UNICEF Nigeria is seeking a Senior International Consultant to conduct an in-depth, evidence-driven Gender Equality Programmatic Review (GPR). This review will evaluate current progress, identify critical gaps and opportunities, and outline strategic pathways to enhance gender integration across all UNICEF Nigeria programming and operational activities. The findings will serve as a key input for shaping the next Country Program (2028–2032).
Key deliverables encompass a comprehensive Desk Review Report, a Draft Mission Agenda, and a Presentation of Preliminary Findings, along with a Debrief Slide Deck. Additionally, a draft Gender Policy and Practice (GPR) Report outlining agreed-upon Gender Equality Priorities will be prepared, followed by a full GPR Report and a draft Gender Action Plan. These outputs will serve as foundational inputs for the Strategic Moment of Reflection scheduled for early September.
Minimum of a bachelor’s degree in a relevant field is required, along with three to five years of professional experience in a similar role. Proficiency in industry-standard software and tools is essential, as is strong organizational and communication skills. The ability to work independently, manage multiple priorities, and meet deadlines under pressure is also necessary. Familiarity with regulatory standards and compliance requirements relevant to the position is mandatory.
An advanced university degree, specifically a Master’s, in Gender Equality Studies, International Development, Social Sciences, Public Health, or a closely related discipline is required.
Experienced candidates with a minimum of three years in a related field are preferred. A proven track record in project management, team leadership, or client relations is highly advantageous. Prior involvement in [specific industry, if applicable] and familiarity with [relevant software/tools] are considered beneficial. Internships or entry-level roles in a comparable environment may also be acceptable, provided they demonstrate applicable skills and professional growth. Exceptional organizational and communication abilities are essential for success in this position.
Minimum of eight years of specialized expertise in gender equality initiatives, programming, or research is required.
Demonstrated expertise in assisting country program teams with conducting gender equality and/or social inclusion assessments or reviews.
Duties include applying established research on gender equality to design and execute strategic initiatives effectively.
Proficient in project management tools such as Microsoft Project or Trello. Strong analytical and problem-solving abilities with a keen eye for detail. Excellent communication and interpersonal skills to collaborate effectively with cross-functional teams. Capable of managing multiple priorities and meeting tight deadlines in a fast-paced environment.
Requires substantial technical proficiency in the design, implementation, or evaluation of gender equality programs or research initiatives.
Proficient in employing evidence-based methodologies for the development and execution of programs is required.
Possesses a comprehensive understanding of methodologies for assessing gender equality and social inclusion, including relevant frameworks and tools.
Excellent written and verbal proficiency in English is required, alongside polished interpersonal abilities and the capacity to deliver compelling presentations.

With a solid background in gender equality and/or initiatives focused on adolescent girls, along with a strong grasp of social change dynamics, the ideal candidate will bring substantive and programmatic expertise to the role.
We seek candidates with a demonstrated background in child survival and education sector initiatives. Familiarity with programs and strategies focused on improving child health outcomes and educational access is essential.
Individuals should possess experience in conducting research or managing programs within Nigeria.
Proficiency in program planning within UNICEF or another United Nations agency is required.
