Job Summary

Key Functions
Collaborate with business units to formulate comprehensive annual procurement plans that are strategically aligned with organizational priorities.
Identify, evaluate, and cultivate relationships with suppliers and service providers to ensure optimal sourcing outcomes and vendor performance.
Tendering and Bid Management: Oversee transparent tendering procedures, ensuring meticulous bid evaluations and strategic negotiations are conducted.
Ensure strict adherence to established procurement guidelines while proactively identifying and mitigating risks to uphold organizational integrity. Maintain a state of audit readiness through meticulous documentation and process oversight.
Coordinate with the Legal Unit to facilitate the timely awarding of contracts in accordance with mutually agreed and negotiated terms.
Evaluate supplier performance and verify that service delivery aligns with the stipulated contractual obligations to ensure compliance and quality standards are consistently met.
Oversee a comprehensive range of duties encompassing operational, administrative, and strategic functions, ensuring alignment with organizational objectives. Execute tasks with precision, including project management, team coordination, and performance monitoring to drive efficiency and productivity. Collaborate with stakeholders across departments to foster cross-functional alignment and achieve shared goals. Maintain meticulous documentation, compliance with policies, and adherence to deadlines while upholding high standards of quality and accountability. Offer strategic assistance to the Business Unit Head in formulating the company’s procurement strategies and establishing the annual procurement plan.
Assist in executing the Procurement unit’s policies, systems, and procedures to ensure the Company operates efficiently.
Drives the digitization initiatives and oversees e-procurement systems to enhance automation and streamline procurement operations.
Ensure strict adherence to established procurement procedures while fostering awareness of these guidelines and verifying full compliance with them.
Ensures that vendors are sourced in a manner that promotes diversity and inclusion, particularly in support of ESG data collection—such as by monitoring vendor diversity metrics, validating certifications, and assessing environmental practices.
Experts are required to assist requisitioner in developing comprehensive technical specifications for procuring goods and services, as well as defining detailed scopes of work for construction or renovation projects.
Work collaboratively with the requesting unit to examine, create, or revise standard tender documents—such as Invitations to Bids, Requests for Proposals, Expressions of Interest, and Requests for Quotation—tailoring them to the specific requirements and applicable procurement thresholds.
Develop or evaluate and sustain a standardized comparative table template used to assess the financial and technical dimensions of bids, subsequently compiling concise summaries of evaluation outcomes and tendering process reports for submission to and approval by pertinent authorities.
Serves as the primary liaison with the Business Unit Head to develop strategies for negotiating and coordinating every phase of discussions with all relevant stakeholders, including the resolution of contract-related disputes.
Maintain meticulously organized digital procurement records encompassing solicitations, proposals, evaluations, award documentation, formal contracts, and all related correspondence for every procurement activity.
Serve as the central point for identifying and tracking procurement-related risks within applicable risk registers, while offering expert guidance on all pertinent procurement matters.
Collaborate closely with the legal department to conduct thorough reviews of all contractual agreements, ensuring they are free from detrimental liabilities that could adversely affect the company.
Seeking a candidate with a minimum of three years of relevant work experience in the field. The ideal applicant must possess strong organizational skills, exceptional attention to detail, and the ability to manage multiple tasks efficiently. Proficiency in industry-standard software and tools is required, along with excellent written and verbal communication abilities. A bachelor’s degree in a related discipline is preferred. The role demands a proactive approach, problem-solving capabilities, and the capacity to work both independently and collaboratively within a team.
A four-year degree in a relevant field from an accredited university is required.
A minimum of three years of hands-on procurement experience within a public or financial institution is required.
Possesses demonstrated expertise in leveraging e-Procurement systems to efficiently identify and assess potential vendor partnerships.
Seeking a professional with expertise in vendor identification, qualification, and onboarding processes.
Experience in overseeing high-value, multifaceted procurement initiatives spanning infrastructure, healthcare, and IT projects is desirable. Professional certifications such as the CAPS Diploma or equivalent qualifications in public procurement will be particularly advantageous.
Proficient to advanced proficiency in utilizing the MS Office suite, including Excel, Outlook, PowerPoint, and Word.
Demonstrated expertise in leveraging digital procurement platforms to streamline sourcing, purchasing, and supplier management processes effectively.
Proven expertise in negotiation and team leadership, with a strong ability to influence and manage diverse groups effectively.
Demonstrates strong proficiency in both verbal and written communication, with the ability to convey ideas clearly and effectively.
