Job Summary

The Project Officer – Integrated Health plays a pivotal role in facilitating the planning, execution, and evaluation of integrated health initiatives, which encompass Nutrition, Maternal and Child Health, Global Health Security, and Polio, all aligned with CRS program standards and national health regulations. Reporting to the Senior Project Officer, the incumbent partners with state teams, external collaborators, and local organizations to ensure the delivery of exceptional, community-focused health services in underserved regions.

This position supports essential functions including routine immunization, supplementary health initiatives, disease surveillance, and program reporting. Additionally, the Project Officer facilitates capacity-building efforts, provides supervision, and collaborates with partners to enhance health outcomes for underserved communities. The role is stationed in Kaduna, Kaduna State.

Oversee a comprehensive range of duties and strategic initiatives as part of this dynamic role, ensuring alignment with organizational goals and operational excellence. Deliver consistent leadership in executing core functions while maintaining a sharp focus on efficiency, innovation, and accountability. Collaborate cross-functionally to drive project completion, foster team cohesion, and uphold high performance standards across all assigned responsibilities. Coordinate and execute designated project tasks in strict adherence to the implementation plan, CRS program quality benchmarks, donor specifications, and industry-leading best practices.

Oversee project advancement, pinpoint obstacles or deficiencies, and communicate findings to facilitate prompt modifications to strategic plans and execution timelines. Collaborate with partners to evaluate project insights, fostering enhancements in outcomes.

Collaborate with partners to conduct project evaluation activities, ensuring the implementation of designated mechanisms and tools for data collection and analysis. Support the preparation of reports in alignment with the predetermined reporting schedule.

Evaluate staffing and partner organization capacity requirements, oversee the execution of technical support and capacity-building initiatives, and manage documentation to verify impactful outcomes.

Consolidate project documentation, such as case studies, best practices, lessons learned, success stories, and field challenges, for designated activities.

Deliver comprehensive support for the deployment and execution of integrated health interventions, encompassing health communication and social and behavior change communication (SBCC) initiatives across community and facility settings, while maintaining alignment with established project work plans.

Develop the skills and expertise of community health workers (CHWs), volunteers, and facility staff through targeted training and ongoing technical assistance, focusing on integrated health messaging, maternal and child health, reproductive health, immunization, nutrition, and surveillance of vaccine-preventable diseases (VPDs).

Conduct feedback sessions, establish referral pathways, and implement follow-up mechanisms to ensure vulnerable populations receive timely and effective services while strengthening community engagement.

Perform routine field assessments to evaluate program quality, service delivery, and compliance with national health guidelines, organizational policies, and donor mandates.

Collaborate with community-based organization (CBO) partners to create comprehensive work plans and meticulously detailed implementation strategies, drawing on SIA calendars and NEW micro plans while following the direction of the Senior Project Officer.

English language proficiency is a mandatory requirement for this role. Additionally, familiarity with Hausa is viewed as a beneficial skill.

Professionals must possess the ability and willingness to travel extensively, up to 70 percent of the time.

Preferred Qualifications:

Bachelor’s degree in Computer Science, Engineering, or a related field. Minimum of five years of professional experience in software development, preferably in a fast-paced environment. Proficiency in multiple programming languages such as Java, Python, or C++. Strong problem-solving skills and the ability to work collaboratively in a team setting. Experience with cloud platforms like AWS or Azure is highly desirable. Familiarity with Agile methodologies and version control systems such as Git is required. Excellent communication skills for interacting with stakeholders and cross-functional teams.

Preferred candidates will possess prior experience in project monitoring and the collection of pertinent data.

Experience with nutrition initiatives, maternal and child health programs, and immunization or polio eradication efforts, particularly within nongovernmental organizations, is beneficial.

Supervisory duties are not part of this position.

Key Working Relationships

A Senior Project Officer will work closely with the Program Manager, Head of Programming, Deputy Country Representative, along with the country program’s operations and finance teams.

The CGPP Secretariat collaborates with key stakeholders, including the World Health Organization (WHO), the United Nations Children’s Fund (UNICEF), the State Primary Health Care Development Agency (SPH CDA), the Nigeria Centre for Disease Control (NCDC), MOLINA Health, the State Ministry of Health (SMOG), the Emergency Operations Centre (EOC), Local Government Area Primary Health Care Teams, and Civil Society Organization Partners of the Catholic Relief Services (CRS).

Bachelor’s degree in engineering, computer science, information technology, or a related field is required. Minimum of five years of experience in software development, with expertise in programming languages such as Java, Python, or C++. Proven track record in designing, implementing, and maintaining scalable software solutions. Strong problem-solving skills and the ability to work collaboratively in cross-functional teams. Familiarity with agile methodologies and version control systems is essential. Excellent communication skills for articulating technical concepts to non-technical stakeholders are also necessary.

Candidates must possess a bachelor’s degree or higher in a relevant field, along with at least three years of professional experience in a closely related industry.
