General Objective / Summary

As the principal supervisor of primary health care (PHC), you will report directly to the deputy or health nutrition program manager, overseeing clinical patient care within integrated health and nutrition service delivery.

This position involves collaborating with diverse healthcare teams—such as nursing professionals, midwives, Stabilization Center (SC) physicians, and administrative support staff—to ensure the provision of exceptional patient care.

The PHC Supervisor plays a pivotal role in maintaining alignment with PUB, national, and international clinical protocols, thereby guaranteeing consistent care delivery, health promotion initiatives, and effective disease prevention strategies for designated populations.

The supervisor also ensures the seamless functioning of daily facility operations, offers clinical guidance, and oversees medical and nutritional supply chains to avert potential shortages.

Monitor and supervise assigned tasks and operations to ensure adherence to established standards and protocols. Oversee workflows, workflow efficiency, and team performance to identify potential challenges and implement corrective measures as needed. Maintain clear communication with relevant stakeholders to facilitate seamless coordination and address any operational concerns.

Oversee the systematic arrangement and operational readiness of the health facility’s primary building and all associated service delivery areas—including consultation rooms, triage stations, wound dressing areas (as determined by available space), labor and delivery suites, pre- and post-labor recovery zones, the EPI section, laboratory, pharmacy storage and dispensing units, OTP/TSFP spaces, SC services, medical and general waste management facilities, energy sources, water availability, boundary walls, doors and windows, electronic equipment, and the designated referral transport (ambulance or other vehicles).

Oversee the maintenance of adequate stock levels and appropriate storage conditions for pharmaceuticals, medical supplies, sexual and reproductive health (SRH) commodities—including contraceptives, delivery kits, PEP kits, and emergency reproductive health kits—as well as nutritional supplies, medical equipment, printed health and nutrition stationery, general office supplies, personal protective equipment (PPE), housekeeping materials, furniture, information, education, and communication (IEC) materials, job aids, complaint and feedback boxes, and generator fuel (where applicable).

The incumbent is responsible for organizing duty rosters for health, nutrition, and SRH service providers; dispensing medications in strict adherence to Ministry of Health protocols; enforcing infection prevention and control (IPC) measures; upholding hygiene standards; overseeing the handling and disposal of general and medical waste; and coordinating the procurement of medical and SRH supplies with assistance from relevant staff.

Oversee the execution and progress of all sexual and reproductive health (SRH) initiatives, encompassing antenatal care (ANC), postnatal care (PNC), family planning, safe delivery services, post-abortion care, clinical management of rape (CMR), sexually transmitted infection (STI) treatment, referral coordination, immunization programs, and laboratory diagnostics.

Ensure the consistent availability and high quality of Basic Emergency Obstetric and Newborn Care (Beyond) services while facilitating prompt referrals for complications necessitating advanced-level care.

Provide assistance to health and nutrition personnel regarding case management procedures, excluding the specialized technical responsibilities of medical doctors in stabilization centers, and ensure adherence to Sexual and Reproductive Health (SRH) case management protocols.

Provide support to nursing and midwifery staff as required during consultations and labor/delivery services, particularly during periods of high demand.

Conduct monthly assessments to evaluate the quality of consultations, encompassing sexual and reproductive health (SRH) services, provided by health and nutrition staff—excluding medical doctors in SC—following the directives issued by the Deputy/Health Project/Program Manager.

Ensure Protection from Sexual and Gender-Based Violence (SGBV) survivors receive services in strict accordance with established protection protocols, which mandate the delivery of Clinical Management of Rape (CMR) services within a 72-hour window, access to psychosocial support referrals, and the safeguarding of all personal information in full compliance with policy guidelines.

Ensure meticulous monitoring of newborns until their discharge and promptly arrange referrals for both pregnant women and newborns to receive vaccinations through the Expanded Program on Immunization (EPI).

Educate expectant mothers seeking antenatal care on the importance of birth preparedness and complication readiness (BPCR) to ensure proactive health planning and timely responses to potential risks.

Deliver technical assistance to health and nutrition personnel regarding the diagnosis and treatment of cases, including complications related to sexual and reproductive health (SRH) when necessary.

Provide support to health and nutrition personnel in overseeing referral cases, with a particular focus on obstetric and neonatal emergencies.

Adhere rigorously to IMAM protocols during both the admission and discharge processes within OTP/SFP settings to maintain compliance and quality of care.

Ensure patient data is accurately documented by nutrition teams on cards during each visit.

Ensure health and sexual and reproductive health (SRH) education sessions are delivered in strict adherence to established protocols, covering essential topics such as family planning, maternal nutrition, breastfeeding promotion, STI prevention strategies, and adolescent reproductive health initiatives.

