General Objective

The Born Area Health and Nutrition Program Manager will report directly to the Area Coordinator and receive technical oversight from the Medical Coordinator, overseeing the strategic planning, execution, and evaluation of all health and nutrition initiatives within PUB field locations in Born State. This position will offer high-level technical and operational guidance to guarantee the provision of comprehensive, high-quality healthcare services across assigned bases, including Polka, Obama, and Montano.

The Area Health Manager works in partnership with Heads of Bases and the MEAL Manager to supervise health initiatives across the Gas, functioning as the primary technical liaison between on-the-ground health teams, base leadership, and the broader health coordination framework. This role will deliver remote assistance to the three designated sites, supported by Deputy Health Program Managers operating in the field.

Under the guidance of Deputy Health, the program managers will spearhead ongoing capacity-building initiatives for frontline staff. They will serve as the primary point of contact for compiling reports from field sites, evaluating them, and submitting them to the coordination health team. Regular field visits will be conducted by the program managers to provide supportive supervision, identify gaps, and propose solutions to address challenges.

Overseeing a diverse range of duties and activities, the position involves managing key operational functions, ensuring adherence to established protocols, and driving efficient performance across all assigned areas. The role requires meticulous attention to detail, a commitment to meeting deadlines, and the ability to collaborate effectively with cross-functional teams. At the outset of the project, develop and finalize the project action plan, ensuring it is subsequently reviewed at regular intervals in response to monitoring feedback. Additionally, this role entails identifying and securing necessary support from other organizational sectors to facilitate seamless project execution.

Collaborate with the Are Coordinator and the MEAL Department to design and implement the program monitoring tool.

Initiate and execute the planned activities within the specified timeline in alignment with the donor’s stipulated requirements.

Ensure the consistency and uniformity of all activities within their purview, including tracking indicators and results, and establish effective evaluation frameworks.

Conduct periodic field inspections to verify adherence to established best practices and quality standards.

In partnership with the Monitoring, Evaluation, Assessment, and Learning (MEAL) department at the coordination level, ensures the effective implementation of MEAL activities for all assigned initiatives.

The Information Management, Assessment, and Referral System facilitates the organized collection, evaluation, and routing of critical data to ensure seamless service delivery. This system supports professionals in making informed decisions by providing structured frameworks for data analysis and client referrals. It optimizes workflows by streamlining information sharing between stakeholders, thereby enhancing collaboration and efficiency. Additionally, it ensures compliance with regulatory standards while safeguarding data integrity and confidentiality throughout the process.

In partnership with the MEAL Department and other pertinent Program Departments, under the guidance of the Born Area Coordinator and the Medical Coordinator:

To design and implement tools and strategies that facilitate high-quality and efficient data collection, communication, and analysis.

Create tools designed to conduct multi-sector rapid needs assessments, addressing identified or emerging requirements in intervention contexts.

Establish formalized external referral pathways by executing Memorandums of Understanding (Mouse) with pertinent partners.

Develop and oversee the internal and external referral and follow-up database system, playing a key role in its design and overall management.

Ensure all documents, tools, and training materials generated throughout project execution are appropriately archived while maintaining easy access to the verification sources referenced in the proposals.

Capitalization, reporting, and development responsibilities encompass the accurate allocation of financial resources, the preparation and analysis of financial statements, and the continuous enhancement of accounting systems and processes to ensure compliance with regulatory standards and organizational objectives.

Ensure that qualitative reporting, both internally and externally, on all activities under their purview is conducted in accordance with PUB’s internal tools and requirements.

Ensure the PMT (Project Monitoring Tool) is updated and transmitted monthly to track project implementation progress. Following each monthly review of the PMT, provide feedback to the base teams to support their ongoing efforts.

Prepare routine reports on all activities as directed by either the Area Coordinator or the Medical Coordinator.

Compile and prepare qualitative intermediary and final reports for donors, ensuring accuracy and clarity in all deliverables.

Transform project insights into actionable strategies, embedding lessons learned and best practices to enhance overall performance and ensure sustained improvement throughout the initiative.

Contribute to the creation of extensive support documentation for the implementation efforts undertaken by his or her team.

Develop and revise standard operating procedures (SOPs), suggesting meaningful enhancements, while working under the guidance of the Area Coordinator and Technical Coordination team.

Develop vulnerability criteria and assessment methodologies to enhance the precision of PUB’s intervention area activities.

Collaborate with the Area Coordinator and Medical Coordinator to assess and determine health-related requirements.

Engage proactively in the mission’s yearly programming strategy process to drive operational advancements and support its development.

Team Management, Human Resources, and Capacity Building: Overseeing the strategic development and optimization of teams to enhance productivity and collaboration, while managing human resources initiatives to attract, retain, and develop top talent. This role involves designing and implementing training programs to build organizational capabilities, ensuring alignment with business objectives and fostering a culture of continuous improvement and employee engagement.

The incumbent will assess human resource requirements, develop detailed job descriptions for team members, and secure approval from both the Area Coordinator and Administrative Manager. Additionally, they will take a hands-on role in the recruitment process—including conducting interviews and assessments—and contribute to decisions regarding employee contract terminations. Proactively, they will recommend and implement HR improvements within their department, presenting these initiatives to the Area Coordinator and HR Manager for review.

This includes, but is not limited to, the Logical Framework, Narrative, Bill of Quantities (BOQ), and detailed Beneficiary breakdown.

Participate actively in foundational Kick-off and Close-out meetings that are organized by the Field Coordinator.

Serve as the primary liaison for the monthly reporting process within the designated geographical region.

Lead the operational and technical oversight of health and nutrition initiatives throughout Born State, aligning with the localization strategy while facilitating the phased transition of PUB staff and collaborating with Ministry of Health employees who are incentivized to drive program success.

Mandatory Requirements include a Bachelor’s degree in computer science, engineering, or a related field, along with a minimum of 5 years of experience in a relevant position.
