General Objective / Summary

The PHC supervisor, reporting directly to the deputy or health nutrition program manager, oversees clinical patient care within integrated health and nutrition service delivery.

This position collaborates with diverse healthcare professionals, such as nurses, midwives, Stabilization Center physicians, and administrative personnel, to ensure the provision of exceptional patient care.

The PHC Supervisor maintains consistent, high-quality healthcare delivery by strictly following PUB, national, and global clinical protocols, thereby fostering continuity of care, enhancing health promotion efforts, and strengthening disease prevention initiatives within target populations.

Moreover, the supervisor is responsible for directing daily facility operations, offering clinical mentorship, and overseeing medical and nutrition supply chains to ensure consistent availability of essential resources.

Monitoring and supervision constitute key responsibilities in this role, with oversight duties extending across various operational areas to ensure adherence to established protocols, regulatory requirements, and organizational standards. The position involves actively tracking performance metrics, identifying areas for improvement, and implementing corrective measures when necessary to maintain efficiency and productivity within the team or department. Additionally, the individual will be responsible for supervising workflows, delegating tasks appropriately, and fostering a collaborative environment that promotes accountability and continuous development among team members.

Oversee the structured arrangement of the health facility building and all its operational service sites, including consultation rooms, triage areas, wound dressing stations (space permitting), labor and delivery rooms, pre- and post-labour areas, EPI zones, laboratory spaces, pharmacy storage and dispensing units, OTP/TSFP areas, SC service zones, medical and general waste management facilities, energy sources, water supply systems, boundary walls, doors and windows, electronic equipment, and referral transportation (such as ambulances or other designated vehicles).

Responsibilities include maintaining adequate stock levels and proper storage of pharmaceuticals, medical supplies, sexual and reproductive health (SRH) commodities—including contraceptives, delivery kits, PEP kits, and emergency reproductive health kits—as well as nutritional products, medical equipment, printed health and nutrition stationery, general office supplies, personal protective equipment (PPE), housekeeping materials, furniture, information, education, and communication (IEC) materials, job aids, complaint and feedback boxes, and generator fuel, where applicable.

Ensure the duty roster for health, nutrition, and SRH service providers is properly maintained, distribute drugs in accordance with Ministry of Health protocols, and implement infection prevention and control measures alongside hygiene standards. Manage general and medical waste disposal while overseeing the preparation of medical and SRH material requirements, collaborating with relevant staff to facilitate these tasks.

Responsibilities include monitoring the execution of all sexual and reproductive health (SRH) initiatives, such as antenatal care (ANC), postnatal care (PNC), family planning, safe delivery practices, post-abortion care, clinical management of rape (CMR), sexually transmitted infection (STI) management, referral systems, vaccination programs, and laboratory services.

Ensure the continuous availability and high quality of Basic Emergency Obstetric and Newborn Care (Beyond) services while facilitating prompt referrals for cases necessitating advanced medical intervention.

Provide assistance to health and nutrition personnel regarding case management procedures, specifically excluding the specialized technical responsibilities assigned to medical doctors in SC, while adhering to SRH case management protocols.

Provide support to nurses and midwives as needed, particularly during high-demand periods such as consultations and labor/delivery services.

Assess the quality of consultations, encompassing SRH services, by conducting monthly evaluations of health and nutrition staff—excluding medical doctors in SC—per the directives issued by the Deputy/Health Project/Program Manager.

Ensure the proper handling of SGBV survivors in alignment with established protection protocols, which encompasses the prompt delivery of CMR services within a 72-hour window, appropriate referrals for psychosocial support, and rigorous adherence to confidentiality standards regarding personal information as outlined in policy.

Ensure meticulous monitoring of newborns until their discharge and promptly refer pregnant women and newborns for vaccination through the Expanded Program on Immunization (EPI).

Enhance awareness and preparedness for childbirth and potential complications among pregnant women during antenatal care visits.

Offer specialized technical assistance to healthcare professionals in the health and nutrition sector regarding the assessment and treatment of cases, with particular emphasis on sexual and reproductive health complications when necessary.

Support health and nutrition personnel in the coordination and oversight of referral cases, with particular emphasis on obstetric and neonatal emergencies.

Adhere rigorously to IMAM protocols during both the admission and discharge phases within OTP and SFP settings.

Ensure nutrition teams accurately document patient information on designated cards during each visit.

Conduct health and sexual and reproductive health education sessions in strict adherence to established protocols, emphasizing critical topics such as family planning, maternal nutrition, breastfeeding, sexually transmitted infection prevention, and adolescent reproductive health.

Collaborating closely with the Nutrition Officer, develop and oversee training programs for community volunteers, focusing on sexual and reproductive health (SRH) awareness and community engagement initiatives.

Ensure beneficiary defaulter tracing and follow-up systems are accurately documented through the designated OTP Nurse.

The SC will assist in arranging and delivering 2–3 meals per day, as mutually agreed upon, for both patients and their designated caretakers throughout the duration of their stay.

Oversee the execution of medical and sexual and reproductive health (SRH) protocols, ensuring the judicious use of medications and the accurate delivery of treatments in alignment with established national and international guidelines.

Facilitate seamless collaboration and alignment of services across the Health/Nutrition, SRH, WASH, Food Security, and Protection/PSS departments to ensure cohesive program delivery.

Ensure the establishment and maintenance of efficient referral systems, as well as the diligent follow-up of beneficiaries, across PUB project sites and partner health facilities for Health, Nutrition, and SRH referrals.

Ensure timely submission of HR documents—such as attendance sheets and leave requests—to the HR Manager, validated by either the Deputy Manager or the Health Project/Program Manager.

