General Objective

The Born Area Health and Nutrition Program Manager, reporting directly to the Area Coordinator and receiving technical oversight from the Medical Coordinator, oversees the strategic planning, execution, and evaluation of all health and nutrition initiatives within PUB operational areas in Born State. This position demands authoritative leadership in both technical and operational domains to guarantee the provision of high-caliber, integrated healthcare services across designated bases, including Polka, Obama, and Montano.

The Area Health Manager works in close partnership with Heads of Bases and the MEAL Manager to supervise health interventions across the Gas, functioning as the primary technical liaison between on-the-ground health teams, base leadership, and the broader health coordination framework. This role involves delivering remote guidance to the three designated locations, with assistance from the Deputy Health Program Managers stationed in the field.

Under the guidance of Deputy Health, the program managers will facilitate ongoing capacity-building initiatives for frontline staff. As the designated point of contact, they will compile reports from field locations, evaluate their content, and submit them to the coordination health team. Additionally, they will conduct regular field visits to provide supportive supervision, identify performance gaps, and propose solutions to address challenges encountered.

Oversee daily operations and ensure all assigned duties are executed efficiently, maintaining high standards of accuracy and productivity. Develop and implement strategic plans to optimize workflow, enhance performance outcomes, and meet organizational objectives. Monitor progress through regular assessments, identifying areas for improvement and taking corrective action as needed. Project planning, implementation, and meal preparation are critical components of this role, requiring meticulous organization and adherence to strict quality standards.

Ensure the project action plan is developed at the outset and updated regularly, incorporating feedback from ongoing project monitoring. Additionally, identify and secure necessary support from other organizational departments to facilitate seamless execution.

Collaborate with the Are Coordinator and the MEAL Department to design and implement the program monitoring tool.

Initiate the execution of activities in alignment with the donor’s specified timeline to ensure timely and compliant project delivery.

Ensure the consistency and alignment of all activities within their purview, including the monitoring of indicators and results, while establishing effective evaluation frameworks.

Conduct periodic field assessments to uphold compliance with established best practices standards.

Collaborate with the Medical Coordinator to conduct follow-up and analysis of epidemiological data.

Conduct comprehensive assessments to determine program requirements concerning medical equipment, pharmaceuticals, and medical supplies.

In coordination with the MEAL department at the strategic level, ensures the effective execution of MEAL activities for all assigned initiatives.

Design and implement systems for efficient management, evaluation, and referral of information to ensure seamless data handling and optimal resource utilization.

In partnership with the MEAL Department and other pertinent Program Departments, under the guidance of the Born Area Coordinator and the Medical Coordinator,

Design methodologies and frameworks to facilitate the acquisition, dissemination, and evaluation of high-quality data in a timely manner.

Create advanced tools tailored for comprehensive, multi-sector rapid needs assessments that address identified or emerging needs in intervention planning and execution.

Establish and formalize external referral pathways by executing Memoranda of Understanding (Mouse) with appropriate partners.

Design and oversee the development and implementation of the internal and external referral and follow-up database system, ensuring its efficiency, accuracy, and alignment with organizational objectives.

Ensure all project-related documents, tools, and training materials are systematically archived and maintain verification sources referenced in proposals for easy access.

Capitalization, reporting, and development encompass critical responsibilities in financial and operational contexts. This role demands meticulous attention to detail in maintaining accurate capitalization records, ensuring compliance with regulatory standards, and generating comprehensive reports for stakeholders. Ensure the PMT (Project Monitoring Tool) is updated and transmitted monthly to track project implementation progress. After conducting monthly reviews of the PMT, provide feedback to the base teams to support continuous improvement.

Furnish periodic updates on all activities to the Area Coordinator or Medical Coordinator as needed.

Assist in compiling and preparing qualitative intermediary and final reports for donor stakeholders.

Capture and apply key insights and effective methodologies throughout the duration of the project;

Contribute to the creation of thorough support materials that facilitate the successful deployment of projects by the assigned team.

Develop and evaluate Standard Operating Procedures (SOPs), then recommend pertinent enhancements, all while operating under the supervision of the Area Coordinator and Technical Coordination teams.

Assist in establishing the vulnerability criteria and assessment methodologies, which enhances the precision of PUB’s intervention area activities.

