The successful candidate will establish and enforce comprehensive safety management policies and procedures consistently across all operational areas of Tear fund’s regional Clusters in West Africa. They will foster team-wide capacity and motivation surrounding security analysis and management, tailored to individual roles. This encompasses threat evaluations, risk management guidance, and the ongoing maintenance and enhancement of safety and security protocols. Additionally, they will provide support to country teams and cluster teams, ensuring robust field safety and security practices while guaranteeing that all staff are well-informed, properly trained, and compliant with Tear fund’s safety and security management approach, policies, and procedures. These measures will be effectively contextualized within the specific environment through the implementation of safety and security plans, procedures, and Standard Operating Procedures (SOPs).
The successful candidate will be part of the International Safety and Security Team, responsible for delivering and maintaining staff training across various regions and countries. Additionally, they will serve as the primary point of contact for coordinating support during critical incidents in any of the countries within the regions, with backing from the International Safety & Security Manager and the broader team.
The position reports to the International Safety & Security Manager and maintains a dotted-line management relationship with the WA Regional Program and Opus Lead, ensuring the role’s objectives and expectations are aligned with the needs of country and cluster teams while remaining technically supported by the relevant team. Conduct thorough evaluations of all program activities and locations to assess and mitigate staff safety and security risks, and provide strategic recommendations to senior decision-makers on enhancing procedures and practices to minimize risks and vulnerabilities for staff.
You will provide assistance to all other WA (West Africa) countries with their SSP (Safety and Security Plan) updates. Additionally, you will coordinate the review of country-level safety and security plans in partnership with Country Directors, ensuring a fully inclusive process that engages a diverse range of team members. Once finalized, you will disseminate and execute the approved documents through recurring workshops, presentations, and new staff orientation programs.
Offer guidance and assistance to project personnel in the formulation and execution of localized safety and security strategies. Represent and advocate for Tearfund as a key advocate within safety and security networks and cluster meetings, ensuring its leadership role is consistently demonstrated. Engage in all cluster meetings while actively contributing to information-sharing initiatives among NGOs, inter-agency groups, and UN platforms.
Research and compile comprehensive assessments of safety and security conditions across all Tear fund office and project locations, both nationally and locally, by gathering data from diverse local and international sources, including the NGO Security Cluster, Security Tree, UNDOS, OCHA, and other international NGOs. Utilize these insights to generate and distribute a formalized weekly security briefing.
Support teams by conducting ongoing threat evaluations and producing detailed reports on security assessments for offices, staff guest houses, field sites, and project areas. Verify the thorough completion of essential safety and security procedures—such as checklists and country security risk assessments—across all project locations and the country office to ensure compliance and effectiveness.
Ensure prompt and efficient real-time support is provided to country and cluster teams for all incidents, as required, while verifying that follow-up actions are executed and documented in the incident report form (IF). Additionally, confirm that the ISS Team Assistant is informed of the appropriate timing to close an IF and proceed with database updates.
Advise project staff regarding the development of comprehensive project budgets, ensuring sufficient allocation for security measures and training, while also supporting adherence to established best practices, sector-specific minimum standards, and organizational policies.
Ensure that security, health, and safety training requirements are incorporated into the annual program budget as well as individual donor budgets.
The International Safety & Security Manager is responsible for elevating the training standards and budgetary allocations of the country and respective cluster to ensure robust safety and security measures are effectively implemented and maintained.
Develop and strengthen a heightened safety and security mindset and team culture by emphasizing ongoing skill enhancement and providing comprehensive coaching to all personnel in critical safety and security practices.
To identify and address training requirements—spanning personal welfare and safety to management—this role involves designing and delivering consistent training programs for both international and national staff. The focus includes enhancing personal safety awareness, equipping employees to respond to prevalent threats, and, where relevant, instructing on safety management, in alignment with the organization’s training strategy. Training sessions may cover compound safety, security personnel protocols, convoy operations, threat evaluations, emergency contingency plans, occupational health and safety, and communication protocols.
Ensure full adherence to signatory codes of conduct and established best practices throughout the planning, execution, and oversight of all program components.
You will oversee the conduction of learning reviews, incident debriefs, and other evaluations, ensuring insights gained from these processes are clearly communicated and shared with field teams, UK-based stakeholders, and relevant programs.
