UNICEF Nigeria is seeking to appoint a Senior International Consultant to conduct an in-depth, evidence-driven Gender Equality Programmatic Review (GPR). This review will evaluate the current landscape, identify critical gaps and opportunities, and outline strategic pathways to enhance gender integration within UNICEF Nigeria’s programming and operational frameworks. The findings will serve as a pivotal input for shaping the formulation of the next Country Programme spanning 2028 to 2032.

We will produce several critical outputs throughout the assignment, including a Desk Review Report, a Draft Mission Agenda, a Presentation of Preliminary Findings, a Debrief Slide Deck, a draft GPR Report with a Summary of Agreed Gender Equality Priorities, a final comprehensive GPR Report, and a draft Gender Action Plan. These deliverables will directly inform the Strategic Moment of Reflection scheduled for early September.

Minimum qualifications include a bachelor’s degree in computer science, engineering, or a related field, along with three or more years of experience in software development or a comparable technical role. Familiarity with programming languages such as Java, Python, or C++ is essential, and proficiency in database management and system architecture is highly desirable. Strong problem-solving abilities, excellent communication skills, and the capacity to collaborate effectively within cross-functional teams are also required. Candidates must demonstrate a commitment to continuous learning and adaptability in a fast-paced technological environment.

An advanced university degree—specifically a Master’s—in Gender Equality Studies, International Development, Social Sciences, Public Health, or a closely related discipline is required.

With professional experience in the field, candidates should possess a strong background in roles relevant to the position’s requirements. Prior employment should demonstrate expertise, adaptability, and a proven track record of achieving measurable results. Applicants are expected to highlight significant contributions in previous roles, showcasing leadership, problem-solving, and collaboration skills. Experience in industries or sectors aligned with the position’s focus is highly advantageous.

With a minimum of eight years of robust expertise in gender equality programming or research, candidates should demonstrate a comprehensive understanding of the field.

Demonstrated expertise in providing assistance to country program teams through gender equality and/or social inclusion assessments or reviews is required.

Proven expertise in leveraging gender equality evidence to inform and execute program development and implementation.

Required Qualifications: Proven proficiency in data analysis, statistical modeling, and proficiency with statistical software such as R, Python, or SAS. Strong problem-solving abilities with a focus on delivering actionable insights from complex datasets. Excellent written and verbal communication skills to effectively convey findings to stakeholders at all levels. Experience working in a collaborative team environment, with the ability to manage multiple projects simultaneously under tight deadlines. A minimum of three years of relevant experience in a quantitative or analytical role is preferred. Familiarity with data visualization tools like Tableau or Power BI is a plus.

Proven track record of technical proficiency in gender equality initiatives, whether through program implementation or scholarly research.

Proficient in integrating evidence-based methodologies into program design and execution, ensuring alignment with best practices and data-driven decision-making processes.

Proficiency in conducting assessments related to gender equality and social inclusion is essential. Experience with the methodologies and frameworks used in these evaluations is required. Familiarity with the principles of gender mainstreaming and inclusive development is also a key requirement.

Candidates must demonstrate exceptional proficiency in both written and spoken English, alongside well-developed interpersonal and presentation abilities.

Desirables:

With a solid background in gender equality and/or adolescent girl programming, along with a nuanced grasp of social change dynamics, you bring substantive and programmatic expertise to the role.

Sectoral expertise in child survival and education initiatives is essential for this position.

Individuals should possess practical experience in conducting research or program implementation within Nigeria.

Proficiency in program planning within UNICEF or other United Nations agencies is required.
