Job Summary

The position entails overseeing the procurement process, from identifying and engaging potential suppliers through tendering and bid management, to conducting comprehensive evaluations of goods, services, and works. Additionally, the role involves negotiating contracts to secure optimal value for money while ensuring alignment with organizational objectives.

Key Functions

Collaborate with business units to create annual procurement plans that strategically align with organizational priorities.

We are responsible for identifying, assessing, and maintaining strategic partnerships with suppliers and service providers to ensure optimal procurement outcomes and operational efficiency.

Tendering and Bid Management: Oversee transparent tendering procedures, ensuring fair evaluations and negotiations throughout the procurement cycle.

Compliance and Risk Management: You will oversee the implementation of procurement guidelines, proactively identify and mitigate potential risks, and ensure the organization remains prepared for audits at all times.

Coordinate contracts with the Legal Unit to guarantee timely awarding in alignment with mutually agreed and negotiated terms.

Assess supplier performance systematically to confirm adherence to contractual service delivery requirements.

Oversee and execute a range of critical duties encompassing operational planning, team leadership, and strategic implementation to ensure organizational objectives are met efficiently. Collaborate cross-functionally to align departmental goals with broader company initiatives, fostering a cohesive and high-performing work environment. Monitor key performance indicators to assess progress, identify variances, and implement corrective measures as needed to maintain productivity and quality standards. Serve as a liaison between senior management and frontline employees, facilitating transparent communication and ensuring alignment on priorities. Mentor and develop team members through targeted coaching and professional growth opportunities, enhancing individual and collective capabilities. Drive process improvements by evaluating workflows, eliminating inefficiencies, and adopting innovative solutions to optimize performance. Uphold compliance with company policies, industry regulations, and ethical standards while promoting a culture of accountability and continuous improvement.

Assist the Business Unit Head in formulating the company’s procurement strategies and drafting the annual procurement plan.

Assist in executing the Procurement unit’s established policies, systems, and procedures to ensure the Company operates efficiently.

Drives the digitization initiatives and oversees e-procurement systems to enhance procurement process automation and efficiency.

Ensure procurement procedures are properly implemented while promoting awareness of these guidelines and confirming full compliance with established standards.

Ensures the sourcing of vendors reflects diversity and inclusion, thereby supporting ESG data collection efforts, including monitoring vendor diversity metrics, certifications, and adherence to environmental standards.

Offer assistance to requisitioner in crafting precise technical specifications for both goods and services, as well as defining the scope of work for construction or renovation projects.

Work collaboratively with the requesting unit to assess, create, or revise standard tender documents—such as Invitations to Bid, Requests for Proposals, Expressions of Interest, and Requests for Quotation—as needed, ensuring alignment with specific requirements and applicable procurement thresholds.

Compile or evaluate comparative analysis templates to assess financial and technical dimensions of bids, subsequently producing concise summaries of evaluation findings and tendering process reports for submission to designated approving authorities.

The position collaborates closely with the Business Unit Head to develop methodologies for overseeing and facilitating every stage of negotiations with relevant stakeholders, as well as addressing and resolving contractual disputes that may arise.

Maintain thorough digital procurement records encompassing solicitations, proposals, evaluations, award documents, official contracts, and all related correspondence for every procurement activity.

Serve as the central point of contact for detecting and tracking procurement-related risks within designated risk registers, while offering expert advice on all pertinent procurement issues.

Collaborate with the legal department to verify that all contractual agreements undergo a thorough review, ensuring they are free from potential liabilities that could adversely affect the company.

Requirements

A bachelor’s degree in a relevant field from an accredited institution is required.

A minimum of three years of hands-on procurement experience within a public or financial institution is required.

Seasoned in leveraging e-Procurement systems to streamline vendor sourcing and assessment processes.

Proficient in vendor sourcing, prequalification, and onboarding processes.

Experience in managing high-value, multifaceted procurement initiatives spanning infrastructure, health, and IT sectors is highly desirable. Possession of relevant certifications, such as the CAPS Diploma or an equivalent public procurement qualification, would further strengthen an application.

Proficient to advanced skills in utilizing Microsoft Office Suite, including Excel, Outlook, PowerPoint, and Word, are required.

Requires a strong ability to operate digital procurement platforms efficiently and effectively.

Proven ability to negotiate effectively and lead teams with strong interpersonal skills.

Exceptional verbal and written communication abilities are required.

Proven ability to interpret complex data, identify key insights, and derive actionable conclusions.
