OBJECTIVE OF THE POSITION
The MEAL Officer will facilitate the implementation of monitoring, evaluation, accountability, and learning (MEAL) activities for the EU-funded SUSAN Project in Webb State, ensuring the collection, analysis, and reporting of high-quality data. This position will enhance evidence-based decision-making while assisting the Consortium Manager in coordinating with government ministries, NGOs, private sector stakeholders, and research institutions engaged in the project.
Develop and implement comprehensive strategies to enhance organizational performance, ensuring alignment with overarching business objectives. Oversee cross-functional initiatives, fostering collaboration among teams to streamline processes and drive innovation. Monitor key performance indicators (KPIs) to assess progress and identify areas for improvement, providing data-driven insights to senior leadership. Lead the development and execution of actionable plans to optimize operational efficiency, mitigate risks, and capitalize on emerging opportunities. Supervise a high-performing team, mentoring individuals to achieve their professional growth while meeting departmental targets.
ELSA Systems Management & Program Support is responsible for overseeing the administration of IT systems and providing comprehensive program assistance to ensure operational efficiency and project success. This role involves managing system infrastructure, resolving technical issues, and maintaining compliance with established standards. The position requires expertise in systems administration, strong problem-solving abilities, and meticulous attention to detail. Additionally, the individual must collaborate effectively with cross-functional teams to support program execution and deliver timely solutions that align with organizational objectives. Proficiency in relevant technologies and a commitment to continuous improvement are essential.
Support the development and strengthening of the participatory MELSA system within the EU-SOSAN Project, ensuring it incorporates MELSA principles and aligns with both international and Oxfam programme standards.
Contribute to the prompt deployment of monitoring frameworks and tools, ensuring the provision of reliable and consistently high-quality data regarding project performance and impact.
Oversee designated ELSA processes, methodologies, and tools, with a focus on monitoring indicators via project management information systems (MIS) and generating reports.
Support the enhancement of data quality and reporting from the field by reviewing ELSA data quality, reports, evaluations, baselines, and surveys, with a focus on identifying opportunities for improvement.
Engage actively in program and project planning initiatives, with a primary focus on crafting logical frameworks and ELSA plans while maintaining strict compliance with Oxfam’s program quality standards.
Assist in the organization and coordination of program and project learning review meetings to ensure effective planning and execution.
Offer expert technical and specialized guidance to the EDESSAN Project team, both in response to specific requests and through proactive input.
Support the implementation of outcome harvesting to monitor the impacts of interventions carried out under the EDESSAN Project.
Collaborate regularly with ICT4D consultants to ensure the project management information system (MIS) remains current and effective.
Capacity-building initiatives targeting partner organizations and Oxfam personnel aim to enhance skills, knowledge, and operational effectiveness. These programs provide structured training, mentorship, and resources designed to strengthen institutional and individual capabilities, ensuring alignment with shared objectives and best practices. Participants engage in collaborative learning opportunities to foster sustainable growth, improve program delivery, and build resilience within teams and partner networks.
Assist EDESSAN Project teams in cultivating dynamic knowledge creation, exchange, and learning cycles by developing case studies, showcasing critical findings, and moderating educational workshops.
Assist in strengthening the competencies and expertise of Oxfam staff and implementing partners, with a focus on planning, monitoring, evaluation, and learning methodologies.
Facilitate ELSA learning events and processes while fostering a robust, continuous learning network throughout the EDESSAN Project.
Assist in the creation and execution of Monitoring, Evaluation, Learning, and Support Adaptation (ELSA) plans for implementing partners to ensure alignment with project objectives and donor requirements.
Oxfam and partner staff will be equipped with the necessary skills to utilize Monitoring, Evaluation, and Learning (MEL) tools for advocacy and policy influence through targeted training sessions.

Engage in partner risk management processes through PRIMA, contributing to the identification, assessment, and mitigation of risks associated with partner activities.
Engage in consistent meetings with collaborating organizations to gain insight into their operational context and environment, while fostering constructive, transparent, and mutually beneficial professional relationships.
Develop and enhance the complaints and response mechanism (CRM) at each project site to enable beneficiaries to submit feedback securely and discreetly.
Track and address complaints utilizing a systematic monitoring and follow-up framework to ensure timely resolution.
ESSENTIAL
Education
A Bachelor’s Degree or equivalent in Statistics, Economics, Business Administration, or a closely related field is required.
Experience
A minimum of four years of practical experience in designing learning and monitoring systems, alongside the implementation of program activities, is required, with specific expertise in EU-funded, bilateral, or other institutional donor initiatives.
Proven expertise and hands-on experience in capacity building and knowledge transfer, particularly in the context of managing donor grants or donor-funded programs.
Dedication to consistently delivering exceptional service to managers and colleagues is essential, while ensuring agreed-upon outcomes are achieved within specified timeframes, budgetary limits, and quality benchmarks.
Demonstrates strong organizational and self-management capabilities, adept at prioritizing tasks effectively to meet deadlines independently while navigating dynamic environments with unwavering focus on execution and accountability.
