ACF Nigeria is actively seeking a qualified Hygiene Officer to oversee the effective execution of public health promotion initiatives and the distribution of Non-Food Items under the WASH project.

Position Details

Reporting directly to the WASH Program Manager, the incumbent will be responsible for overseeing all WASH-related activities within the designated project area. This role involves ensuring the effective implementation of water, sanitation, and hygiene initiatives, while maintaining alignment with organizational policies and donor requirements. The position requires close collaboration with field teams, local stakeholders, and community partners to monitor progress, address challenges, and deliver high-quality outcomes. Additionally, the incumbent will be expected to contribute to strategic planning, reporting, and compliance to uphold accountability and transparency in all operations.

Guru, in Lobe State, serves as the designated workplace for this position.

Oversee and execute a comprehensive range of duties encompassing strategic planning, operational oversight, and team leadership, with a focus on achieving organizational objectives. Collaborate closely with cross-functional teams to align projects with company goals, ensuring seamless integration of processes and resources. Monitor performance metrics to identify opportunities for improvement, implementing corrective actions as necessary to enhance efficiency and productivity. Serve as a primary point of contact for stakeholders, maintaining open communication channels to address concerns and facilitate decision-making. Additionally, lead initiatives to foster innovation, drive continuous improvement, and uphold compliance with industry standards and regulatory requirements.

To oversee public health promotion initiatives and the distribution of non-food items, ensuring alignment with ACF’s local strategy and international guidelines.

Conduct a collaborative multi-sectoral rapid needs assessment, perform in-depth analysis of the findings, and develop a targeted hygiene promotion strategy based on those results.

Implement the WISH EM methodology while systematically gathering pertinent data to inform tailored hygiene promotion initiatives.

Our role involves advancing the adoption of the Baby-Wash methodology while systematically gathering essential data to enhance context-specific hygiene promotion interventions for Baby-Wash.

In collaboration with the WASH Program Manager, the incumbent will evaluate and modify hygiene promotion training and IEC materials to ensure they align with the specific local context—developed into a comprehensive communication plan—and are tailored to the needs of the target training groups.

Verify that all monitoring systems adhere to the established monitoring framework.

Regularly evaluating emergency requirements upon request, with particular emphasis on the wider implications for public health.

Plan the selection and registration of beneficiaries, and oversee the distribution of non-food item (NFL) kits in collaboration with the Field Assistant team.

Collaborate effectively with the MEAL team to facilitate comprehensive post-distribution monitoring (PDM) of all distributed non-food items (NFS).

Guarantee that all tasks adhere to the minimum benchmarks outlined in the SPHERE standards.

Provide support to the WISH Program Manager in community mobilization efforts as needed, and contribute actively when required.

Deliver all technical projects in strict adherence to the specific needs and preferences of diverse target audiences while guaranteeing compliance with public health safety standards.

Objective 2: Enhance the skills and competencies of staff and partners through targeted training and capacity-building initiatives.

Ensure complete awareness among PHP team members—including both volunteers and staff—as well as partners regarding the hygiene promotion strategy, and guarantee that all activities align with the strategy’s outlined initiatives.

Develop instructional materials covering pertinent technical subjects and deliver training sessions for internal employees as well as external partners.

Supports the WASH Program Manager by collaborating on the creation and refinement of technical guidelines and tools to enhance program effectiveness.

Conduct thorough evaluations to identify opportunities for enhancement and systematically document key insights and lessons from completed initiatives to inform and improve subsequent actions.

Objective 3 entails collaborating with internal teams and local stakeholders to facilitate seamless project execution.

Collaborating effectively with the WASH Program Manager during the planning, design, and execution phases of WASH public health promotion initiatives.

Serving as the organization’s representative at local-level meetings focused on WASH initiatives and technical working groups dedicated to public health promotion and NFL distribution, as directed by your line manager.

Collaborate effectively with the Nutrition and Health team to integrate initiatives aimed at enhancing service delivery for the target population.

Objective 4: Provide leadership and direction to entrusted team members, ensuring efficient operations and adherence to organizational standards.

Assisting with the recruitment of staff in accordance with the approved organigram structure.

You will oversee the day-to-day operations of your direct reports, ensuring efficient team performance and productivity while maintaining clear communication and accountability.

You will establish performance objectives for your direct reports, conduct performance evaluations in alignment with ACTION AGAINST HUNGER’s performance management policies, and determine areas where additional support or capacity-building interventions are necessary.

Facilitate seamless collaboration and alignment with colleagues across other WASH technical teams to ensure cohesive project execution and shared objectives.

The ideal candidate must meet the following qualifications: a minimum of five years of relevant professional experience, a bachelor’s degree in a related field, and proficiency in industry-specific software tools. Strong analytical, problem-solving, and communication skills are essential, along with the ability to work independently and collaboratively in a fast-paced environment. Additionally, the role requires adherence to strict deadlines, meticulous attention to detail, and a commitment to maintaining high standards of accuracy and efficiency. Experience in project management or leadership roles is highly desirable.

A bachelor’s degree in public and environmental health, hygiene, or a closely related field is required.

Willingness to travel to any location throughout Northern Nigeria is required.

Demonstrated expertise in leading hygiene promotion initiatives is required.

Capable of adjusting readily to changing circumstances and evolving needs, demonstrating both adaptability and flexibility in dynamic environments.

Seeking candidates with two to three years of hands-on experience in a related field.

Proficient in utilizing Microsoft Office Suite applications, including Outlook, Excel, PowerPoint, and Word.

Capable of residing and frequently traveling to remote locations, even where essential services are scarce, with full willingness and readiness to adapt to such conditions.

Proficient command of both English and Hausa is essential for this role.

Professional Rewrite:
Prior experience in an emergency program, particularly in Risk Reduction Management (RRM), would be beneficial.