Working collaboratively with the Nutrition Officer, develop and oversee training programs for community volunteers, focusing on sexual and reproductive health awareness as well as community engagement initiatives.

Ensure, via the OTP Nurse, that beneficiary defaulter tracing and follow-up mechanisms are accurately documented and maintained.

Provide assistance to the SC in delivering two to three meals daily, as mutually agreed upon, for patients and one accompanying caretaker throughout their stay.

Oversee adherence to medical and sexual and reproductive health protocols, ensuring the rational use of medications and the correct administration of treatments in alignment with national and international guidelines.

Oversee the seamless collaboration and integration of services across Health/Nutrition, Sexual and Reproductive Health (SRH), Water, Sanitation, and Hygiene (WASH), Food Security, and Protection/Psychosocial Support (PSS) departments.

Establish and maintain robust referral systems while ensuring seamless follow-up of beneficiaries across PUB project sites and partner health facilities for Health, Nutrition, and Sexual and Reproductive Health (SRH) referrals.

Ensure that all HR documents, including attendance sheets and leave requests, are accurately communicated to the HR Manager in a timely manner, with validation from the Deputy or Health Project/Program Manager.

Ensure all documents, tools, and training materials are properly archived within the project’s scope while maintaining accessible verification sources in accordance with approved proposals.

Oversee thorough coordination with logistics teams to manage vehicle requirements and all operational logistics aspects of the project, including delivery, distribution, onsite storage, and passive security measures for the health facility.

Demonstrates proficiency in leading, motivating, and guiding team members to achieve organizational objectives through effective delegation and supervision. Responsible for fostering a collaborative work environment, resolving conflicts, and ensuring alignment with company goals. Requires strong interpersonal skills, the ability to mentor staff, and expertise in performance management to drive productivity and engagement.

Collaborate with the Facility Manager and Project Manager to develop and oversee a monthly schedule for OLD, SRH (including ANC, PNC, Family Planning, SGBV services, and delivery services), and OTP/SC teams, ensuring consistent follow-up and execution.

Oversee the organization of staff duty schedules, annual leave allocations, attendance tracking, and performance reviews, encompassing SRH personnel in collaboration with the line manager.

Ensure strict adherence to Premiere Urgency Internationale’s established rules and promptly escalate any observed violations to the line manager for immediate action.

Collaborate with the Project Manager and Human Resources department to recruit health, nutrition, and sexual and reproductive health (SRH) staff as needed.

Maintain compliance with established security protocols in the field while sustaining consistent communication with the designated security focal point.

Convene periodic collaborative sessions with the Health, Nutrition, and Sexual and Reproductive Health (SRH) teams to review progress, address obstacles, and identify service delivery gaps, with particular focus on SRH indicators and case follow-up procedures.

All patients, including SRH clients, must be treated with equity, respect, dignity, and strict confidentiality, in full adherence to the Premiere Urgency Internationale Charter.

Collaborate closely with the Deputy/Program/Project Manager, ensuring all activities, findings, and requirements are communicated—such as SRH service performance metrics, identified gaps, and priority cases (e.g., obstetric emergencies, SGBV incidents).

Ensure seamless collaboration between the Ministry of Health (MOH) and PUB via the facility manager and other MOH personnel stationed at the facility, thereby fostering the integration and alignment of SRH services with national health protocols.

Gathers and compiles medical data while generating comprehensive reports to ensure accuracy and compliance with regulatory standards.

Verify that all medical prescriptions include legible writing, the date of issue, and the authorized signature.

Verify the accuracy of digital data inputs within Comm care for each clinician and confirm that submissions are completed promptly.

Ensure nutrition officers promptly input and upload nutrition data into the Nutrition Information System (IS) as scheduled.

Ensure the daily input and upload of PIS data across all departments is verified.

Prepare and submit the WARS weekly reports in accordance with established guidelines, ensuring that both the line listing and reporting documents are accurately compiled and promptly shared with the Disease Surveillance and Notification Officer (DSO) in adherence to WARS protocols and case definitions.

Always adhere to PUB security protocols without exception. Immediately notify the designated personnel of any security breaches observed on the premises.

Regularly monitor and assess security conditions at both office and clinic locations, promptly communicating any observations or concerns to the program manager for review and action.

Respond promptly to any urgent situations as they arise.

Mandatory Requirements include a Bachelor’s degree in a relevant field or an equivalent combination of education and experience. Candidates must demonstrate at least five years of progressive experience in a related role, with proficiency in key industry tools and software. A practicing doctor must hold a valid, active medical license, while a nurse is required to possess both a registered nursing license (RN) and a midwifery license (RM).
