The incumbent will establish and execute structured safety management policies and procedures consistently across all operational regions of Tear fund, designated as clusters, within West Africa. Additionally, there may be occasional collaboration with the safety and security manager for East and Central Africa on cross-regional initiatives.
They will cultivate a collective understanding and commitment to security analysis and management, tailored to individual roles, thereby enhancing the team’s capacity and motivation. This involves evaluating potential threats, offering guidance to mitigate risks, and maintaining and updating safety and security protocols. Additionally, they will ensure these procedures are reinforced across national and regional teams, while verifying that field safety and security practices remain rigorous. Staff must be fully informed, trained, and compliant with Tear fund’s safety and security management approach, policies, and procedures—contextually adapted through tailored safety and security plans, workflows, and Standard Operating Procedures (SOPs).
The incumbent will be based within the International Safety and Security Team, responsible for delivering and maintaining staff training across the region and individual countries. Additionally, they will serve as the primary point of contact for coordinating support during critical incidents in any of the region’s countries, working closely with the International Safety & Security Manager and other team members to ensure a unified global response.
The position reports directly to the International Safety & Security Manager and maintains a functional reporting line to the WA Regional Program and Opus Lead, ensuring alignment between the role’s objectives and the requirements of country and cluster teams while remaining consistent with the guidance provided by the technical team. The incumbent collaborates closely with senior management at both country and cluster levels, as well as with those overseeing security management in country offices and field locations, assisting them in making informed security decisions by offering analytical insights and expert guidance.

Collaborate closely with senior management to shape the country strategy, devise implementation plans, and prepare associated program budgets, while also contributing to the formulation of safety and security plans and the establishment of effective safety and security risk management processes.
Ensure a thorough evaluation and ongoing oversight of all program activities and locations with respect to staff safety and security risk management, providing strategic recommendations on procedures and practices to minimize staff risk and exposure to senior decision-makers.
Provide assistance to all WA countries in updating their SSPs, ensuring alignment with regional and organizational standards. Collaborate with Country Directors and key stakeholders to review country-level safety and security plans, fostering an inclusive and representative process. Following finalization, distribute, promote, and enforce the approved documents through recurring workshops, formal presentations, and structured induction sessions for new team members.
Offer technical assistance to project personnel in the creation and execution of localized safety and security strategies. Collaborate with teams to update safety and security protocols and procedures across all operational zones, ensuring alignment with Tear fund’s global safety and security standards, which encompass staff personal safety, office security, accommodation measures, and warehouse safeguards.
Revise safety and security policies and procedures for country programs to secure approval from the relevant Cluster Lead, then ensure their proper dissemination.
Tearfund will be represented by the selected candidate as a key advocate in safety and security networks and cluster meetings. The role involves active participation in all cluster meetings and engagement in information-sharing initiatives with NGOs, inter-agency groups, and UN entities.
Conduct a comprehensive assessment of safety and security conditions across all Tear fund office and project locations, both nationally and locally, by gathering and evaluating data from diverse sources, including the NGO Security Cluster, Security Tree, UNDOS, OCHA, and other international NGOs. This analysis will culminate in the preparation of a formal weekly security update to ensure stakeholders remain informed of evolving risks and developments.
Support teams by conducting ongoing threat assessments and producing detailed reports on security evaluations for offices, staff guest houses, field sites, and project areas. Ensure the accurate completion of all mandatory safety and security procedures—such as checklists and country security risk ratings—across every project location and the country office.
Provide timely real-time assistance to country and cluster teams for incident management, ensuring all required follow-up actions are executed and accurately documented in the incident report form (IF). Additionally, inform the ISS Team Assistant when an IF is ready for closure so that it can be transferred to the database without delay.
Provide guidance to project personnel regarding the development of project budgets, ensuring they allocate sufficient resources for security measures and training while supporting adherence to sector-specific best practices, agreed-upon minimum standards, and organizational policies.
Ensure that security, health, and safety training requirements are incorporated into the annual program budget as well as individual donor budgets.
The International Safety & Security Manager will be responsible for elevating the training and budgetary requirements of the country and cluster to ensure robust safety and security measures are implemented effectively.
Foster a heightened culture of safety and security awareness throughout the team by emphasizing continuous skill development and providing comprehensive coaching to all staff on pertinent safety and security practices.
Map training requirements by assessing needs in areas such as personal welfare, safety protocols, and management competencies. Design and deliver consistent training programs for both international and national staff, focusing on personal safety awareness, threat response strategies, and safety management (as applicable) in alignment with the corporate training program and overall strategy. Training modules encompass compound safety, security personnel coordination, convoy driving techniques, threat assessment methodologies, contingency planning frameworks, occupational health and safety standards, and established communication protocols.
Ensure all program components are administered and executed in strict adherence to signatory codes of conduct and established best practices.
Facilitate comprehensive reviews of learning, incident debriefs, and other assessments to extract key insights. Ensure that findings and recommendations from these evaluations and audits are clearly understood and effectively communicated to field teams, UK-based stakeholders, and other relevant programs. Collaborate with the International Safety and Security Officer or Manager in the UK to systematically document and share these learnings across internal knowledge management platforms.
Develop and maintain productive professional relationships with key security stakeholders across relevant networks, such as INTO, local communities, the UN, NGOs, and donor agencies as applicable. Establish Tearfund as a central hub for security contacts and information sources, while equipping Country Directors with the tools and insights needed to maximize engagement with these networks.
