Summary

We are actively recruiting a skilled Procurement/Quantity Surveyor to enhance the operational efficiency of our affiliated companies, namely Tech Construction Group Ltd. and Aida Hills Ltd. The ideal applicant will assume responsibility for a diverse range of tasks, including:

Responsible for overseeing project expenditures and maintaining financial prudence throughout each phase, from initial design to final delivery. This position integrates cost forecasting, tender evaluations, contract oversight, and supplier coordination to ensure projects remain financially viable without compromising standards of excellence.

Develop and implement procurement strategies aimed at optimizing cost efficiency, ensuring timely material delivery, and strictly adhering to project specifications without compromising quality.

Formulate and execute strategic, comprehensive decisions that advance the interests of the organizations.

Responsibilities

Cost estimation, budget preparation, cost monitoring, and financial reporting are integral responsibilities central to this position.

Develop comprehensive cost projections encompassing materials, labor, and equipment expenses.

Create and oversee project budgets to maintain stringent financial oversight and control.

The department is responsible for overseeing the acquisition of goods, services, and works through strategic sourcing and tendering processes. Key responsibilities include evaluating supplier proposals, negotiating contracts, and ensuring compliance with procurement policies and regulations. Candidates should possess strong analytical skills, proficiency in procurement software, and a minimum of three years of experience in procurement or tendering roles. Additionally, excellent communication and negotiation abilities are essential for success in this position.

Oversee the entire procurement cycle, from sourcing and selecting suppliers to finalizing contracts through effective negotiation strategies.

Develop comprehensive tender documents, compile detailed bills of quantities (BOQ), and conduct thorough rate analyses.

Assess technical specifications to ensure they meet procurement standards and requirements.

Assess contractor and supplier proposals, and ensure contract execution and compliance are rigorously maintained.

Review and endorse significant procurement-related choices to ensure alignment with organizational objectives and compliance with established protocols.

Collaborate closely with the Project Manager to develop, evaluate, and oversee agreements involving contractors, suppliers, and consultants.

Maintain adherence to all applicable legal and regulatory standards.

Monitor project spending diligently and deliver periodic financial summaries that accurately reflect budget utilization and variances.

Oversee project financial risks, assess potential threats, and develop cost-effective strategies while maintaining high-quality standards.

Collaborate effectively with architects, accountants, engineers, and project managers to ensure procurement strategies are in perfect harmony with design and construction objectives.

Deliver strategic financial analyses to inform and guide executive decision-making processes.

Seeking candidates with a bachelor’s degree in a relevant discipline or equivalent professional experience. Proficiency in key technical skills and tools pertinent to the role is essential. Strong analytical abilities, problem-solving expertise, and meticulous attention to detail are critical. Excellent written and verbal communication skills are necessary to convey complex information clearly. The ability to work both independently and collaboratively within a team environment is required. Familiarity with industry-specific regulations, compliance standards, or best practices is advantageous. Prior experience in a similar position or a related field is preferred.

A bachelor’s or master’s degree in quantity surveying, construction management, or a closely related discipline is required.

Experience ranging from five to eight years in construction or architectural firms is required.

A qualified Chartered Quantity Surveyor would be highly advantageous for this role.

Must be open to frequent travel, as this role requires regular movement between locations.

Possesses an in-depth understanding of construction materials and techniques, with extensive familiarity in their selection and application.

Demonstrated expertise in utilizing cost management software solutions, such as Microsoft Project, to efficiently track, analyze, and control project expenditures is required.

Demonstrated expertise in analytical reasoning and negotiation strategies essential for effective supplier management.

Proficient knowledge of both local and international procurement regulations is required.

Proven skills in fostering collaboration and conveying ideas clearly, both verbally and in writing, are essential.
