Job Summary:

MSHE Construction Limited is in search of a dynamic and proactive Procurement/Quantity Surveying Officer to strengthen our team. This role entails overseeing and facilitating the company’s procurement functions, with a strong emphasis on ensuring projects are completed on schedule, contracts are managed efficiently, and acquisitions of materials, supplies, and services are both timely and cost-effective.

This position seeks a meticulous professional possessing refined negotiation expertise, adept vendor management capabilities, and a comprehensive grasp of procurement best practices.

Oversee and execute essential duties encompassing project management, team leadership, and strategic planning to ensure organizational objectives are met efficiently and effectively. Collaborate with cross-functional departments to identify opportunities for process improvements and implement innovative solutions that enhance productivity and drive growth. Monitor performance metrics, analyze data trends, and provide actionable insights to senior management to support informed decision-making. Foster a culture of accountability, professional development, and continuous improvement among team members through coaching, mentoring, and constructive feedback. Ensure compliance with industry regulations, company policies, and best practices while maintaining high standards of quality and operational excellence.

Formulate and execute strategic procurement initiatives aligned with the organization’s operational needs and overarching objectives.

Source, assess, and engage with suppliers to negotiate advantageous prices and terms for materials and services.

Oversee the entire procurement lifecycle, from initial requisition through final delivery, encompassing activities such as Requests for Quotation (RFQs), issuance of purchase orders, and negotiation of supplier contracts.

Responsibilities include ensuring the meticulous documentation of all procurement transactions and conducting ongoing evaluations of supplier performance to uphold operational standards.

Work collaboratively with internal stakeholders to identify procurement needs and establish precise specifications.

Ensure adherence to organizational policies, established procedures, and all applicable regulatory standards.

Evaluate potential cost-saving initiatives and devise measures to enhance the effectiveness of procurement processes.

Monitor market trends, industry advancements, and procurement best practices to ensure alignment with current standards and emerging opportunities.

Develop comprehensive cost estimates and budgets for construction projects, incorporating material schedules, equipment specifications, and subcontractor expenses.

Prepare measurements and assessments of construction work completed to facilitate progress payments and final account settlements.

Evaluate and confirm the accuracy of invoices submitted by contractors, subcontractors, and suppliers to ensure compliance with contractual agreements and payment terms.

Engage actively in managing project expenditures, providing precise cost forecasts, and delivering comprehensive reports to the project management team.

Assess potential risks and opportunities associated with construction expenditures and deliver strategic recommendations.

Assist in the compilation of tender documentation, engage in contract negotiations, and manage the preparation of change orders.

Develop and oversee meticulous documentation and records pertaining to project expenditures, ensuring thorough and accurate financial tracking throughout the initiative.

Work collaboratively with the project team to uphold stringent cost management standards, ensuring both accuracy and timeliness throughout the project lifecycle.

Deliver expert guidance and strategic insights to the project team concerning financial considerations and cost optimization strategies.

Ensure adherence to all organizational policies, established procedures, and mandatory safety standards.

A Bachelor’s degree in Computer Science, Information Technology, or a related field is required, along with a minimum of three years of hands-on experience in software development. Proficiency in programming languages such as Python, Java, or C++ is essential, and familiarity with frameworks like Django or Spring is highly desirable. Strong problem-solving abilities and excellent communication skills are also necessary. Candidates must demonstrate a proven track record of delivering high-quality software solutions within tight deadlines.

A bachelor’s degree in quantity surveying, supply chain management, business administration, or a closely related discipline is required.

Renowned experience as a Procurement Officer or an equivalent position in the construction sector is essential.

Demonstrates extensive expertise in procurement operations, strategic sourcing methodologies, and contract administration practices.

Proven expertise in communication, negotiation, and problem resolution, with a demonstrated ability to convey ideas clearly, engage in constructive dialogue, and develop innovative solutions to complex challenges.

Demonstrates advanced competency in Microsoft Office Suite and specialized procurement software platforms.

A certification in procurement or supply chain management would be considered advantageous.

Possesses comprehensive knowledge of construction contracts, applicable regulations, and established industry standards.

Proficiency in construction materials, methodologies, and cost estimation methodologies is required.

Demonstrates the capacity to perform effectively in high-pressure environments while consistently meeting established deadlines.
