A highly qualified Terminal Operations Manager is needed to oversee our 24/7 terminal operations with a strong emphasis on safety, efficiency, and profitability.
This position oversees comprehensive terminal operations, encompassing the receipt, storage, and dispatch of LPG, refined petroleum products (PMS/AGO/DKK), and bitumen.
The ideal candidate will uphold product standards, achieve established throughput goals, and adhere rigorously to HSE protocols and regulatory obligations.
Oversee and execute critical operational duties, ensuring alignment with organizational objectives and maintaining high standards of performance. Lead and manage teams to drive productivity, foster collaboration, and achieve departmental goals. Develop and implement strategic initiatives to enhance efficiency, streamline processes, and support long-term growth. Monitor progress through performance metrics, providing data-driven insights and recommendations for continuous improvement. Ensure compliance with industry regulations, internal policies, and best practices to mitigate risks and uphold accountability. Serve as a liaison between senior leadership and frontline staff, facilitating clear communication and fostering a cohesive work environment.
Operational Leadership: Oversee daily terminal operations, such as tanker vessel unloading, pipeline scheduling, and road gantry management.
Plan daily schedules with precision to fulfill customer nominations, ensuring adherence to both throughput and turnaround objectives, such as maintaining truck turnaround times under four hours.
LPG & Bitumen Overnight: Responsible for managing the day-to-day operations of LPG cylinder filling facilities and ensuring the proper processing and blending of bitumen to align with established product standards.
Quality & Inventory Control: Conduct comprehensive lab and quality control testing to verify product integrity while meticulously managing stock records to achieve a stock loss target of less than 0.3%.
Maintenance & Asset Management: You will be responsible for supervising the upkeep of terminal equipment in accordance with API 653 and related industry standards, while also administering both capital expenditure (CAPEX) and operational expenditure (OPEX) budgets.
Champion the company’s Health, Safety, and Environment (HSE) policy with a relentless focus on achieving zero Lost Time Injury Frequency Rates (LT IFR) while ensuring strict adherence to the regulations set forth by the Department of Petroleum Resources (DPR) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NAGPRA).
Lead and develop the terminal team by providing guidance and mentorship, collaborating closely with HR to oversee recruitment initiatives, design and deliver training programs, and implement performance management strategies to cultivate an engaging and productive workplace culture.
Bachelor’s degree in a relevant discipline or equivalent practical experience is mandatory. A minimum of three years in a related field, preferably with demonstrated success in project management or similar roles, is essential. Proficiency in industry-standard tools and software is required, along with strong analytical and problem-solving capabilities. Exceptional communication skills, both written and verbal, are necessary to collaborate effectively across teams. Familiarity with regulatory standards and best practices in the field is also crucial.
A Bachelor’s Degree in Engineering, Science, Business, or a related field is required for this position.
Experience: A minimum of 15 to 20 years in engineering or the oil and gas sector, with a specialization in oil terminal operations—including pipeline and tanker/barge shipping—for no less than six years.
Requires a minimum of three years of hands-on leadership experience in fuel terminal maintenance and environmental compliance oversight.
Certifications are a crucial component of the role, with candidates required to possess a valid Certified Public Accountant (CPA) license or an equivalent credential from a recognized accounting body. Additionally, applicants should hold relevant certifications in project management or financial planning, such as PMP or CFP, to demonstrate specialized expertise. These credentials ensure adherence to industry standards and enhance the candidate’s ability to perform key responsibilities effectively.
Industrial safety certifications adhering to ISO standards, along with credentials in project management, are required.
Certified Facility Spill Coordinator and On-Scene Coordinator with 40-hour response training completed.
Professional HARPER certification is required for On-Scene Incident Commanders, specifically a 24-hour qualification.
Technical & Behavioural Competencies:
Proven expertise in LPG handling, white product logistics, and terminal automation systems, including SCADA and tank gauging technologies.
Standards Expertise: Demonstrates a comprehensive grasp of API 650, API 653, and NFPA 58 standards.
Demonstrated expertise in overseeing high-stakes scenarios, including product transfers and vessel berthing, with a strong commitment to safety leadership.
