This term of Reference aim to secure technical assistance that will bolster field assistants in high-burden Local Government Areas, where the extensive network of facilities and SMC personnel necessitates enhanced support to guarantee comprehensive household coverage throughout implementation.

The four Local Government Areas (Gas) in Sokoto State that face the most significant challenges are Gaza, Bamako, Boding, and Sokoto North.

Scope

The LGA Technical Assistant is responsible for overseeing the effective implementation of SMC services at the community level, ensuring adherence to quality standards. This involves facilitating timely distribution of SMC commodities and supplies by HFW supervisors and CDDs, as well as conducting supportive supervision and on-the-job capacity building. Additionally, the role includes meticulous documentation of program activities to track progress and outcomes.

He or she delivers guidance and mentorship to designated personnel, overseeing their compliance with standard SMC administrative procedures.

The incumbent collaborates with the State Ministry of Health and the Local Government Area (LGA) management team, providing regular updates on program advancements while ensuring the high-quality execution of SMC initiatives in priority Gas.

The Teaching Assistant (TA) is responsible for supporting the lead instructor in delivering course content, facilitating discussions, and grading assignments. This role includes preparing teaching materials, leading recitation sessions, and providing one-on-one assistance to students during office hours. Additionally, the TA may assist with proctoring exams, maintaining accurate records of student progress, and collaborating with faculty to enhance instructional strategies. Strong communication skills, subject-matter expertise, and the ability to adapt to diverse learning needs are essential for this position. Prior to teaching or tutoring experience is preferred but not required.

Program implementation, treatment tracking, and management involve overseeing the execution of programs, meticulously monitoring treatment progress, and ensuring effective management of all related activities.

Provide comprehensive oversight for the execution of all SMC initiatives within the designated Local Government Area (LGA), with a strong emphasis on the timely fulfillment of the operational work plan, coordination of strategic planning sessions, management of commodity distributions, and vigilant monitoring to prevent stock shortages. Additionally, lead community engagement efforts, conduct regular supervisory visits, ensure rigorous monitoring and evaluation, and maintain accurate reporting procedures to track progress and outcomes effectively.

Collaborate closely with the LGA Field Officer or Cluster Supervisor to uphold accountability for received commodities and supplies by monitoring consumption levels and validating reconciliation reports.

Support the development of field partners, including Supervisors, HFWs, CDDs/CHWs, Lead Mothers (LMs), and community mobilizers, by providing on-the-job assistance and conducting quality supervision.

Monitor progress against program objectives and execute planned activities promptly to ensure targets are met, while meticulously reviewing reports from Local Government Authorities (Gas) and Health Facility Workers (HFW) for accuracy and completeness before submission.

Ensure that all activities are executed in strict adherence to established protocols by consistently overseeing operations, providing supervision, and delivering on-the-job training to Local Government Authorities (LGA), Health Facility Workers (HFW), and Community Health Workers (CHWs).

Collaborate effectively with Public Health Officers and other stakeholders to conduct home visits and meetings, fostering strong partnerships and ensuring the LGA’s active involvement.

Overseeing reporting activities and ensuring the integrity of data quality form integral aspects of this role. You will be responsible for verifying the accuracy and consistency of data, as well as generating and validating reports to support informed decision-making. Your duties will include monitoring data trends, identifying discrepancies, and implementing corrective measures to maintain high standards of data reliability.

Review all field implementation reports, identify any areas requiring correction, and deliver the final hard copy report to the Program Officer once it has received approval at the Local Government Area (LGA) level.

Provide support to the Monitoring and Evaluation Officer in addressing data quality inquiries and verify that all identified issues are resolved promptly.

Ensure timely submission of End-of-Contract Reports, success stories, trip reports, and other relevant documentation to the Program Officer and Senior Project Manager.

The role involves collaborating across teams and serving as a liaison to represent the organization’s interests in various capacities. This encompasses managing relationships with external stakeholders, attending industry events, and ensuring consistent messaging and branding alignment. The position requires strong interpersonal skills to facilitate smooth communication and maintain a positive organizational image.

Oversee the comprehensive coordination of LGA and HFW supervisors, along with CHWs, throughout training and supervision visits.

Serve as the primary point of contact and collaboration with essential stakeholders and partners—such as the LGA Administrator, State Ministry of Health (MOH), community leaders, and other relevant parties—to facilitate their active engagement, endorsement, and alignment in SMC initiatives, while also addressing and resolving any disputes or conflicts as they arise.

Participate in data validation meetings at the Local Government Area (LGA) level, as well as when instructed by the LGA cluster supervisor or State project manager.

Develop and sustain collaborative relationships with health and nutrition services, prioritizing referral cases, in coordination with State/LGA NAFDAC focal persons.

Perform various administrative tasks and support functions as required to ensure efficient office operations and organizational effectiveness.

Develop individual and team action plans to ensure roles complement each other in achieving established treatment goals.

Monitor and track the usage of supplies to ensure accurate recording and replenishment as needed.

Responsible for strategically managing inventory levels to ensure they adequately support the operational needs across all SMC facilities.

Verify the physical inventory of all SMC commodities provided to all health facilities at the conclusion of each cycle.

Additional responsibilities may be assigned at the discretion of the line manager as needed.

Deliverables

Comprehensive End of Cycle Reports must be generated within two business days following implementation.

Oversee the reverse logistics process for both used and unused SPAN units following each operational cycle.

Conduct thorough follow-ups regarding personnel payment matters to ensure timely and accurate disbursement.

Attend all meetings at the Local Government Area (LGA) level, including planning meetings, Emergency Operations Center (EOC) gatherings, and District Vigilance Meetings (DVM).

Facilitate the transfer of SPAN inventory from the LGA transit facility to high-frequency (HF) distribution channels.

Bachelor’s degree in finance, accounting, or a related field required, along with a minimum of three years of progressive experience in financial analysis, reporting, or auditing. Proficiency in advanced Excel, ERP systems, and financial modeling is essential. Strong analytical skills, attention to detail, and the ability to interpret complex financial data are critical. Excellent communication and stakeholder management capabilities are necessary to collaborate effectively across departments. Experience with regulatory compliance and risk assessment is highly desirable.

A qualified Clinical Officer, Nurse, Social Science graduate, Science graduate, or any other professional with a Public Health-related qualification and a minimum of five years of hands-on experience in SMC implementation is required.

Proficiency in English and fluency in Hausa, Fulani, and/or additional local languages are essential for this role.

Professional experience in managing drug and commodity supplies, monitoring and evaluation (M&E), and logistics is required.

Demonstrates strong interpersonal skills to engage with diverse stakeholders, including LGA staff, HFW representatives, and community leaders.

Proficiency in Survey CTO and the Microsoft Office suite is required.

Proficiency in delivering quality supportive supervision and effectively utilizing data is required.
