Job Description

Develop and implement strategic approaches for operational communications while ensuring accurate and comprehensive documentation of events and experiences.

This position is responsible for developing and implementing communications strategies within the country, reporting to the Heads of Mission and coordinating with Communications Advisors (CA’s) or the Field Communications Coordinator—where applicable—to ensure responsiveness to operational demands, emergencies, and crisis situations while maintaining effective prioritization.

Monitors developing events in MSF project locations that may necessitate official public statements or communications from the organization.

Strives to bring attention to overlooked humanitarian emergencies and neglected global challenges.

Identifies key challenges across Médecins sans frontières (MSF) operations that impact communications, providing strategic advice on messaging and public positioning while collaborating and coordinating with humanitarian affairs managers as necessary.

Collaborates with Communications Advisors (CA’s) or the Field Communications Coordinator, as applicable, to develop and/or update the Country Communications Framework (CCF), which serves as a comprehensive overview of all operational communications priorities within the country.

Formulates comprehensive crisis communication management protocols tailored to the country’s specific needs.

During crises, promptly provides journalists, the MSF communications network, and the public with strategic guidance and relevant content, adhering to the MSF Emergency Communications Framework and the Emergency Fundraising Policy as required.

Designs, implements, and leads dissemination and engagement strategies, ensuring their effectiveness and alignment with organizational goals.

Oversees all media management activities nationwide, encompassing national and international outlets, traditional and digital platforms, influencers, and citizen media. Shares or delegates responsibilities, as needed, with local communications staff—such as handling media relations, crafting content pitches, organizing media events, or facilitating visits to MSF projects—based on the team’s composition.

Works closely with Médecins sans frontières digital teams—whether local, regional, or global—to develop and execute strategic dissemination and engagement initiatives across MSF’s social media platforms.

Assesses the media and communication training requirements of operational personnel and arranges for the delivery of such training.

Ensures strict adherence to MSF’s communications ethical guidelines in all materials developed or collected firsthand, covering areas such as consent protocols, diversity, equity, and inclusion (DEI) principles, and other pertinent communications standards.

Maintains detailed documentation of all communications produced within the country to strengthen institutional knowledge and continuity.

In the event the Field Communications Coordinator is unavailable, the FCM serves as the central liaison for country-level heads of mission regarding public communications. The FCM collaborates with Heads of Mission, field coordinators, medical coordinators, humanitarian affairs personnel, and other key operational partners to assess requirements, provide strategic guidance on messaging, and facilitate communication support requests.

Establishes systematic reporting frameworks to document and track planned activities and their outcomes.

Field communications staff must ensure seamless collaboration with other local field communications teams by sharing updates on activities and coordinating shared resources, such as digital platforms and press management tools.

Global communications network for Médecins sans frontières (MSF), facilitating coordination across international teams to ensure timely and accurate information dissemination. Responsible for managing communication channels, maintaining updated contact databases, and fostering collaboration among field offices, headquarters, and external partners. Requires proficiency in multiple languages, cross-cultural communication skills, and the ability to operate under high-pressure scenarios while adhering to strict confidentiality protocols.

Offers direct insights and strategic direction to the MSF communications network regarding operational and humanitarian developments, recommending key communications opportunities and messaging approaches.
