Job Summary:
We seek a highly skilled Business Development Manager to spearhead institutional engagement, revenue expansion, strategic partnership formation, and the transformation of policy initiatives into viable technology solutions across federal ministries, departments, agencies, and state governments. This position transcends traditional sales functions, requiring a candidate who blends comprehensive expertise in Nigeria’s public sector environment with commercial acumen, interpersonal insight, and the capacity to align government policy objectives with actionable technological applications. The role demands seamless navigation across government operations, technological innovation, national policy frameworks, and institutional reform efforts.
Oversee key operational duties to ensure organizational goals are met efficiently and effectively. Develop, implement, and monitor strategies, policies, and procedures to optimize workflow and enhance productivity. Lead and mentor teams, fostering a collaborative environment focused on continuous improvement and innovation. Collaborate with cross-functional departments to align business objectives and drive sustainable growth. Analyze performance metrics to identify trends, address challenges, and implement data-driven solutions. Represent the organization in internal and external communications, maintaining a professional and cohesive brand image. Ensure compliance with industry regulations, quality standards, and ethical guidelines.
Develop and maintain high-level strategic partnerships with key stakeholders, including senior officials from Ministries, Departments, and Agencies (MDS), the Presidency, the legislature, and other pertinent government bodies.
Act as the primary liaison for all interactions with government counterparts and officially represent the organization during ministerial meetings, policy discussions, and legislative proceedings.
Develop and nurture new public sector business prospects, assessing their viability and advancing them through every stage of the sales cycle until contracts are successfully finalized.
Develop and implement a comprehensive territory plan encompassing all 36 states and the Federal Capital Territory, ensuring consistent achievement and surpassing of quarterly and annual business development goals.
Monitor, analyze, and communicate key insights regarding evolving government policies, national priorities, and legislative changes pertinent to the organization’s strategic objectives.
Translate government policy objectives into actionable initiatives within the organization’s innovation pipeline, pinpointing areas where emerging programs or regulatory changes generate feasible implementation prospects.
Monitor procurement cycles, track budget disbursements, and analyze sector reform initiatives within key ministries to ensure comprehensive situational awareness.
Prepare regular pipeline, conversion, and engagement reports while ensuring CRM records of all stakeholder interactions remain precise and up-to-date.
Develop a prominent and respected public presence across government, technology, and policy domains, actively participating in key discussions on governance technology and reforms within the public sector.
Work in close partnership with technical, operations, and product teams to validate the feasibility of proposals and incorporate stakeholder feedback to drive product enhancements.
Provide strategic briefings to the CEO and leadership team in preparation for significant government engagements.
A Bachelor’s degree in Computer Science, Engineering, or a related technical field is required. Additionally, a minimum of three years of experience in software development or a comparable role is necessary. Proficiency in programming languages such as Python, Java, or C++ is essential. Strong problem-solving skills and the ability to work collaboratively in a team environment are also required. Familiarity with agile methodologies and software development best practices is preferred.
Minimum of seven years of professional experience is required, including at least three years in senior stakeholder management or business development positions.
A degree in a relevant field is required, with preference given to candidates holding postgraduate qualifications in business, law, public policy, or related disciplines.
Proficient knowledge of Nigeria’s civil service structure, procurement methodologies, and intergovernmental federal-state relationships is required.
A proven track record of effectively connecting public and private sector technology, consulting, financial services, or infrastructure domains is highly desirable.
Proven ability to consistently achieve or surpass revenue and partnership goals within a results-driven framework.
Proven experience collaborating with governmental policy frameworks, budgetary procedures, official white papers, reform initiatives, or legislative consultations is essential.
Demonstrated expertise in crafting and delivering persuasive proposals tailored for high-level audiences, including executives and government ministers.
Proficient in both spoken and written English with exceptional fluency, persuasive articulation, and meticulous precision.

Leveraging established connections with key decision-makers and senior leadership within federal Ministries, Departments, and Agencies (MDS), as well as state governments, is essential for this role.
Skilled in developing and promoting pioneering ideas within governance, technology, or public policy communities.
