The successful candidate will establish and maintain consistent safety management policies and procedures across all of Tear fund’s operational regions, known as clusters, in West Africa, with potential collaboration on cross-regional initiatives alongside the East and Central Africa safety and security manager.

The incumbent will foster a culture of security awareness and preparedness within the team by empowering and motivating all members to actively engage in security analysis and management according to their respective roles. This encompasses identifying potential threats, offering expert guidance to mitigate risks, and ensuring the continuous review and enhancement of safety and security protocols. Additionally, they will provide support in implementing these procedures across country teams and cluster teams, guaranteeing that field safety and security practices are resilient. The role also entails ensuring all staff are fully informed, trained, and compliant with Tear fund’s safety and security management framework, policies, and procedures—tailored to local contexts through comprehensive safety and security plans, protocols, and Standard Operating Procedures (SOPs).

The incumbent will operate within the International Safety and Security Team, deliver and maintain staff training across the region and individual countries, and serve as the primary contact for assistance during critical incidents in any of the countries within the region, with additional global support from the International Safety & Security Manager and team members.

The role reports to the International Safety & Security Manager and maintains a dotted-line management relationship with the WA Regional Program and Operations Lead. This ensures alignment between the position’s objectives and the requirements of both country and cluster teams while adhering to guidance from the technical team. The incumbent collaborates closely with senior leadership in country and cluster offices, as well as those overseeing security management in field locations. They support security decision-making processes by offering analysis and expert advice.

Other essential duties encompass maintaining accurate records of financial transactions, preparing and reviewing financial statements, and ensuring compliance with relevant accounting standards and regulations. Additionally, the role involves collaborating with cross-functional teams to streamline budgeting processes, conducting variance analyses to identify cost-saving opportunities, and providing strategic recommendations to senior management based on financial insights. The position also requires overseeing payroll processing, managing accounts payable and receivable, and implementing internal controls to safeguard company assets. Proficiency in accounting software, strong analytical skills, and meticulous attention to detail are imperative for success in this role.

Collaborate with senior management to shape the country strategy, including the creation of implementation plans, program budgets, safety and security strategies, and other essential risk management processes.

Ensure comprehensive evaluation and oversight of all program activities and locations with regard to staff safety and security risk management, and provide strategic recommendations on procedural improvements and best practices to key decision-makers aimed at minimizing staff risk and exposure.

Provide assistance to all other WA (West Africa) countries in updating their SSPs (Safety and Security Plans). Collaborate with Country Directors to review country-level safety and security plans, ensuring a fully inclusive process that engages a diverse range of team members. Finalize, disseminate, and execute the approved documents through recurring workshops, presentations, and new staff orientation programs.

Support project personnel by aiding in the development and execution of localized safety and security strategies. Lead the review and enhancement of safety and security protocols and procedures across all operational sites to ensure alignment with Tear fund’s global safety and security guidelines, encompassing staff personal safety, office security, accommodation measures, and warehouse safety.

Please draft and finalize revised safety and security policies and procedures for the country programs, ensuring they receive approval from the respective Cluster Lead before being distributed appropriately.

You will champion Tearfund’s leadership role in safety and security networks and cluster meetings, ensuring consistent representation and advocacy. Additionally, you will actively attend all cluster meetings and engage in information-sharing initiatives with NGOs, inter-agency groups, and the UN.

Research and compile comprehensive security assessments by evaluating national and local safety conditions across all Tear fund office and project locations, drawing from diverse sources such as local and international security entities, the NGO Security Cluster, Security Tree, UNDOS, OCHA, and other humanitarian organizations. Employ this analysis to generate and distribute a formal weekly security update.

Support teams by conducting ongoing evaluations of potential threats and preparing detailed reports on security assessments for offices, staff guest houses, field sites, and project areas. Verify and document the thorough completion of all essential safety and security protocols, such as checklists and country security risk ratings, across every project location as well as the country office.

Ensure all incidents receive prompt, real-time assistance tailored to the needs of country and cluster teams, with all subsequent follow-up actions documented and accurately recorded in the incident report form (IF). Additionally, inform the ISS Team Assistant of the appropriate timing to finalize an IF and transition to the database.

Provide guidance to project personnel regarding the development of project budgets, ensuring sufficient allocation for security protocols and training initiatives while facilitating adherence to sector-specific best practices, agreed-upon minimum standards, and organizational policies.

Ensure that all security, health, and safety training requirements are incorporated into both the annual program budget and individual donor budgets.

The International Safety & Security Manager must be notified of the country’s and cluster’s evolving training and budgetary requirements.

Foster a heightened emphasis on safety and security by enhancing awareness and cultivating a robust culture within the team, achieved through targeted skill development initiatives and comprehensive coaching for all staff in pertinent safety and security domains.

To identify and address training requirements, we design and deliver consistent training programs for both international and national staff focused on personal safety, threat response, and safety management (where relevant), in alignment with the corporate training program and strategy. Training sessions cover key areas such as compound safety, security protocols, convoy driving, threat assessments, contingency planning, occupational health and safety, and communication procedures.

Ensure the comprehensive management and execution of all program aspects strictly align with signatory codes of conduct and established best practices.

To drive continuous improvement, conduct learning reviews, incident debriefs, and other evaluations, ensuring insights are clearly understood and shared with field teams, UK-based stakeholders, and other relevant programs. Collaborate with the International Safety and Security Officer or Manager in the UK to ensure key learnings are documented and accessible via internal knowledge management channels.

Develop and maintain constructive professional relationships with key stakeholders in the security sector, such as INTO, local communities, the UN, NGOs, and donor agencies, as applicable. Strengthen Tear fund’s leadership and influence within an extensive network of security contacts and information sources while empowering Country Directors to effectively engage with and maximize the value of these networks.

Attend every inter-agency security meeting, conference, and workshop, ensuring consistent engagement with all relevant stakeholders. Take an active role in incident and information-sharing mechanisms to facilitate seamless collaboration and timely dissemination of critical updates.
