Overview
The temporary Monitoring and Evaluation (M&E) professional will provide essential support to the UNICEF RMN CAH Quality of Care (IOC) Project, focusing on all aspects of strategic information (SI) implementation, research activities, and data management.
The candidate will offer technical support and capacity development to the State Ministry of Health’s PRS/M&E department, as well as to designated Monitoring and Evaluation officers at supported health facilities at the state level.
The successful candidate will collaborate with the Senior Strategic Information Adviser, Nutrition Officers, the Immunization Adviser, and other team members to facilitate data analysis, utilization, and dissemination for Maternal, Newborn, and Child Health (MNCH), Nutrition, and Routine Immunization initiatives. Furthermore, they will play a key role in developing strategies and activities aimed at enhancing the capacity to triangulate data from diverse sources, thereby informing policy development and strategic decision-making.
The successful candidate will collaborate on crafting intuitive, high-caliber interfaces for data visualization and dissemination, strengthening state-led and federally supported evidence-based programming through robust design solutions.

The temporary Monitoring and Evaluation (M&E) hire will assist in executing all M&E initiatives and data-related tasks for the project.
The Monitoring and Evaluation Officer will collaborate closely with the Senior Social Impact Advisor to ensure seamless execution of all initiatives outlined in the project work plan.
The temporary M&E staff member will be responsible for performing routine data quality validation and audits, subsequently delivering consistent feedback aimed at enhancing data quality across all supported sites at the State level.
They will provide assistance to the Monitoring and Evaluation Officer by gathering, organizing, and reporting all program-tracked data, while also ensuring state Monitoring and Evaluation Officers submit and update the required data in DHIS2 on a monthly basis.
The temporary M&E staff will assist in enhancing the skills of healthcare providers regarding the collection, analysis, dissemination, and utilization of health data for program planning and management at both state and health facility levels. Additionally, they will support the State Ministry of Health in ensuring that information is effectively packaged and disseminated to diverse stakeholder groups.
Collaborate effectively with the Senior SIA (MERL Advisor) to develop Project Management Plans (PMPs) and address diverse Monitoring & Evaluation (M&E) challenges across all assigned projects.
The M&E temporary hire will collaborate closely with the M&E Officer to develop strategies that enhance data utilization and demand among program staff. Additionally, they will guide program staff on effective methods for organizing and tracking program progress, as well as documenting key lessons learned.
The incumbent will support program staff in drafting portions of program reports focused on monitoring and evaluation, as well as in carrying out program assessments and evaluations.
The incumbent will collaborate closely with the Monitoring and Evaluation Officer to compile and submit monthly and quarterly data via the DHIS2 platform.
The incumbent will collaborate closely with the State Team Lead, Service/Quality Improvement Officers, and Nutrition Officers to oversee data collection, compilation, verification, and capacity-building initiatives for Healthcare Workers (HCWs), Records Officers, Nutrition Officers, Health Promotion Officers, and Immunization Officers at the State level.
Execute additional responsibilities pertinent to the project as directed by the supervisor.
Bachelor’s degree in a relevant discipline, such as Computer Science, Engineering, or Mathematics. Minimum of five years of professional experience in software development, with a focus on full-stack development. Proficiency in programming languages including JavaScript, Python, or Java. Experience with frameworks like React, Angular, or Spring Boot. Strong understanding of databases, including SQL and NoSQL solutions. Excellent problem-solving abilities and a commitment to writing clean, efficient code. Ability to collaborate effectively in team settings and communicate technical concepts to non-technical stakeholders. Familiarity with Agile methodologies and version control systems like Git.
A Bachelor’s degree in Medical Sciences, Public Health, Demography, Statistics, or an equivalent qualification in any social sciences discipline is required.
With a minimum of four years of postings professional experience, you have successfully implemented and managed health Strategic Information Systems, with a preference for expertise in Maternal, Newborn, and Child Health (MNCH) programming.
High-level proficiency in computer applications, including MS Excel, MS Access, SPSS, SAS, and SIGINFO for Windows, is required.
Proficiency in meticulous data management, analysis, and reporting is essential, requiring a keen eye for detail and a commitment to accuracy.
Proven expertise in delivering training and enhancing the skills of others in monitoring and evaluation methodologies.
Proficiency in electronic medical records systems, along with experience in deploying database solutions for patient monitoring, will be considered a valuable asset.
