UNICEF Nigeria is recruiting a Senior International Consultant to conduct an in-depth, evidence-driven Gender Equality Programmatic Review (GPR). This assessment will evaluate current progress, identify critical gaps and emerging opportunities, and propose strategic pathways to enhance gender integration across all UNICEF Nigeria programming and operational activities. The review’s conclusions will directly shape the formulation of the upcoming Country Program spanning 2028 to 2032.

Key outputs encompass a Desk Review Report, a preliminary Mission Agenda, a Presentation of Preliminary Findings, a Debrief Slide Deck, a draft Gender-Responsive Planning (GPR) Report with a Summary of Agreed Gender Equality Priorities, a finalized GPR Report, and a draft Gender Action Plan, all of which will guide the Strategic Moment of Reflection scheduled for early September.

Minimum qualifications include a bachelor’s degree in a related field or equivalent professional experience, proficiency in relevant software or tools, and at least three years of hands-on experience in the specified domain. Candidates must demonstrate strong analytical skills, attention to detail, and the ability to work both independently and collaboratively in a fast-paced environment. Additional requirements may include certifications, specialized training, or fluency in a second language, depending on the role’s specific demands.

An advanced university degree, specifically a Master’s, in Gender Equality Studies, International Development, Social Sciences, Public Health, or an equivalent discipline is required.

Skilled candidates must possess a minimum of three years of relevant work experience in a comparable role or industry, demonstrating a proven track record of success. Prior involvement in project management, stakeholder coordination, or process optimization is highly valued. Experience with industry-specific tools, software, or methodologies will be considered an advantage. Additionally, familiarity with compliance standards, regulatory requirements, or best practices pertinent to the position is preferred. Candidates should be able to articulate how their background aligns with the demands of this role.

With a minimum of eight years of proven technical expertise in gender equality programming or research, the ideal candidate will bring extensive experience to the position.

Demonstrated expertise in assisting national program teams with gender equality and/or social inclusion assessments or reviews is required.

Proven expertise in applying gender equality research and frameworks to inform the design and execution of impactful programs is essential.

Proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint, with a strong ability to create, edit, and format documents, spreadsheets, and presentations. Experience with project management software, such as Asana or Trello, to organize tasks and collaborate with team members effectively. Familiarity with data analysis tools like SQL or Tableau for interpreting complex datasets and generating actionable insights. Excellent communication skills, both written and verbal, to convey ideas clearly and professionally. Strong problem-solving abilities to identify issues, analyze root causes, and develop practical solutions. Capable of managing multiple priorities in a fast-paced environment while maintaining attention to detail and accuracy.

Proven proficiency in gender equality programming or research is essential, with a demonstrated ability to apply technical skills in these areas.

Demonstrates proficiency in utilizing evidence-based methodologies to inform and execute program design and implementation.

Proficiency in conducting assessments related to gender equality and social inclusion is required.

Excellent written and spoken proficiency in English is required, along with outstanding interpersonal abilities and strong presentation skills.

Desirables:

With a strong background in gender equality and adolescent girl programming, as well as a solid grasp of social change dynamics, you bring substantive and programmatic expertise to the role.

Individuals with demonstrated expertise in child survival and education sectors are encouraged to apply. Familiarity with initiatives aimed at improving child health outcomes and access to quality learning opportunities is required.

Gained experience conducting research or program work in Nigeria.

Proficiency in program planning within UNICEF or other United Nations agencies is required.
