Job Summary

The incumbent will oversee the procurement process, including sourcing suitable suppliers, managing tenders, and evaluating bids for goods, services, and works. Additionally, they will be tasked with negotiating contracts to secure optimal value for money.

Key Functions

Collaborate with business units to craft annual procurement plans that support strategic objectives.

Sourcing and Vendor Management: Develop and sustain strategic partnerships with suppliers and service providers by identifying suitable candidates and conducting thorough evaluations to ensure optimal value and reliability.

Overseeing tendering and bid management involves administering transparent tendering procedures while guiding bid evaluations and negotiations to successful completion.

Ensure strict compliance with established procurement guidelines while proactively identifying and mitigating potential risks to uphold organizational integrity. Maintain continuous audit readiness through diligent record-keeping and adherence to regulatory standards.

Collaborate closely with the Legal Unit to facilitate the timely execution of contracts, ensuring adherence to mutually agreed-upon and negotiated terms throughout the awarding process.

Performance Monitoring involves assessing supplier performance and verifying adherence to contractual service delivery obligations.

Oversee and execute a range of critical duties essential to the role, including but not limited to analyzing data to identify trends, preparing comprehensive reports, and collaborating with cross-functional teams to align on strategic objectives. Lead initiatives aimed at optimizing workflows, ensuring adherence to industry standards, and maintaining rigorous compliance with regulatory requirements. Facilitate training sessions for staff to enhance skill development and foster a culture of continuous improvement. Serve as a liaison between senior management and operational teams to streamline communication and drive project execution. Monitor performance metrics to evaluate progress and implement corrective actions as needed.

Offer assistance to the Business Unit Head in formulating the company’s procurement strategies and creating the annual procurement plan.

Provide assistance in executing the Procurement unit’s policies, systems, and procedures to ensure the Company operates effectively.

Drives digital transformation initiatives and oversees e-procurement systems to enhance automation and streamline procurement operations.

Ensure procurement procedures are properly applied, promote awareness of these guidelines, and verify full compliance with established regulations.

Ensures a diverse and inclusive vendor sourcing process to facilitate ESG data collection, including monitoring vendor diversity metrics, certifications, and adherence to environmental best practices.

Offer technical assistance to requisitioner in crafting detailed specifications for procurement of goods and services, as well as defining scope of work documents for construction or renovation projects.

Work collaboratively with the requesting unit to evaluate, create, or revise standard tender documents—such as Invitations to Bids, Requests for Proposals, Expressions of Interest, and Requests for Quotation—as needed, ensuring alignment with specific requirements and applicable procurement thresholds.

Design or refine a comparative table template to systematically assess the financial and technical dimensions of bids, and prepare concise summaries of evaluation findings and tendering process reports for submission to authorized stakeholders.

The position collaborates closely with the Business Unit Head to develop strategies for managing and executing all negotiation phases with relevant stakeholders, including resolving contractual disputes.

Responsibilities include the meticulous organization and maintenance of complete digital procurement documentation, such as solicitations, proposals, evaluations, award records, formal contracts, and all related correspondence for every procurement activity.

Serve as the central point of contact for detecting and overseeing procurement-related risks within designated risk registers while offering expert advice on all pertinent procurement issues.

Work collaboratively with the legal team to conduct thorough reviews of all contractual agreements, ensuring they are free from liabilities that could adversely affect the company.

Requires a bachelor’s degree in a relevant field, such as engineering, computer science, or mathematics. Must possess at least three years of professional experience in a related role. Demonstrated proficiency in programming languages such as Python, Java, or C++ is essential. Strong analytical and problem-solving skills are necessary to interpret complex data sets and derive actionable insights. Excellent communication abilities are needed to convey technical information clearly to non-technical stakeholders. Familiarity with data visualization tools and statistical analysis software is advantageous.

A bachelor’s degree from an accredited university in a relevant field is required.

A minimum of three years of hands-on experience in procurement, specifically within a public or financial institution, is required.

Skilled in utilizing e-Procurement systems to identify and assess potential vendors for sourcing requirements.

Proficiency in vendor sourcing, prequalification, and onboarding processes is required.

Experience with managing high-value, multifaceted procurement initiatives across infrastructure, healthcare, and IT domains is advantageous. Relevant certifications, such as the CAPS Diploma or its equivalent in public procurement, would further strengthen your application.

Proven expertise in utilizing MS Office applications, including Excel, Outlook, PowerPoint, and Word, at a proficient to advanced level is required.

Demonstrates strong expertise in operating digital procurement platforms effectively.

Proven ability to negotiate effectively and lead teams with strong interpersonal skills.

Strong proficiency in both oral and written communication is essential.

Strong analytical capabilities, with a keen ability to dissect complex information and derive meaningful insights.
