The objective of these Terms of Reference (Tor) is to procure technical assistance (TA) support, which will provide assistance to field assistants in high-burden Local Government Areas (Gas). This support is essential due to the extensive number of facilities and SMC personnel required to ensure adequate household coverage during implementation.

The four local government areas (Gas) of Sokoto state facing the highest burden are Gaza, Bamako, Boding, and Sokoto North.

Scope

The LGA Technical Assistant is responsible for overseeing the effective implementation of SMC services at the community level by HFW supervisors and CDDs, ensuring the timely provision of commodities and supplies. This includes delivering supportive supervision, conducting on-the-job capacity-building activities, and maintaining accurate documentation of program activities.

She ensures adherence to SMC administration protocols by delivering supportive supervision and training to the identified stakeholders.

The incumbent collaborates with the State Ministry of Health and the Local Government Area (LGA) management team, providing regular updates on program advancements and ensuring the seamless execution of high-quality Seasonal Malaria Chemo prevention (SMC) initiatives in high-burden Gas.

The Teaching Assistant (TA) will engage in a variety of instructional support tasks, including leading discussion sections, facilitating group activities, and providing one-on-one assistance to students during office hours. Additionally, the TA will be responsible for grading assignments, providing constructive feedback to reinforce learning, and collaborating with the lead instructor to develop and refine course materials. The role may also involve preparing lesson plans, supervising lab sessions, or assisting with classroom management as needed. Strong communication skills, subject-matter expertise, and a commitment to student success are essential for this position.

Program implementation, monitoring of treatment progress, and overall program management are key responsibilities. This involves overseeing the execution of initiatives, ensuring adherence to protocols, and maintaining accurate records of participant responses to treatment. Strong organizational skills and meticulous attention to detail are essential to ensure seamless operations and compliance with established guidelines.

Support the execution of all Supply Chain Management (SCM) initiatives at the health Local Government Area (LGA) level by ensuring timely adherence to the work plan, conducting planning meetings, overseeing commodity distributions, and implementing robust monitoring protocols to prevent stock outs. Facilitate community engagement efforts, provide on-the-ground supervision, conduct regular monitoring activities, and maintain accurate reporting ensuring operational efficiency and accountability.

Collaborate with the Local Government Association (LGA) Field Officer or Cluster Supervisor to maintain accountability of received commodities and supplies by monitoring consumption levels and examining reconciliation reports.

Facilitate the enhancement of capabilities among field partners—including Supervisors, Health Facility Workers (HFWs), Community Drug Distributors/Community Health Workers (CDDs/CHWs), Lead Mothers (LMs), and community mobilizers—by delivering hands-on support and ensuring high-quality supervision.

Track program objectives and execute planned initiatives promptly to ensure targets are met, while validating reports from Gas and HFW for thoroughness and accuracy before submission.

Ensure activities are implemented in strict adherence to established protocols through regular monitoring, supervision, and hands-on training for LGA, HFW, and CHWs personnel.

Collaborate effectively with Public Health Officers and relevant stakeholders to conduct home visits and meetings, fostering strong relationships and reinforcing the LGA’s commitment to shared objectives.

Oversee reporting processes and ensure data quality control.

Review all field implementation reports, identify areas requiring correction, and provide constructive feedback accordingly. Upon securing approval from the Local Government Area (LGA) Level, compile and submit the final hard copy report to the Program Officer.

Provide support to the Monitoring & Evaluation Officer in addressing data quality inquiries and ensure timely resolution of identified issues.

Submit the EOC Report, success stories, trip reports, and other required documentation to the Program Officer and Senior Project Manager (SPM) in a timely and organized manner.

You will be responsible for facilitating seamless coordination and acting as a primary representative in various organizational initiatives. This role involves liaising between teams, ensuring alignment on goals, and serving as a spokesperson to convey key messages internally and externally. Strong interpersonal and communication skills are essential to effectively manage relationships and uphold the organization’s image.

Oversee the comprehensive coordination of LGA and HFW supervisors, as well as CHWs, throughout training and supervision visits.

Serve as the primary point of contact with critical stakeholders and partners—such as the Local Government Area Administrator, State Ministry of Health officials, community leaders, and other relevant parties—to secure their endorsement, facilitate collaboration, and address any disputes or conflicts that may arise during SMC initiatives.

Participate in data validation meetings at the Local Government Area (LGA) level, as well as any additional sessions specified by the LGA cluster supervisor or State project manager.

Build and sustain collaborative relationships with health and nutrition service providers, prioritizing referral cases, in close coordination with State/LGA NAFDAC representatives.

Perform a variety of administrative tasks and other related responsibilities to ensure efficient office operations.

Develop individual and team action plans to ensure role complementarities in achieving the designated treatment target.

Assist in monitoring and analyzing supply consumption trends to ensure efficient resource utilization.

The responsibility includes strategically planning and maintaining optimal stock levels to ensure uninterrupted operations across all SMC sites.

At the conclusion of each cycle, conduct a comprehensive physical inventory of all commodities supplied by SMC to all health facilities.

Perform additional responsibilities as assigned by the line manager.

Deliverables

Thorough End-of-Cycle Reports must be finalized and submitted within two days following implementation.

Oversee the complete reverse logistics process for both used and unused SPAN units following each operational cycle.

Conduct follow-up activities related to personnel payments to ensure timely and accurate processing and resolution of any discrepancies.

Attend all LGA-level meetings, including planning sessions, EOC gatherings, and DVM meetings.

Facilitate the distribution of SPAN from the LGA transit point to healthcare facilities (HF) as required.

Seeking candidates with a Bachelor’s degree in Computer Science, Engineering, or a related field, complemented by at least three years of professional experience in software development. Proficiency in programming languages such as Java, Python, or C++ is required, along with experience in database management and API development. Familiarity with software development methodologies like Agile or Scrum is essential, and strong problem-solving skills are necessary. Excellent communication abilities and the capacity to work collaboratively within a team are also important.

We seek a candidate with a Clinical Officer, Nurse, Social Science, Science, or another Public Health-related qualification and a minimum of five years of practical field experience in SMC implementation.

Proficiency in English, Hausa/Fulani, and/or other indigenous languages is essential.

Professional candidates should possess demonstrated expertise in drug and commodity supply management, monitoring and evaluation (M&E), and logistics.

Effectively communicates with diverse stakeholders, such as LGA staff, HFW representatives, and community leaders.

Proficiency in Survey CTO and the Microsoft Office suite is required.

Skilled in performing quality supportive supervision and effectively utilizing data.
