General Objective / Summary
The PHC supervisor, reporting directly to the deputy/health nutrition program manager, oversees clinical patient management across integrated health and nutrition services.
The position involves collaborating with diverse healthcare teams—such as nursing staff, midwives, Stabilization Center (SC) physicians, and administrative personnel—to ensure the provision of exceptional patient care.
The PHC supervisor guarantees seamless continuity of care, promotes health, and prevents disease among target populations by strictly following PUB, national, and international clinical protocols.
The supervisor is responsible for ensuring seamless daily facility operations, offering clinical guidance to staff, and overseeing the procurement and distribution of medical and nutrition supplies to avoid shortages.
Monitoring and overseeing operations to ensure adherence to established standards and protocols, while maintaining a vigilant approach to identifying potential risks or deviations. This includes conducting regular inspections and assessments to verify compliance with regulatory requirements and internal policies, as well as providing guidance and support to staff to foster a culture of accountability and continuous improvement.
Oversee the efficient organization and operational readiness of the health facility, including its various service provision areas such as consultation rooms, triage zones, wound dressing stations (based on available space), labor and delivery rooms, pre- and post-labour areas, EPI (Expanded Program on Immunization) spaces, laboratory rooms, pharmacy storage and dispensing units, OTP/TSFP (Outpatient Therapeutic Program/Therapeutic Feeding Program) areas, SC (Surgical Care) services, medical and general waste management facilities, energy sources, water supply systems, boundary walls, doors and windows, electronic equipment, and referral mechanisms using ambulances or other designated vehicles.
Responsible for maintaining adequate stock levels and ensuring the secure storage of pharmaceuticals, medical supplies, SRH commodities (including contraceptives, delivery kits, PEP kits, and emergency reproductive health kits), nutritional products, medical equipment, printed health and nutrition stationery, general office supplies, personal protective equipment (PPE), housekeeping materials, furniture, information, education, and communication (IEC) materials, job aids, complaint and feedback boxes, as well as generator fuel (where applicable).
Your responsibilities include organizing duty rosters for health, nutrition, and SRH service providers, ensuring the distribution of medications adheres to Ministry of Health protocols, and implementing infection prevention and control (IPC) measures alongside hygiene standards. You will also oversee the proper management of general and medical waste while preparing medical and SRH material requirements, collaborating closely with relevant staff to facilitate these tasks.
Ensure the execution of all sexual and reproductive health (SRH) initiatives, encompassing antenatal care (ANC), postnatal care (PNC), family planning, safe delivery, post-abortion care, clinical management of rape (CMR), sexually transmitted infection (STI) management, referrals, vaccination, and laboratory services.
Provide leadership in maintaining the availability and quality of Basic Emergency Obstetric and Newborn Care (Beyond) services while ensuring prompt referrals for cases necessitating advanced medical intervention.
Provide guidance to health and nutrition personnel on case management procedures (excluding the specialized medical responsibilities of doctors in SC), adhering to sexual and reproductive health (SRH) case management protocols.
Provide support to nursing and midwifery staff as required, particularly during periods of high demand such as consultations and labor or delivery services.
Conduct monthly evaluations to assess the quality of consultations, encompassing sexual and reproductive health services, amongst health and nutrition staff—excluding medical doctors in SC—following guidelines set forth by the Deputy/Health Project/Program Manager.
Ensure SGBV survivors receive management in strict adherence to protection protocols, which encompasses prompt delivery of CMR services within 72 hours, appropriate referrals for psychosocial support, and rigorous safeguarding of personal information in compliance with established policies.
Proper monitoring of newborns must be maintained until discharge, and timely referrals for pregnant women and newborns to the Expanded Program on Immunization (EPI) for vaccination must be ensured.
Educate pregnant women attending antenatal care (ANC) about the importance of birth preparedness and complication readiness (BPCR) to ensure timely and appropriate responses to potential risks during pregnancy and childbirth.
Offer expert technical assistance to health and nutrition personnel regarding the diagnosis and management of cases, particularly those involving Age-related complications when necessary.
Provide support to health and nutrition personnel in the coordination and oversight of referral cases, with particular emphasis on obstetric and neonatal emergencies.
Ensure adherence to IMAM protocols during both admission and discharge processes in OTP and SFP settings.
