Job Summary

The University Librarian oversees the strategic management, expansion, and operational administration of the University Library, ensuring alignment with the institution’s vision and mission.

Oversee a range of critical tasks ensuring operational excellence, including managing financial budgets, conducting in-depth market research, and leading cross-functional teams to achieve strategic objectives. Collaborate with senior leadership to align departmental goals with broader organizational priorities, fostering innovation and continuous improvement. Develop and implement policies and procedures to enhance efficiency, compliance, and risk management. Monitor key performance indicators, analyze trends, and present actionable insights to drive data-informed decision-making. Serve as a liaison between departments to streamline communication, resolve conflicts, and promote a cohesive work environment. Additionally, spearhead initiatives to improve employee engagement, professional development, and workplace culture. Ensure adherence to legal and regulatory requirements, maintaining a strong commitment to ethical standards and corporate governance.

The University Librarian will be responsible for overseeing the strategic direction, operational management, and academic leadership of the university library. This role requires extensive experience in library administration, a deep understanding of evolving information technologies, and a commitment to advancing research and learning initiatives. Key responsibilities include managing library staff, optimizing resource allocation, fostering collaborations with academic departments, and ensuring the provision of high-quality services to students, faculty, and researchers. The ideal candidate will possess strong leadership skills, a visionary approach to library services, and a proven track record in implementing innovative solutions to enhance accessibility and engagement. Additionally, the University Librarian will play a pivotal role in shaping the library’s role as a central hub for intellectual exploration and community enrichment.

Strategically lead the planning, development, and management of library and information services to ensure their alignment with organizational goals and objectives.

Facilitate the advancement of teaching and research by efficiently acquiring, structuring, and distributing essential information resources.

Oversee library operations by effectively managing staff, budgetary allocations, and facility maintenance to ensure optimal functionality and service delivery.

Provide leadership and strategic direction for digital, electronic, and ICT-based library solutions, ensuring seamless integration and optimal functionality.

Promote and maintain adherence to the ethical standards aligned with the University’s vision and mission.

Executes additional responsibilities as designated by the Vice-Chancellor and the Council.

Requirements

A suitable candidate must have:

A minimum of an upper second-class honors degree, coupled with a Master’s degree in Library and Information Science or a closely aligned field from an accredited university, is required—with a PhD considered a distinct advantage.

Possess valid certification and registration with the Librarians’ Registration Council of Nigeria (LRCN).

Seeking candidates with 10 to 15 years of relevant professional experience, ideally within an academic library setting.

Demonstrate a consistent track record of publishing extensively in high-impact, peer-reviewed academic journals of recognized excellence.

Proficiency in contemporary library technologies, digital repositories, and information management systems is essential.

Holding a position at or above the level of University Deputy Librarian—or its equivalent within a university or comparable institution—is required.

Exhibit unwavering integrity and a robust moral compass while wholeheartedly aligning with the University’s vision and mission.

Accumulating tenure necessitates sustained excellence in scholarly, creative, or professional contributions, as well as a demonstrated commitment to service and mentorship. Candidates must exhibit a distinguished record of impactful research, teaching effectiveness, and institutional engagement over an extended period. The evaluation process involves rigorous peer review, assessing both the quantity and quality of achievements while considering broader contributions to the field and the academic community.

The position is designated for a five-year term, with the possibility of renewal, contingent upon compliance with the University Law, its Statutes, and the prevailing Conditions of Service.
