We are in search of a seasoned Terminal Operations Manager capable of expertly overseeing our round-the-clock terminal operations with a strong emphasis on safety, efficiency, and profitability.

This position oversees comprehensive terminal operations, encompassing the receipt, storage, and dispatch of LPG, white products (such as PMS, AGO, and DPK), as well as bitumen.

The ideal candidate will uphold product integrity, achieve established throughput targets, and consistently adhere to HSE and regulatory standards.

Oversee and execute a wide range of critical duties, ensuring alignment with organizational objectives and industry standards. Develop and implement strategic initiatives to enhance operational efficiency, productivity, and overall performance. Collaborate cross-functionally with teams to streamline processes, foster innovation, and drive continuous improvement. Manage project lifecycles from conception to completion, including budgeting, resource allocation, and risk mitigation. Monitor key performance indicators to assess progress, identify gaps, and implement corrective actions as needed. Maintain compliance with regulatory requirements, company policies, and best practices to uphold accountability and integrity. Provide mentorship and guidance to team members, cultivating a culture of excellence, accountability, and professional growth.

Operational leadership responsibilities encompass overseeing daily terminal operations, such as coordinating tanker ship discharge, scheduling pipeline activities, and managing road gantry functions.

Plan and execute daily production schedules to fulfill customer nominations while ensuring adherence to throughput and turnaround benchmarks, such as maintaining truck turnaround times under four hours.

LPG & Bitumen Management: Ensure the LPG cylinder filling plant functions efficiently while supervising bitumen processing and blending to maintain adherence to required product specifications.

Quality & Inventory Control: Uphold product integrity by conducting rigorous laboratory and quality control testing, while ensuring precise stock accounting with a targeted stock loss rate of less than 0.3%.

Oversee terminal equipment maintenance in strict adherence to API 653 and other relevant industry standards while concurrently managing both capital expenditure (CAPEX) and operational expenditure (OPEX) budgets.

Champion safety and compliance by upholding the company’s HSE policy, striving for zero Lost Time Injury Frequency Rates (LT IFR), and guaranteeing adherence to DPR/NAGPRA regulatory standards.

Leadership & Development: Provide guidance and mentorship to the terminal team while collaborating with HR to oversee recruitment initiatives, deliver training programs, and evaluate performance, all aimed at cultivating a productive and supportive workplace culture.

Bachelor’s degree in Computer Science, Information Technology, or a related field is mandatory. A minimum of three years of hands-on experience in software development, with proficiency in Python, Java, or C++ required. Strong problem-solving skills and the ability to work collaboratively in a team environment are essential. Familiarity with cloud platforms such as AWS or Azure is a plus. Excellent communication skills for conveying technical concepts to non-technical stakeholders are also necessary.

A Bachelor’s Degree in Engineering, Science, Business, or an equivalent field is required.

Seeking candidates with 15 to 20 years of professional experience in engineering or the oil and gas sector, alongside a minimum of six years dedicated to oil terminal operations. This specialized background should encompass pipeline management and the logistics of tanker or barge shipping.

Minimum of three years of direct supervision in fuel terminal maintenance and environmental compliance roles is required.

Certifications are required for candidates applying for this position. Acceptable certifications include Compton A+, Network+, Security+, or equivalent credentials from recognized institutions.

Relevant certifications in industrial safety standards, such as ISO, along with Project Management credentials, are required.

Certified professionals holding credentials as Facility Spill Coordinators and On-Scene Coordinators, having completed the mandated 40-hour response training program.

Current certification in HARPER 24-hour training is required for individuals serving as On-Scene Incident Commanders.

Technical & Behavioural Competencies:

Experts in industry standards are required to possess a comprehensive grasp of API 650, API 653, and NFPA 58 regulations.

Leadership: Demonstrated capability to effectively oversee high-stakes scenarios—including product transfers and vessel berthing—while upholding strong safety leadership standards.

Effective stakeholder management is essential, requiring strong communication abilities to liaise seamlessly with regulators, contractors, and customers.
