Overview

The temporary Monitoring and Evaluation (M&E) role will provide support to the UNICEF RMN CAH Quality of Care (IOC) Project, contributing to strategic information (SI) implementation, research activities, and data management.

The incumbent will deliver technical support and capacity-building initiatives to the State Ministry of Health’s PRS/M&E department, as well as to Redesignated officers operating within health facilities at the state level.

They will provide support to the Senior Strategic Information Adviser (SIA), Nutrition Officers, Immunization Adviser, and other colleagues in executing data analysis, utilization, and dissemination for Maternal, Newborn, and Child Health (MNCH), Nutrition, and Routine Immunization initiatives. Furthermore, they will assist in developing strategies and activities aimed at enhancing the ability to triangulate data from diverse sources to guide policy formulation and informed decision-making.

This position involves collaborating on the development of sophisticated, intuitive interfaces for data visualization and dissemination, aimed at strengthening state-led and nationally supported evidence-based programming initiatives.

Supervises daily operations, ensuring adherence to established protocols and standards, while maintaining a focus on efficiency and quality assurance. Coordinates team activities, allocates resources effectively, and monitors progress to meet organizational objectives. Facilitates communication between departments to streamline workflows and resolve any operational challenges. Conducts performance evaluations, provides constructive feedback, and supports employee development initiatives. Ensures compliance with industry regulations, safety guidelines, and company policies to mitigate risks and uphold accountability.

The temporary Monitoring and Evaluation (M&E) role will provide assistance with all M&E initiatives and associated data-related tasks for the project.

The Monitoring and Evaluation Officer will collaborate closely with the Senior Shelter and Infrastructure Advisor to ensure seamless execution of all initiatives outlined in the project work plan.

The M&E temporary hire will be responsible for executing routine data quality validation and audits, subsequently delivering consistent feedback to enhance data quality across all supported sites at the State level.

The incumbent will assist the Monitoring and Evaluation Officer in gathering, organizing, and reporting all program-tracked data, while also ensuring state-level M&E officers submit and upload the necessary data to DHIS2 on a monthly basis.

The temporary M&E staff member will contribute to strengthening healthcare providers’ capabilities in quality data collection, analysis, dissemination, and utilization of health information at both state and facility levels, facilitating program planning and management. Additionally, they will aid the State Ministry of Health (SMOG) in enhancing the effective dissemination of health information, ensuring it is appropriately tailored and packaged for diverse stakeholder groups.

Collaborate efficiently with the Senior SIA (MERL Advisor) to develop Project Monitoring Plans (PMPs) and address various Monitoring & Evaluation (M&E) challenges across all assigned projects.

The temporary Monitoring and Evaluation (M&E) staff member will collaborate extensively with the M&E Officer to develop strategies that enhance data utilization and demand among program personnel, while also assisting staff in effectively organizing and recording program advancements and capturing key lessons learned.

The individual will support program staff by contributing to the drafting of monitoring and evaluation sections within program reports and by participating in the execution of program assessments and evaluations.

He or she will collaborate closely with the Monitoring and Evaluation Officer to compile and deliver monthly and quarterly data entries via the DHIS2 platform.

The incumbent will provide assistance to the State Team Lead, Service/Quality Improvement Officers, and Nutrition Officers, focusing on data collection, collation, validation, as well as capacity-building initiatives for Healthcare Workers, Records Officers, Nutrition Officers, Health Promotion Officers, and Immunization Officers at the State level.

Assist the supervisor with additional responsibilities pertinent to the assigned project as needed.

Bachelor’s degree in a relevant field such as business administration, finance, accounting, or a related discipline is essential. A minimum of three years of experience in a similar role is required, with at least one year in a supervisory or management capacity. Proficiency in standard office software, including Microsoft Office Suite, is mandatory. Strong analytical and problem-solving skills, along with excellent organizational abilities, are critical. Exceptional communication and interpersonal skills are necessary to collaborate effectively within a team and interact with stakeholders. The ability to multitask and manage competing priorities in a fast-paced environment is expected. Familiarity with industry-specific regulations and compliance standards is advantageous.

A relevant qualification includes a Bachelor’s degree in Medical Sciences, Public Health, Demography, Statistics, or an equivalent qualification in any social sciences discipline.

Professionals should possess a minimum of four years of postings hands-on experience in deploying and overseeing health Strategic Information systems, with a preference for expertise in Maternal, Newborn, and Child Health (MNCH) programming.

Proficient in advanced computer applications, including MS Excel, MS Access, SPSS, and/or SAS, as well as EPI-InfoWindows, with demonstrated expertise in utilizing these tools for data management and analysis.

Ensures meticulous attention to detail and precision in fundamental data management, analysis, and reporting tasks.

Capacity-building expertise in monitoring and evaluation, with a proven track record of effectively training and empowering teams to enhance their skills in these areas.

Proficiency in electronic medical records systems and experience in implementing database solutions for patient monitoring would be advantageous.

Demonstrates strong cooperation, competence, diligence, adaptability, and reliability within a diverse, open-office work environment.
