiency in relevant software tools, a keen attention to detail, and the ability to multitask effectively in a fast-paced setting.

The temporary hire for Monitoring and Evaluation (M&E) will assist in all project-related M&E initiatives and data-driven activities.

The Monitoring & Evaluation Officer is tasked with collaborating closely with the Senior Sectoral Implementation Advisor to ensure the seamless execution of all initiatives outlined in the project work plan.

The M&E temporary hire will participate in conducting routine data quality validation/audit and provide regular feedbacks to improve the quality of data in all supported sites at the State level.

The incumbent will collaborate with the Monitoring and Evaluation Officer to gather, compile, and submit all programmatic data, while also verifying that state-level M&E officers consistently report and upload the necessary data to DHIS2 on a monthly basis.

The M&E temporary hire staff will contribute to strengthening the capabilities of healthcare providers in quality data collection, analysis, dissemination, and utilization of health information at both state and health facility levels, supporting program planning and management. Additionally, they will assist the State Ministry of Health (SMOG) in enhancing the dissemination of information through appropriate packaging tailored to diverse stakeholder groups.

Collaborate effectively with the Senior SIA (MERL Advisor) to develop Project Management Plans (PMPs) and address various Monitoring & Evaluation (M&E) challenges across all supported projects.

The temporary Monitoring & Evaluation (M&E) professional will collaborate closely with the M&E Officer to develop strategies that enhance data utilization and foster demand among program staff. Additionally, the candidate will assist program staff in organizing and accurately recording program progress, as well as documenting key lessons learned.

The incumbent will support program personnel in drafting segments of program reports focused on monitoring and evaluation, as well as in executing program assessments and evaluations.

The incumbent will collaborate closely with the Monitoring and Evaluation Officer to compile and submit monthly and quarterly data via the DHIS2 platform.

The incumbent will provide assistance to the State Team Lead, Service/Quality Improvement Officers, and Nutrition Officers, focusing on data collection, collation, validation, and the capacity building of Healthcare Workers (HCWs), Records Officers, Nutrition Officers, Health Promotion Officers, and Immunization Officers at the State level.

Conduct additional responsibilities pertinent to the project as directed by the supervisor.

Bachelor’s degree in a relevant field, such as Computer Science, Information Technology, or a related discipline, and a minimum of three years of professional experience in a comparable role are mandatory. Strong proficiency in [specific programming languages or tools] and extensive experience with [specific methodologies or frameworks] are essential. Excellent problem-solving abilities, effective communication skills, and the capacity to work collaboratively in a team-oriented environment are also required. Additionally, familiarity with [specific industry standards, regulations, or technologies] is preferred.

A bachelor’s degree in Medical Sciences, Public Health, Demography, Statistics, or a related field within the social sciences is required.

With a minimum of four years of postings experience, you have implemented and managed health Strategic Information Systems, with a preferred focus on Maternal, Newborn, and Child Health (MNCH) programming.

Individuals should possess advanced proficiency in Microsoft Excel, Microsoft Access, SPSS, SAS, and/or EPI-InfoWindows.

Requires meticulous attention to detail and precision in data management, analysis, and reporting tasks.

Proven expertise in delivering training and enhancing the capabilities of others in monitoring and evaluation practices.

Proficiency in electronic medical records systems, coupled with expertise in implementing and managing database systems for patient monitoring, will provide a significant competitive edge.
