Job Summary:
MSHE Construction Limited is in search of a dynamic and proficient Procurement/Quantity Surveying Officer to strengthen our team. The successful candidate will oversee and streamline the company’s procurement operations, guaranteeing punctual execution of Project Contract Management while securing materials, supplies, and services in a cost-efficient manner.

To devise and execute procurement strategies that effectively bolster the company’s operational needs and strategic objectives.
Identify, assess, and engage with suppliers to obtain advantageous pricing and favorable terms for materials and services.
Oversee the entire procurement lifecycle, spanning from requisition through to delivery, encompassing activities such as Requests for Quotation (RFQs), purchase order issuance, and supplier contract management.
Ensure meticulous documentation of all procurement transactions while systematically tracking supplier performance metrics to uphold operational efficiency and compliance standards.
Work collaboratively with internal stakeholders to identify procurement requirements and establish detailed specifications.
Maintain adherence to company policies, procedures, and all applicable regulatory requirements.
Evaluate potential areas for cost reduction and devise actionable approaches to enhance procurement performance.
Monitor market trends, industry advancements, and established procurement best practices to maintain awareness and strategic insights.
Develop comprehensive cost estimates and budgets for construction projects, incorporating detailed material schedules, equipment specifications, and subcontractor pricing to ensure financial accuracy and project feasibility.
Evaluate and document the extent of construction work finished facilitating progress payments and final account settlements.
Evaluate and confirm the accuracy of invoices and documentation submitted by contractors, subcontractors, and suppliers to ensure compliance with contractual terms and payment conditions.
Engage in project cost control initiatives, develop accurate forecasts, and prepare detailed reports for presentation to the project management team.
Conduct thorough analyses to assess potential risks and opportunities associated with construction costs, then develop and present actionable recommendations to mitigate or capitalize on these findings.
Assist in the compilation of tender documentation, facilitate contract discussions, and manage change order processes.
Maintain meticulous records and documentation of all project costs to ensure accuracy and completeness.
Work closely with the project team to maintain precise and timely cost control measures.
Offer expert guidance and strategic recommendations to the project team regarding financial considerations and cost optimization strategies.
Ensure strict adherence to all established company policies, procedures, and safety protocols at all times.
Seeking a highly motivated professional with a minimum of five years’ experience in a relevant field, complemented by a degree in a related discipline. Must possess strong analytical skills, exceptional problem-solving abilities, and the capacity to work collaboratively in a fast-paced environment. Familiarity with industry-standard software and tools is essential, alongside a proven track record of delivering high-quality results. Excellent communication and organizational skills are required to effectively manage projects and meet tight deadlines. Professional certifications or advanced training in a specialized area are advantageous.
A bachelor’s degree in quantity surveying, supply chain management, business administration, or a comparable discipline is required.
Seeking a candidate with a demonstrated background as a Procurement Officer or in an equivalent capacity within the construction sector.
Demonstrates extensive expertise in procurement operations, strategic sourcing methodologies, and contract administration.
Skilled in effectively conveying ideas, negotiating agreements, and resolving challenges with a strategic approach.
Demonstrated expertise in utilizing Microsoft Office applications and specialized procurement software is essential.
Professional experience or formal qualification in procurement, supply chain management, or a related discipline would be advantageous.

Proficiency in construction materials, techniques, and cost estimation methodologies is essential.