Maintain accurate completion of patient data on cards by nutrition teams during patient visits.
Conduct health and sexual and reproductive health education sessions in strict adherence to established protocols, covering essential topics such as family planning, maternal nutrition, breastfeeding practices, sexually transmitted infection prevention, and adolescent reproductive health.
Collaborating with the Nutrition Officer, we will develop and oversee training programs for community volunteers, encompassing SRH awareness and community sensitization initiatives.
Ensure, via the OTP Nurse, that beneficiary defaulter tracing and follow-up systems are accurately documented and maintained.
Assist the SC in ensuring patients and one designated caretaker receive 2–3 meals daily throughout their stay, as mutually agreed upon.
Oversee the execution of medical and sexual and reproductive health protocols, ensuring the judicious application of medications and accurate adherence to treatment procedures in accordance with national and international guidelines.
Facilitate seamless collaboration and alignment of services across the Health/Nutrition, SRH, WASH, Food Security, and Protection/PSS departments to ensure cohesive program delivery and impact.
Design and implement robust referral systems while ensuring seamless follow-up of beneficiaries across PUB project sites and partner health facilities, specifically for Health, Nutrition, and Sexual and Reproductive Health (SRH) referrals.
Ensure timely communication of HR documents—such as attendance sheets and leave requests—to the HR Manager, with validation from the Deputy or Health Project/Program Manager.
Ensure the accurate archiving of documents, tools, and training materials in alignment with project requirements while maintaining readily accessible verification sources as outlined in the proposals.
Ensure comprehensive coordination with logistics to meet all vehicle requirements and manage every logistical aspect of the project, including delivery, distribution, onsite storage, and the implementation of passive security measures for the health facility.
Oversee and lead a cohesive team, ensuring alignment with organizational objectives and fostering a collaborative work environment that drives productivity and engagement. Responsible for recruiting, developing, and retaining top talent, as well as delegating tasks effectively to optimize performance. Monitor team progress, provide constructive feedback, and address any challenges to maintain high standards of work quality and efficiency. The monthly schedule for OLD, SRH (including ANC, PNC, Family Planning, SGBV services, and delivery services), OTP, and SC teams will be meticulously planned in collaboration with the Facility Manager and Project Manager, ensuring thorough follow-up throughout the process.
Oversee the creation and administration of staff duty schedules, annual leave records, attendance documentation, and performance evaluations, while also coordinating with the line manager to manage SRH personnel.
Monitor adherence to Premiere Urgency Internationale’s established rules and promptly escalate any violations to the line manager for immediate action.
Collaborate with the Project Manager and Human Resources department, as needed, to assist in the recruitment of health, nursing, nutrition, and sexual and reproductive health personnel.
Ensure adherence to established security protocols in the field while maintaining consistent communication with the designated security focal point.
Convene periodic collaborative sessions with the Health, Nutrition, and Sexual and Reproductive Health (SRH) teams to review progress updates, address operational challenges, and identify service delivery gaps, with specific emphasis on SRH indicators and case follow-up.
All patients, encompassing SRH clients, must receive equitable treatment characterized by respect, dignity, and confidentiality, in strict adherence to the Premiere Urgency Internationale Charter.
Collaborate closely with the Deputy/Program/Project Manager, providing comprehensive updates on activities, observations, and needs, with a focus on SRH service performance, identified gaps, and urgent cases such as obstetric emergencies and SGBV cases.
Foster strong collaborative ties between the Ministry of Health (MOH) and PUB via the facility manager and MOH staff stationed at the site, while ensuring the seamless integration and alignment of sexual and reproductive health (SRH) services with national health guidelines.

Verify that all clinician inputs in the digital data system (Comm care) are accurate and submitted promptly.
Ensure that nutrition officers promptly input and upload nutrition data into the Nutrition Information System (IS).
Each department must be monitored daily to confirm that PIS data is accurately entered and uploaded as required.
Weekly WARS reporting is essential, ensuring line listings and reports are promptly shared with the DSO in compliance with established WARS guidelines and case definitions.

Maintain constant vigilance regarding security conditions at both office and clinic locations, promptly communicating any observations to the program manager for review and action.

Mandatory Requirements include a bachelor’s degree in computer science, engineering, or a related field, along with a minimum of five years of experience in software development or a closely aligned discipline.
