OBJECTIVE OF THE POSITION

The MEAL Officer will facilitate the implementation of monitoring, evaluation, accountability, and learning initiatives under the EU-funded SUSAN Project in Webb State, ensuring rigorous data collection, analysis, and reporting maintaining high standards. This position will enhance evidence-based decision-making processes and assist the Consortium Manager in coordinating with government ministries, NGOs, private sector stakeholders, and research institutions engaged in the project.

Oversee and manage the full spectrum of daily operations to ensure seamless workflow efficiency and adherence to company standards. Develop and implement strategic initiatives to drive productivity, innovation, and continuous improvement across all departments. Collaborate closely with cross-functional teams to align goals, resolve challenges, and foster a culture of accountability and excellence. Monitor key performance indicators (KPIs) to track progress, identify areas for enhancement, and implement corrective actions as needed. Ensure compliance with regulatory requirements, industry best practices, and internal policies at all times. Provide leadership and mentorship to staff, empowering them to achieve professional growth and contribute to organizational success. Serve as a primary liaison between senior management and employees, facilitating transparent communication and alignment on strategic objectives. Stay abreast of emerging industry trends, technological advancements, and competitive developments to inform decision-making and maintain a competitive edge.

ELSA Systems Management & Program Support oversees the administration and operational efficiency of systems and programs, ensuring alignment with strategic objectives. This entails maintaining system integrity, resolving technical issues, and coordinating with cross-functional teams to optimize performance. The role demands expertise in systems management, a keen understanding of program support, and a commitment to continuous improvement. Additionally, it involves monitoring system health, implementing updates, and providing timely solutions to mitigate potential disruptions. Support the development and strengthening of the participatory MELSA system within the EU-SOSAN Project, ensuring it incorporates MELSA principles and aligns with both international and Oxfam programme standards.

Support the prompt deployment of monitoring frameworks and tools, ensuring the availability of consistent, high-quality data regarding project performance and impact.

Oversee designated ELSA (Monitoring, Evaluation, Learning, and Strategic Adjustment) processes, methodologies, and tools, specifically focusing on indicator tracking within project management information systems (MIS) and the generation of reports.

Support the review of ELSA data quality, reports, evaluations, baselines, and surveys while actively contributing to enhancements in data quality and field reporting.

Engage actively in program and project planning activities, with a focus on crafting logical frameworks and ELSA plans, while maintaining strict compliance with Oxfam’s program quality standards.

Facilitate the organization and coordination of program and project learning review meetings.

Deliver expert technical and specialized guidance to the EDESSAN Project team, both autonomously and upon request.

Contribute to the implementation of outcome harvesting methodologies in order to monitor the impacts resulting from interventions under the EDESSAN Project.

Collaborate with ICT4D consultants to ensure the project management information system (MIS) is consistently updated.

Capacity development initiatives for partner organizations and Oxfam personnel entail designing and executing tailored training programs, mentorship schemes, and resource provision to enhance skill sets, operational efficiency, and strategic impact. These efforts focus on strengthening institutional capabilities, fostering leadership development, and cultivating sustainable practices to drive long-term organizational growth and mission alignment.

Assist EDESSAN Project teams in developing effective knowledge creation, sharing, and learning cycles, which involves drafting case studies, delivering presentations on critical findings, and organizing educational workshops to foster collective growth.

Facilitate the professional growth of Oxfam staff and implementing partners by strengthening their competencies in planning, monitoring, evaluation, and learning.

The role involves organizing and leading ELSA learning events and processes to foster a robust, continuous learning network throughout the EDESSAN Project.

The ideal candidate will have a proven track record in partnership development, strong interpersonal skills, and the ability to analyze market trends to identify new opportunities. ESSENTIAL

Education: A bachelor’s degree in a relevant discipline, such as engineering, computer science, or mathematics, is essential for this role. Candidates must possess a minimum of three years of hands-on experience in a related field. Familiarity with industry-specific software or tools, along with strong problem-solving abilities, is required. Excellent communication skills are necessary to collaborate effectively within cross-functional teams. Additionally, the ability to analyze complex data and derive actionable insights is critical for success in this position.

A Bachelor’s Degree or equivalent in Statistics, Economics, Business Administration, or a related field is required.
