CLEAN Foundation is actively searching for a Monitoring, Evaluation, and Learning Officer to support the attainment of project and organizational goals and objectives.

Responsibilities encompass a diverse range of tasks and obligations essential to the role, including the execution of key duties and adherence to established protocols. Incumbent is tasked with delivering outcomes aligned with organizational objectives, ensuring efficiency and effectiveness in all assigned functions. Collaborative engagement with cross-functional teams is required to achieve shared goals, alongside maintaining meticulous attention to detail in daily operations. Additionally, the position demands proactive problem-solving and the ability to prioritize competing demands while upholding professional standards.

Develop and execute monitoring and evaluation frameworks tailored to projects or programs, ensuring comprehensive data collection, analysis, and reporting mechanisms are in place to assess performance and outcomes effectively.

Design and implement indicators and data collection instruments to assess project outcomes and evaluate impact.

Consistently gather, evaluate, and document project data to monitor advancements and support informed decision-making processes.

Conduct on-site evaluations and perform field inspections to oversee project operations and collect pertinent data.

Design and execute research studies, surveys, and evaluations to measure and analyze program effectiveness systematically.

Conduct in-depth examinations of both qualitative and quantitative data to detect emerging trends, discern meaningful patterns, and extract valuable insights.

Research findings must be compiled and delivered to stakeholders in a clear, concise, and accessible format.

Foster an organizational environment that values continuous learning by encouraging knowledge exchange and reflective practices.

Analyze lessons learned and best practices to provide actionable recommendations for enhancing program performance and efficiency.

Leverage insights from feedback and evaluation outcomes to refine and optimize program strategies for improved effectiveness.

Craft and deliver consistent reports to leadership and contributors, detailing project developments and outcomes.

Maintain a detailed, centralized repository of project-related data, documentation, and reports to support ongoing operations and strategic decision-making.

The responsibilities outlined above are not exhaustive, and the incumbent may be tasked with performing additional duties as required by the role.

A bachelor’s degree in a relevant field, such as computer science, engineering, or a related discipline, is necessary to qualify for this role. Candidates should possess at least three years of hands-on experience in the industry, with a proven track record of successfully delivering projects from inception to completion. Strong analytical and problem-solving skills are essential, along with the ability to work well both independently and within interdisciplinary teams. Proficiency in key technical tools and methodologies relevant to the position is also required. Additionally, excellent communication skills, both written and verbal, are crucial for effectively collaborating with stakeholders and conveying complex information clearly.

A relevant academic background, including a Bachelor’s or Master’s degree in fields such as international development, social sciences, statistics, or a closely related discipline, is required.

With a preference for candidates from donor-funded NGOs, this role requires a minimum of five years of full-time professional experience in Monitoring, Evaluation, Accountability, Learning, and Research.

Demonstrated expertise in utilizing computer applications, specifically Microsoft Office Suite, including Excel, Word, and PowerPoint.

Demonstrates strong command and practical experience with Monitoring and Evaluation (M&E) and Management Information Systems (MIS) tools.

Proven proficiency in utilizing quantitative statistical management tools such as SPSS, KOBE, OK, and EXCEL to effectively analyze and interpret data.

Professional experience in monitoring and evaluation, research methodologies, and data analysis is required, ideally gained in a comparable position or within the development sector.

Expertise in monitoring and evaluation tools and methodologies is essential.

Exceptional aptitude for analysis and problem resolution is essential for this role.

You possess exceptional abilities in both verbal communication and the preparation of comprehensive reports.
