To fulfill the designated role, the primary objective involves executing essential duties aligned with the position’s core responsibilities. The Senior M&E Officer (SM&EO) will act as the primary point of contact for all research, MEAL (Monitoring, Evaluation, Accountability, and Learning) initiatives, encompassing data validation, Data Quality Assessments (DA), coordination meetings, capacity-building sessions on data quality, and supportive supervisory visits to enhance the health management information system within the SMC project in the assigned state. In collaboration with the M&E Manager and Digital Health Team (DHT), the SM&EO will oversee the coordination of all Information and Communications Technology for Development (ICT4D) and digitalization efforts to bolster Malaria Consortium’s implemented projects, campaigns, and activities throughout the state. Additionally, the SM&EO will provide assistance to and submit reports to the M&E Manager regarding the monitoring and evaluation of project activities.

Scope of work

The incumbent will collaborate with the project team, reporting directly to the State Project Manager while receiving technical oversight from the M&E Manager and indirect guidance from the Preprogrammed Director to achieve the project’s objectives.

Key working relationships

The incumbent will report directly to the State Coordinator while closely collaborating with state-level entities, local government authorities, community representatives, stakeholders, and partners to execute designated components of the project in alignment with the outlined job responsibilities and expected outcomes.

Key responsibilities are distributed across several critical areas, with specific percentages allocated to each focus area.

Technical contributions encompass 50% of the responsibilities, focusing on designing, developing, and maintaining software solutions to meet project requirements. This role involves collaborating with cross-functional teams to implement technical solutions, troubleshoot issues, and ensure optimal performance of systems. Proficiency in programming languages, frameworks, and tools relevant to the position is essential, along with the ability to write clean, efficient, and scalable code. Additionally, the position requires staying current with emerging technologies and industry best practices to enhance technical capabilities and drive innovation.

Plan and execute Monitoring and Evaluation activities for the Seasonal Malaria Chemo prevention (SMC) program in alignment with the approved work plan, reporting to the Project Manager for guidance and oversight.

Collaborate with the Monitoring & Evaluation (M&E) Manager and Digital Health Team (DHT) to streamline and execute all ICT4D and digitalization initiatives supporting project implementation, campaign execution, and activity rollout across the state.

Act as the primary point of contact for all monitoring and evaluation initiatives associated with the project within the designated state.

To guarantee the consistent and prompt availability of high-quality data, essential for informing programmatic decisions, is imperative.

Oversee the end-to-end data collection and management workflows before, during, and after each round of mass drug administration (MDA) through SMC, ensuring comprehensive sentinel site monitoring. Compile and analyze performance data to produce accurate results and insightful reports, briefings, summaries, and presentations tailored to diverse stakeholders as required.

Coordinate the documentation of PLASMA activities by preparing comprehensive reports and overseeing their proper archiving to facilitate easy access and future reference.

Collaborate with program and project managers to establish comprehensive monitoring frameworks that facilitate both quantitative and qualitative assessment of project performance indicators.

Develop and sustain a premium-grade database for the project, ensuring alignment with established regional standards and requirements.

Develop and enhance work plans, sub agreements, budgets, pipelines, technical reports, and deliverables as part of collaborative efforts.

Consistently track project performance in comparison to established targets and compile regular reports detailing Monitoring and Evaluation (M&E) activities for the PLASMA Project.

Engage in comprehensive project assessments, thorough evaluations, and innovative design processes, with a key focus on crafting detailed survey protocols.

Program Management (10%)

Overseeing and coordinating cross-functional initiatives, ensuring alignment with strategic objectives, and maintaining seamless communication among stakeholders. Facilitating the development and execution of programs by establishing clear timelines, milestones, and deliverables. Identifying and mitigating risks to prevent potential disruptions in program delivery. Monitoring progress through regular evaluations and providing updates to senior leadership on key performance indicators. Collaborating with internal teams and external partners to drive project success and achieve organizational goals.

Provide assistance to Smog staff in facilitating program management operations by ensuring the execution of recommended coordination meetings at both the LGA and state levels.

Collaborate with state and Local Government Area (LGA) Ministry of Health personnel to acquire reports from all health facilities across the state via established, state-specific procedures.

Conduct routine monitoring and oversight visits to health facilities supported by the OF, and facilitate the creation of action plans to address any identified deficiencies.

Facilitate health facilities in addressing every item outlined in the action plans and resolving all outstanding gaps to ensure comprehensive coverage and compliance.

Leverage strategic leadership to ensure effective ICT4D and digitalization initiatives are implemented at the MCU, LGA, health facility, and community levels.

Ensures responsibility for actions and outcomes, contributing 10% to overall performance evaluation through adherence to deadlines, accuracy in work, and ownership of results.

Collaborate with programming staff to involve key populations in monitoring and evaluating program performance, ensuring the integration of participatory methods into M&E systems across Nigeria.

Ensure program staff and partners in Nigeria fully comprehend the fundamental principles and practices of beneficiary accountability.

Develop and execute feedback and response mechanisms to ensure they align with the preferences and needs of community members and beneficiaries.

Ensure beneficiary feedback is thoroughly documented, promptly addressed, rigorously analyzed, and effectively utilized by program teams.

Responsible for overseeing 20% of the role’s focus on Knowledge Management and Learning initiatives, ensuring the systematic collection, storage, and dissemination of organizational knowledge to enhance efficiency and innovation. This includes developing and maintaining learning resources, facilitating training programs, and fostering a culture of continuous improvement through structured knowledge-sharing practices. The position requires strong analytical skills to assess knowledge gaps, implement solutions, and measure the impact of learning initiatives on team performance and organizational goals. Collaboration with cross-functional teams is essential to align knowledge management strategies with business objectives and adapt resources to evolving needs.

Ensure state-level Monitoring & Evaluation (M&E) and program teams consistently evaluate and update M&E plans and tools to align with evolving field conditions, utilizing monitoring data and reflection sessions to inform necessary adjustments.

Facilitate learning-to-action workshops and reflective sessions to methodically evaluate data for strategic program applications at the state level, while also capturing and integrating key lessons into ongoing program design and implementation efforts.

Regularly review and analyze data to provide feedback to states for program enhancement, and to deliver updates to national-level stakeholders, including MC and government representatives.

Program staff will receive assistance with essential activities such as crafting a comprehensive learning agenda, coordinating recurring learning events, facilitating operations research, and ensuring thorough documentation, reflection, and communication of learning initiatives.

Support knowledge management initiatives by collecting, recording, and distributing best practices to project teams, the MC country office, government stakeholders, and technical partners. Work in partnership with Monitoring & Evaluation (M&E) and program staff to create learning briefs, project bulletins, and other dissemination materials.

Promote adoption of the best practices in knowledge management by other project staff and government partners.

Representation (10%):

Collaborate effectively with technical counterparts within the State Ministry of Health and other local stakeholders involved in malaria initiatives throughout Nigeria.

Engage in Monitoring, Evaluation, and research-related events and meetings, such as quarterly Principal Recipient and Sub-recipient review sessions.
