Overview of position
The EU Support for Internally Displaced Persons in Lobe, Adamant, and Benue States, Nigeria (SID PIN) project is designed to facilitate sustainable solutions for populations affected by displacement by providing housing assistance, restoring essential services, and enhancing local integration frameworks.
In the targeted states, prolonged conflict, repeated displacement, and restricted access to essential public services have caused extensive damage to shelters, loss of livelihoods, and deterioration of critical infrastructure.
Consequently, displaced households and vulnerable host communities encounter considerable challenges in attaining stability, security, and sustainable reintegration.
Our initiative is collaboratively led by our client, UN-Habitat, and UNHCR, with each organization spearheading distinct activities within designated States. This integrated, area-focused strategy aims to bolster local resilience while fostering inclusive settlement planning.
In Adamant, Benue, and Lobe States, our client spearheads the execution of housing construction, house repairs, and community infrastructure rehabilitation initiatives, which directly enhance physical living conditions, bolster community services, and facilitate the integration of displaced households into host communities.
These initiatives enhance wider strategies aimed at increasing access to housing, essential social services, and viable livelihood opportunities in accordance with state-level development goals.
The incumbent will provide support to the planning, implementation, monitoring, and reporting of WASH and infrastructure activities under the SID PIN project, reporting directly to the WASH/Infrastructure Project Assistant and working under the general oversight of the Project Officer WASH. This role involves close coordination with State authorities, Local Government Areas (Gas), and partner UN agencies to ensure effective project execution.

Provide assistance in executing infrastructure initiatives throughout the department, encompassing the construction, rehabilitation, enhancement, and upkeep of emergency water supply systems and habitation facilities.
Support the execution of field evaluations, site identification, and feasibility analyses for infrastructure projects across designated areas.
Prepare material requests, validate technical specifications, and ensure the quality of supplies and works delivered by contractors and vendors.
Prepare preliminary technical designs, including layouts, measurements, and sketches, in addition to compiling bills of quantities (Boys) for upcoming infrastructure projects.
Perform preliminary topographical surveys, execute setting-out procedures, and establish clear site boundaries to facilitate the proper execution of construction activities.
Ensure all site-level activities adhere to approved designs, applicable safety regulations, Sphere standards, and established quality benchmarks throughout the project lifecycle.
Support infrastructure initiatives by facilitating community engagement efforts, encompassing mobilization, sensitization, and the systematic collection of feedback.
Collaborate with field operations teams and community representatives to synchronize efforts, ensuring services are delivered seamlessly, efficiently, and securely.
Prepare daily updates while assisting with weekly and monthly reports, utilizing standardized templates for consistency and efficiency.
Notify supervisors promptly of any alterations, deviations, or potential risks encountered during the implementation process.
Execute additional duties as assigned by supervisory staff within the integrated unit as necessary.
Prepare and deliver regular project reports to stakeholders, summarizing progress, milestones achieved, risks identified, and any deviations from the planned schedule or budget. Ensure reports are concise, accurate, and tailored to the audience’s needs, providing actionable insights and recommendations for continuous improvement. Collaborate with cross-functional teams to gather data, validate findings, and maintain transparency throughout the project lifecycle.
This position will operate under the general oversight of the Project Officer responsible for Water, Sanitation, and Hygiene (WASH) initiatives, while receiving direct guidance from the WASH/Infrastructure Project Assistant.

A bachelor’s or master’s degree in civil engineering, environmental engineering, architecture, public health, or a closely related discipline is required.
A university degree requires a minimum of two years, while a diploma necessitates four years of study.
Proficiency in infrastructure-related tasks within Shelter, WASH, CCCM, or site management initiatives is highly desirable.
Proficiency in collaborating with displaced communities, local organizational frameworks, and on-site operational teams is highly valued.
