ACF Nigeria is seeking a qualified Hygiene Officer to oversee the effective execution of public health promotion initiatives and the distribution of Non-Food Items under the WASH project.

Position Details

Reporting directly to the WASH Program Manager, this role entails close collaboration and alignment with the program’s strategic objectives and operational frameworks. The incumbent will be responsible for executing WASH-related initiatives, ensuring adherence to established guidelines, and contributing to the overall effectiveness of the program.

Work location: Nguru, Yobe State

Oversee a range of critical duties, including managing day-to-day operations, coordinating team activities, and ensuring alignment with organizational objectives. Develop and implement strategies to enhance productivity, streamline workflows, and maintain high standards of quality across all projects. Monitor performance metrics, analyze trends, and provide data-driven recommendations to senior leadership to support informed decision-making. Foster a collaborative work environment by facilitating communication between departments, resolving conflicts, and promoting cross-functional teamwork. Ensure compliance with company policies, industry regulations, and safety protocols while mitigating risks and addressing operational challenges. Lead initiatives to drive innovation, optimize resource allocation, and achieve long-term business growth.

Objective 1: Provide comprehensive oversight of public health promotion initiatives and the distribution of non-food items, ensuring alignment with ACF’s local strategy and international best practices.

Conduct a collaborative, cross-sectoral rapid needs assessment, perform a thorough analysis of the results, and develop a targeted hygiene promotion strategy based on the identified findings.

Ensure the implementation of the WASH EM framework and gather essential data to support contextually tailored hygiene promotion initiatives.

Drive the adoption of the Baby-Wash methodology while systematically gathering and analyzing data to enhance the effectiveness of context-specific hygiene promotion interventions for Baby-Wash.

In collaboration with the WASH Program Manager, you will revise and tailor hygiene promotion training and IEC materials to align with the local context—ensuring they are structured as a communication plan—and to meet the specific needs of the target training groups.

Verify that all monitoring mechanisms adhere to the mutually agreed-upon monitoring format.

Regularly evaluating emergency requirements upon request, with particular emphasis on integrating the wider public health context.

Plan the selection and registration of beneficiaries, and oversee the distribution of non-food item (NFL) kits in collaboration with the Field Assistant team.

Collaborate effectively with the MEAL team to ensure post-distribution monitoring (PDM) is carried out comprehensively for all non-food items (NFS) distributed.

Deliver work that complies with the minimum standards set by the SPHERE initiative.

Provide support to the WISH Program Manager, including, when necessary, engaging in community mobilization initiatives.

Ensure all technical work adheres to the specific needs and preferences of diverse target groups while eliminating any public health risks.

To cultivate the skills and competencies of employees and partners, we will conduct comprehensive training programs and capacity-building initiatives.

Ensure all PHP team members—including volunteers and staff—as well as partners are fully informed about the hygiene promotion strategy and that all activities align with its objectives.

Develop educational materials on pertinent technical subjects and facilitate training sessions for internal employees and external partners.

Supports the WASH Program Manager by contributing to the creation and refinement of technical guidelines and tools.

Conduct evaluations to identify opportunities for enhancement and document lessons learned to inform future initiatives.

Coordinate with internal teams and local stakeholders to facilitate seamless project execution.

Collaborate extensively with the WASH Program Manager during all phases of planning, designing, and executing public health promotion initiatives within the WASH program.

Representing the organization at local-level WASH meetings and technical working groups, you will contribute to public health promotion initiatives and NFL distribution efforts as directed by your line manager.

Collaborate effectively with the Nutrition and Health team to align activities that enhance service delivery to the designated population.

To achieve Objective 4, you will oversee and direct the performance of your assigned team members, ensuring their tasks align with organizational goals while fostering a productive and collaborative work environment. Your role involves providing guidance, evaluating performance, and addressing any operational challenges to maintain team efficiency and effectiveness. Additionally, you will serve as a key point of contact for staff inquiries, facilitate professional development opportunities, and implement strategies to enhance overall team engagement and output.

Engaging in staff recruitment processes in alignment with the predetermined organigram structure.

You will oversee the daily operations and leadership of your direct reports, ensuring efficient and effective team performance.

You will establish performance objectives for team members reporting directly to you, conduct evaluations in accordance with ACTION AGAINST HUNGER’s performance management guidelines, and determine areas where additional support and professional development is necessary.

Foster seamless collaboration and integration between our team and other WASH technical specialists to enhance overall project effectiveness and cohesion.

Position Requirements include a minimum of five years of relevant professional experience, with a proven track record in project management and leadership. The ideal candidate should possess strong analytical, communication, and problem-solving skills, along with the ability to work effectively in a fast-paced environment. Proficiency in industry-specific software and tools is required, and familiarity with regulatory compliance standards is strongly preferred. A bachelor’s degree in a related field or equivalent work experience is mandatory, while advanced degrees or certifications in a specialized area are advantageous. Candidates must demonstrate exceptional organizational abilities, attention to detail, and the capacity to manage multiple priorities simultaneously.

A Bachelor of Science degree in Public and Environmental Health, Hygiene, or a closely related discipline is required.

Must demonstrate a readiness to undertake travel to any destination within Northern Nigeria, as required by the role.

Demonstrated proficiency in leading hygiene promotion initiatives is essential.

Adaptability and flexibility are essential qualities for this role, enabling the successful candidate to thrive in dynamic environments and respond effectively to changing priorities and unexpected challenges.

We seek candidates with a minimum of two to three years of relevant professional experience in the field.

Proficient in utilizing Microsoft Office Suite applications, including Outlook, Excel, PowerPoint, and Word.

Able to reside and travel frequently to remote locations with restricted access to services.

Proficient in both English and Hausa, with a strong command of written and verbal communication in both languages.

Proficiency in emergency programs, particularly those focused on risk reduction and management (RRM), represents a valuable asset for this position. Candidates with prior involvement in such initiatives will find their application strengthened by this relevant background.
