Overview

The temporary Monitoring and Evaluation (M&E) professional will provide assistance to the UNICEF RMN CAH Quality of Care (IOC) Project, contributing to strategic information (SI) implementation, research initiatives, and data management activities.

The incumbent will deliver technical support and capacity strengthening to the State Ministry of Health’s Policy, Planning, Results, and Monitoring & Evaluation (PRS/M&E) department, as well as to designated Monitoring & Evaluation officers at the supported state-level health facilities.

They will collaborate with the Senior Strategic Information Adviser, Nutrition Officers, the Immunization Adviser, and other team members to facilitate data analysis, utilization, and dissemination for Maternal, Newborn, and Child Health (MNCH), Nutrition, and Routine Immunization initiatives. Furthermore, the incumbent will assist in developing strategies and action plans to enhance the capacity for integrating and interpreting data from diverse sources, thereby strengthening policy and decision-making processes.

They will play a key role in crafting intuitive, durable interfaces for data visualization and dissemination, strengthening state-led and nationally supported evidence-based initiatives through high-quality design.

The position entails overseeing daily operations, ensuring efficiency and adherence to company standards. Key duties include managing team performance, coordinating workflows, and addressing any operational challenges promptly. Additionally, the role requires implementing strategic initiatives to enhance productivity and maintaining compliance with all regulatory requirements. Collaboration with cross-functional departments is essential to achieve organizational goals, and regular reporting on performance metrics will be expected.

The temporary Monitoring and Evaluation (M&E) position will assist with the execution of all M&E initiatives and associated data management tasks for the project.

The Monitoring and Evaluation Officer will collaborate closely with the Senior Social Impact Assessment Specialist to ensure seamless execution of all initiatives outlined in the project work plan.

The M&E temporary hire will perform routine data quality validation and audits, delivering consistent feedback to enhance data quality across all supported State-level sites.

They will collaborate with the Monitoring and Evaluation Officer to gather, organize, and present all programmatic data, while also verifying that state Monitoring and Evaluation Officers submit and upload the necessary data to DHIS2 on a monthly basis.

The temporary M&E staff will contribute to strengthening the capacity of healthcare providers in collecting, analyzing, disseminating, and utilizing health data with precision at both state and facility levels. Their role will also support the State Ministry of Health (SMOG) in enhancing the dissemination of health information through the development of tailored communications for diverse stakeholder groups, ensuring strategic program planning and management.

Collaborate closely with the Senior SIA (MERL Advisor) to develop Project Management Plans (PMP) and address various Monitoring and Evaluation (M&E) challenges across all assigned projects.

The temporary Monitoring and Evaluation (M&E) professional will collaborate closely with the M&E Officer to develop strategic approaches aimed at enhancing data utilization and fostering demand among program staff. Additionally, the role will assist program staff in implementing best practices for organizing, tracking, and documenting program progress, as well as capturing critical lessons learned.

He or she will support program staff by drafting sections of program reports focused on monitoring and evaluation, as well as by helping to execute program assessments and evaluations.

The incumbent will collaborate extensively with the Monitoring and Evaluation Officer to compile and submit monthly and quarterly data via the DHIS2 platform.

The candidate will provide assistance to the State Team Lead, Service/Quality Improvement Officers, and Nutrition Officers, focusing on data collection, compilation, validation, and strengthening the capabilities of Healthcare Workers, Records Officers, Nutrition Officers, Health Promotion Officers, and Immunization Officers at the State level.

Assist the supervisor with additional duties pertinent to the assigned project as needed.

Bachelor’s degree in Computer Science, Engineering, or a related field is mandatory. Candidates should possess a minimum of three years of hands-on experience in software development. Proficiency in programming languages such as Java, Python, or C++ is essential. Solid understanding of data structures, algorithms, and software design principles is required. Familiarity with databases and SQL is a must. Exceptional problem-solving skills and the ability to work both independently and collaboratively in a team environment are necessary. Strong communication skills to articulate technical concepts to non-technical stakeholders are also crucial.

A bachelor’s degree in Medical Sciences, Public Health, Demography and Statistics, or a related field within the social sciences is required.

With a minimum of four years of postings professional experience, you have successfully implemented and managed health Strategic Information systems, with a preferable focus on Maternal, Newborn, and Child Health (MNCH) programming.

High proficiency in computer applications is required, including expertise in MS Excel, MS Access, SPSS, SAS, and SIGINFO for Windows.

Demonstrates meticulous attention to precision and accuracy in fundamental data management, analysis, and reporting tasks.

Proven track record in facilitating training sessions and enhancing skills related to monitoring and evaluation among teams or individuals.

Proficiency in electronic medical records systems and experience with database system deployment for patient monitoring would be considered a valuable asset.

Able to collaborate effectively, perform competently, and deliver results with diligence while demonstrating flexibility and reliability in a diverse, open office environment.
