Responsibilities will encompass a wide range of tasks, including the following:
Drafting Purchase Requests within the SAP system is required.
The commitment will be prepared for individuals or entities with an annual budget not exceeding USD 50,000.
To promote fair and transparent competition among a minimum of three COMPANY-registered vendors, the position requires conducting a Call for Tender (CFT) process before finalizing any Purchase Order. This includes developing comprehensive commercial, technical, and other necessary documentation for the CFT.
In strict adherence to the decentralized purchasing procedure, tenders are received and opened, ensuring full compliance with established provisions.
Initiate and conduct waiver validation processes when derogation represents the sole viable method to proceed with a Call for Tender.
Negotiate the terms of all Purchase Orders for services valued at or below USD 50,000 prior to issuance.
Prepare Purchase Requisitions in accordance with requests tied to established Contracts within the UNIS UP system.
Accurately and promptly generate the Services Entry Sheet, known in UNIS UP as the Job Progress Certificate (JPC), to facilitate timely invoice submissions by Vendors and ensure expedited payment processing.
Ensure the Purchase Order (PO) is properly executed by both the authorized representative from COMPANY and the Vendor before commencing any service or work.
The department will conduct ongoing or recurring services outside the entity and develop Outline Agreements to ensure coverage for potential future Call-Off contracts.
Compile the contract award recommendation following the decentralized purchasing procedure.
Ensure all contractual documentation is accurately filed, archived, and uploaded to the PO in UNIS UP to facilitate reference and audit requirements.
The role involves overseeing health, safety, and environmental (HSE) compliance to ensure adherence to regulations and company policies. Key duties include conducting risk assessments, implementing safety protocols, and providing training to staff on HSE standards. Additionally, the position requires investigating incidents, maintaining records, and collaborating with management to enhance workplace safety and environmental sustainability. Strong analytical skills, attention to detail, and knowledge of relevant HSE regulations are essential qualifications for this role.
Maintain consistent adherence to H3SE Company policies, procedures, and guidelines, as well as all relevant legal requirements.
Implement appropriate measures to mitigate any imminent hazards and ensure the safety of individuals and facilities. Exercise diligence and vigilance as required to prevent potential risks and maintain a secure environment.
Engage proactively in H3SE meetings, training sessions, and drills while collaborating effectively to implement H3SE plans.

Minimum requirement includes at least five years of hands-on involvement in contract and purchasing operations.

Individuals with the ability to rapidly acquire and apply knowledge of SAP/R3, SAP reporting tools, and e-sourcing platforms will be highly valued.