Ensure all project-related documents, tools, and training materials are systematically archived and readily accessible, with verification sources available as specified in the proposals.

Ensure comprehensive coordination with logistics to address all vehicular requirements and logistical aspects of the project, including delivery, distribution, onsite storage, and passive security measures for the health facility.

Oversee and lead a high-performing team to achieve organizational goals through strategic planning, performance monitoring, and fostering a collaborative work environment. Ensure clear communication of expectations, provide ongoing feedback, and empower team members to develop professionally. Address challenges proactively, resolve conflicts diplomatically, and cultivate a culture of accountability, innovation, and continuous improvement. Collaborate with the Facility Manager and Project Manager to devise and implement the monthly schedule for OLD, SRH (including ANC, PNC, Family Planning, SGBV services, and delivery services), OTP, and SC teams, ensuring diligent follow-up.

Oversee the creation and maintenance of staff duty rosters, annual leave schedules, attendance records, and performance appraisals, with a focus on SRH staff, under the guidance of the line manager.

Uphold Premiere Urgency Internationale’s established rules at all times and promptly escalate any violations to the designated line manager for immediate review and action.

Collaborate with the Project Manager and Human Resources department, as required, to support the recruitment of staff specializing in health, nutrition, and sexual and reproductive health whenever requested.

Ensure strict adherence to all security protocols in the field while maintaining consistent and clear communication with the designated security focal point.

Facilitate routine collaborative sessions with the Health, Nutrition, and Sexual and Reproductive Health (SRH) teams to review progress, address challenges, and identify gaps in service delivery, with a specific focus on SRH indicators and ongoing case follow-up.

All patients, including SRH clients, must receive care with unwavering respect, dignity, and confidentiality, in strict adherence to the Premiere Urgency Internationale Charter.

Collaborate closely with the Deputy/Program/Project Manager, providing detailed reports on all activities, observations, and requirements—such as Sexual and Reproductive Health (SRH) service performance, identified gaps, and critical cases like obstetric emergencies or Sexual and Gender-Based Violence (SGBV) incidents.

Maintain strong collaborative ties between the Ministry of Health (MOH) and PUB, facilitated through the facility manager and other MOH staff stationed at the facility, to ensure seamless integration and alignment of sexual and reproductive health (SRH) services with national health guidelines.

Medical data collection and reporting entails systematic gathering, accurate documentation, and precise analysis of healthcare-related information to ensure compliance with regulatory standards, facilitate informed decision-making, and support clinical research initiatives. Professionals in this role are responsible for maintaining data integrity, verifying the completeness and accuracy of records, and generating detailed reports to inform stakeholders and enhance operational efficiency. Proficiency in data management software, adherence to confidentiality protocols, and a keen attention to detail are essential requirements for success in this position.

Verify that all medical prescriptions include legible handwriting, the date of issue, and the prescriber’s signature.

Verify that the digital data inputs made by each clinician in Comm Care are accurate and submitted punctually.

Ensure timely input and upload of nutrition data into the Nutrition Information System (IS) by assigned nutrition officers.

Ensure daily input and upload of PIS data across all departments.

Report the EWARS weekly as required and make sure line listing and reporting are shared with the DSNO as per EWARS guidelines and case definition.

The position requires completion of a comprehensive training program designed to equip new hires with essential skills and company-specific knowledge. This structured program covers operational procedures, compliance standards, and best practices to ensure readiness for role-specific responsibilities. Participants will engage in hands-on exercises, assessments, and mentorship to validate competency before assuming full duties. Assess organizational training requirements in collaboration with the Project Manager, then develop and implement tailored training programs for both technical and non-technical personnel. Conduct training sessions as scheduled and evaluate the effectiveness of each program through follow-up assessments to measure impact.

Oversee the appropriate training and day-to-day guidance of all project personnel involved in the initiative.

Evaluate the post-training knowledge levels and recommend additional shadowing or informal sessions where necessary to reinforce learning.

Attend relevant meetings at the health facility as required to contribute to discussions and decision-making processes.

Engage in supplementary duties, including vaccination drives and survey administration, as required by organizational needs.

Please promptly notify your line manager of any issues arising within the clinic, including but not limited to the loss, theft, or damage to medical equipment and supplies, as well as any patient-related or organizational concerns.

Ensure constant adherence to PUB security protocols throughout all activities. Immediately notify the appropriate personnel of any observed security breaches within the facility.

Maintain continuous vigilance regarding the security status at all office and clinic locations, promptly relaying any relevant observations to the program manager for assessment and action.

The position requires candidates to meet essential criteria, including possession of a valid driver’s license and a clean driving record free of serious violations. Applicants must hold a high school diploma or equivalent, with preference given to those holding an associate’s or bachelor’s degree in a relevant field. Prior experience in a similar role is highly desirable, along with proficiency in Microsoft Office Suite and basic accounting software. Strong communication skills, both written and verbal, are necessary, along with the ability to work independently and collaboratively within a team. Candidates must be willing to undergo a background check and drug screening as part of the hiring process. Physical demands include the ability to lift up to 50 pounds and stand for extended periods.

Proficient in English with a strong working knowledge of local languages, including Hausa, among others.

Education requirements include a Bachelor’s Degree, with preference given to candidates holding an MD or a Bachelor of Nursing Science (BNC) qualification.

A doctor must hold a valid and active professional license to practice, while a nurse is required to possess both nursing and midwifery licenses, including RN and RM credentials.

Candidates should possess 1–2 years of professional experience in clinical management, staff supervision, and collaboration with nongovernmental organizations (NGOs).

A qualification in public health would be highly beneficial.
