Overview
The temporary Monitoring and Evaluation (M&E) position will provide support to the UNICEF RMN CAH Quality of Care (IOC) Project, focusing on strategic information (SI) implementation, research, and data management.
The incumbent will deliver technical support and capacity-building initiatives to the State Ministry of Health’s PRS/M&E department, as well as to designated Monitoring and Evaluation (M&E) officers operating at supported health facilities across the state.
He or she will also provide assistance to the Senior Strategic Information Adviser (SIA), Nutrition Officers, the Immunization Adviser, and other team members in executing data analysis, utilization, and dissemination for Maternal, Newborn, and Child Health (MNCH), Nutrition, and Routine Immunization initiatives. Furthermore, the incumbent will collaborate on developing strategies and activities aimed at enhancing the ability to triangulate data from various sources, thereby informing policy development and strategic decision-making.
The incumbent will collaborate on creating intuitive, high-quality interfaces for data visualization and dissemination, strengthening state-led and nationally supported evidence-based programming initiatives.

The temporary Monitoring and Evaluation (M&E) role will assist with all project-related M&E initiatives and data-related tasks.
The Monitoring and Evaluation Officer will collaborate closely with the Senior Shelter and Infrastructure Advisor to ensure the seamless execution of all initiatives outlined in the project work plan.
The temporary Monitoring and Evaluation (M&E) hire will perform routine data quality validation and audits, delivering consistent feedback to enhance data integrity across all supported sites within the State.
The incumbent will provide assistance to the Monitoring and Evaluation Officer in gathering, organizing, and submitting all programmatic data, while also ensuring that state Monitoring and Evaluation Officers consistently report and upload the necessary data to DHIS2 on a monthly basis.
The temporary M&E staff will facilitate the enhancement of healthcare providers’ capabilities in quality data collection, analysis, dissemination, and utilization of health information at both state and facility levels, thereby contributing to program planning and management. Additionally, they will aid the State Ministry of Health in broadening the dissemination of information through the development of appropriately tailored packages for diverse stakeholder groups.
Collaborate efficiently with the Senior Strategic Information and Analysis (MERL) Advisor to develop Project Management Plans (PMP) and address Monitoring and Evaluation (M&E) challenges across all assigned projects.
The M&E temporary hire will collaborate closely with the M&E Officer to develop strategies aimed at enhancing data utilization and demand among program staff, while also providing guidance on effective methods to organize and capture program progress, as well as document key lessons learned.
The incumbent will support program staff in drafting sections of program reports focused on monitoring and evaluation, as well as in executing program assessments and evaluations.
The incumbent will collaborate closely with the Monitoring and Evaluation Officer to compile and submit monthly and quarterly data via the DHIS2 platform.
The individual will provide assistance to the State Team Lead, Service/Quality Improvement Officers, and Nutrition Officers by facilitating data collection, compilation, validation, and capacity-building initiatives for Health Care Workers (HCWs), Records Officers, Nutrition Officers, Health Promotion Officers, and Immunization Officers at the State level.
Execute additional tasks pertinent to the assigned project as directed by the supervisor.
Bachelor’s degree in a relevant field or equivalent practical experience is essential. Proficiency in industry-specific tools and technologies is required. At least three years of hands-on experience in a related role is mandatory. Strong analytical and problem-solving skills are necessary. Excellent communication abilities, both written and verbal, are expected. Familiarity with project management methodologies is advantageous. Ability to work independently and collaboratively in a team environment is crucial.
A bachelor’s degree in Medical Sciences, Public Health, Demography and Statistics, or an equivalent qualification in any social science discipline, is required.
With a minimum of four years of professional experience following NYC, you are expected to have expertise in implementing and managing health Strategic Information Systems, with a preference for candidates experienced in Maternal, Newborn, and Child Health (MNCH) programming.
Proficient in utilizing advanced computer applications, including MS Excel, MS Access, SPSS, SAS, and EPI-InfoWindows, with a strong command of high-level technical skills.
Highly skilled in ensuring meticulous attention to detail and precision in data management, analysis, and reporting tasks.
Proven track record in mentoring and empowering teams to enhance monitoring and evaluation capabilities.
Proficiency in electronic medical records systems, as well as expertise in deploying database systems for patient monitoring, will be considered an additional asset.