Collaborate closely with the Area Coordinator and the Medical Coordinator to assess and determine health-related needs within the designated region.

Engage proactively in the mission’s annual programming strategy development to support and advance its operational goals.

Assist in developing and preparing new proposals and budgets, working in tandem with the Area Coordinator and the Medical Coordinator.

Team management encompasses overseeing and guiding a group to achieve organizational objectives, while HR focuses on talent acquisition, employee development, and fostering a positive workplace culture. Capacity building involves enhancing skills, processes, and systems to improve overall performance and sustainability. This role requires expertise in coordinating teams, implementing HR strategies, and designing initiatives that strengthen organizational capabilities and resilience.

The incumbent will assess human resource requirements and draft job profiles for team members, ensuring these are reviewed and endorsed by both the Area Coordinator and the Administrative Manager. Additionally, they will take a hands-on role in the recruitment process, including conducting interviews and administering assessments, and will engage in decisions pertaining to the termination of employment contracts for team members. Furthermore, the individual will proactively recommend HR-related modifications within their department to both the Area Coordinator and the HR Manager.

Acquire comprehensive knowledge of all PUB internal HR regulations and guarantee their thorough understanding and adherence by team members across all field locations.

The manager is responsible for implementing the established appraisal system consistently across all team members.

Establish tailored coordination frameworks for the team and maintain effective oversight to ensure seamless collaboration and operational alignment.

Conduct a thorough assessment of the team’s training requirements, encompassing organizational, technical, and methodological support, as well as the logistical planning of training sessions. Collaborate closely with the HR manager to design, organize, and execute training initiatives effectively.

Representation and Coordination: Accountable for serving as a liaison between departments and external stakeholders, ensuring seamless communication and alignment of objectives. In partnership with the Area Coordinator, serve as PUB’s liaison across project stakeholders, including local, national, and international partners, as well as community representatives, to ensure the seamless execution of project activities.

Establish and manage a network infrastructure while fostering communication and collaboration among stakeholders operating within the same domains. Ensure seamless coordination and partnership with critical entities, including non-governmental organizations (NGOs), civil society organizations (CMOS), and community-based groups.

Upon the arrival of Donors, take an active role in organizing and coordinating the visit to ensure its seamless execution.

As delegated by the Deputy Health Coordinator, participate in sector coordination meetings to ensure alignment and collaboration across relevant areas.

Develops and maintains grant and partnership opportunities by identifying potential funding sources, cultivating relationships with donors and partners, and ensuring compliance with all application requirements and reporting obligations.

Serve as the primary liaison responsible for preparing contractual reports by leveraging program expertise and regional knowledge.

Draft the initial version of the report promptly, adhering to the established timeline and the specifications outlined by the Grants Team.

Reporting to the Field Coordinator and receiving technical guidance from the [program coordinator], you will play a key role in advancing program expertise and expanding geographical scope by leading the preparation of essential proposal documentation, such as the Logical Framework, Narrative, Bill of Quantities (BOQ), and Beneficiary breakdown.

Logistics, Administration, and Finance involve overseeing the coordination of supply chain processes, managing financial records, and ensuring efficient administrative operations to support organizational objectives. Additionally, the Area Health Project Manager will adhere to the established consortium procedures, utilize the designated tools, and implement the MEAL and communication frameworks.

In partnership with the Deputy Health Manager, oversee the execution of superior integrated Health and Nutrition initiatives across Montano, Obama, and Polka.

In collaboration with national and state authorities, lead the strategic direction and technical implementation of health and nutrition initiatives throughout Born State, prioritizing localization efforts, the phased transition of PUB staff, and engagement with Ministry of Health (MOH) incentivized personnel.

We oversee grant budgets to verify adherence to spending and procurement guidelines, as well as to monitor progress against the work plan. Additionally, we track Key Performance Indicators (KPIs) for active projects and prepare comprehensive technical reports summarizing completed initiatives.

Working collaboratively with the Deputy Medical Coordinator, this role involves representing the PUB at the Born State Health and Nutrition Sector Working Groups, ensuring alignment with the State Ministry of Health (Smog) and UN guidelines.

Mandatory Requirements:
– Minimum of 5 years of progressive experience in software development.
