Overview of position

The SID PIN initiative, funded under the EU Support for Internally Displaced Persons in Lobe, Adamant, and Benue States, Nigeria, seeks to establish lasting solutions for populations affected by displacement by providing housing assistance, restoring essential services, and enhancing local integration frameworks.

Years of conflict, recurring displacement, and restricted access to public services across the target states have led to extensive damage to shelters, significant asset losses, and compromised critical infrastructure.

Consequently, displaced households and vulnerable host communities encounter substantial obstacles in securing stability, safety, and long-term reintegration.

The initiative is collaboratively executed by our client, UN Habitat, and UNHCR, with both agencies assuming leadership roles in designated States through an integrated, area-based strategy aimed at enhancing local resilience and fostering inclusive settlement planning.

In Adamant, Benue, and Lobe States, our client spearheads housing construction initiatives, facilitates house repairs, and rehabilitates community infrastructure, thereby directly enhancing physical living conditions, bolstering community services, and fostering opportunities for displaced households to integrate into host communities.

These measures enhance comprehensive initiatives aimed at expanding access to housing, essential social services, and economic opportunities, in accordance with state-level development objectives.

The incumbent will provide support to the planning, implementation, monitoring, and reporting of WASH and infrastructure activities under the SID PIN project, reporting directly to the WASH/Infrastructure Project Assistant and working under the overall supervision of the Project Officer WASH. This role involves close coordination with State authorities, Local Government Areas (Gas), and partner UN agencies to ensure effective project execution.

To achieve the designated goals, this position requires delivering strategic results aligned with organizational priorities. Key responsibilities include managing cross-functional projects, analyzing performance metrics, and implementing process improvements to enhance efficiency. The ideal candidate must possess strong leadership skills, a proven track record in [specific industry or field], and the ability to collaborate effectively with stakeholders at all levels. Provide assistance in executing infrastructure initiatives throughout the department, encompassing the construction, rehabilitation, enhancement, and maintenance of emergency water supply systems and habitation facilities.

Conduct field assessments, evaluate potential sites, and perform feasibility analyses to support infrastructure projects in designated areas.

Assist in compiling material requisitions, validate technical specifications, and ensure the quality of supplies and works delivered by contractors and vendors.

Prepare preliminary technical layouts, compile comprehensive bills of quantities (Boys), and create detailed sketches in support of planned infrastructure projects.

Perform essential topographical measurements, layout exercises, and site boundary marking to facilitate the execution of construction activities.

Ensure all site-level activities adhere strictly to approved designs, established safety protocols, and both quality and Sphere standards.

Facilitate community engagement initiatives tied to infrastructure projects, encompassing mobilization efforts, awareness campaigns, and the systematic gathering of feedback.

Collaborate with field operations teams and community representatives to ensure seamless, efficient, and secure service delivery through coordinated efforts.

Prepare daily progress updates and assist in compiling weekly and monthly reports utilizing standardized templates.

Promptly communicate any modifications, deviations, or potential risks observed during the implementation phase to management without delay.

Carry out additional duties as assigned by supervisors within the integrated unit, ensuring alignment with team and organizational objectives.

Project reporting involves compiling and analyzing data to generate comprehensive reports that highlight project progress, milestones achieved, and any deviations from the original plan. This role requires meticulous attention to detail to ensure accuracy in tracking project performance metrics, financial data, and resource allocation. Responsibilities include maintaining up-to-date records, identifying trends, and presenting findings in clear, actionable formats for stakeholders. Proficiency in reporting tools and software, strong analytical skills, and the ability to communicate insights effectively are essential for this position.

This position will operate under the general oversight of the Project Officer – WASH, while receiving direct guidance from the WASH/Infrastructure Project Assistant.

Competent candidates must exhibit a comprehensive set of essential skills, including advanced analytical thinking, exceptional problem-solving capabilities, and robust communication proficiency. Strong organizational and time management aptitudes are imperative, alongside the ability to collaborate effectively across diverse teams. Proficiency in relevant software applications and industry-specific tools is required, along with a keen attention to detail to ensure accuracy in all tasks. Prior experience in a similar role, coupled with a track record of delivering measurable results, will be prioritized. Candidates should also demonstrate adaptability to evolving priorities and a commitment to continuous professional development.

Obtained a university degree or diploma in civil engineering, environmental engineering, architecture, public health, or a related discipline.

A university degree requires a minimum of two years of study, while a diploma necessitates four years of academic pursuit.

Proficiency in infrastructure-related tasks within Shelter, WASH, CCCM, or site management initiatives is highly beneficial.

Proficiency in collaborating with displaced communities, local organizational frameworks, and on-the-ground operational teams is preferred.

Demonstrates a consistent commitment to upholding ethical standards and executing assigned duties with precision and accountability.

Proficient in engineering principles and site monitoring methodologies.

Collaboration across diverse sectors requires exceptional coordination and communication abilities.

Proficient in interpreting and creating precise technical drawings with appropriate software, as well as compiling and analyzing Bills of Quantities (Boys).

IT proficiency, particularly in Microsoft Office applications and mobile data collection tools, is required.
