UNICEF Nigeria is seeking to engage a Senior International Consultant to conduct an in-depth, evidence-based Gender Equality Programmatic Review (GPR). This review will evaluate the current landscape, identify critical gaps and opportunities, and outline strategic pathways to enhance gender integration within UNICEF Nigeria’s programming and operations. The findings will play a pivotal role in shaping the development of the upcoming Country Program for the period 2028–2032.

Key outputs will encompass a Desk Review Report, a Draft Mission Agenda, a Preliminary Findings Presentation, a Debrief Slide Deck, a draft Gender-Responsive Planning (GPR) Report outlining agreed-upon Gender Equality Priorities, a full GPR Report, and a draft Gender Action Plan—all of which will guide the Strategic Moment of Reflection scheduled for early September.

Minimum qualifications include a bachelor’s degree in a relevant field or equivalent professional experience, along with at least three years of hands-on experience in a similar role. Proficiency in industry-standard software and tools is essential, as is a strong understanding of key methodologies and best practices. Excellent communication and problem-solving skills are required to collaborate effectively with cross-functional teams. Candidates must demonstrate a proven ability to meet deadlines while maintaining high-quality deliverables. Familiarity with regulatory standards and compliance requirements is also necessary.

An advanced university degree (Master’s) in Gender Equality Studies, International Development, Social Sciences, Public Health, or a related discipline is required.

With a proven track record in relevant professional experience, candidates should bring hands-on expertise to the role. Previous employment in a comparable position, ideally within the same industry, is highly valued. Demonstrated success in executing key responsibilities and achieving measurable outcomes will set applicants apart. Familiarity with industry best practices and the ability to adapt to evolving demands are essential.

With a minimum of eight years of demonstrated expertise in gender equality programming or research, candidates should possess robust technical competencies in the field.

Demonstrated expertise in assisting national program teams with gender equality and/or social inclusion assessments or evaluations is required.

Professionals should possess a proven track record of utilizing gender equality research and best practices to inform and drive program development and execution.

Proficient in Microsoft Office Suite, particularly Excel, Word, and PowerPoint. Experience with data analysis, project management software, such as Asana or Trello, and familiarity with CRM systems like Salesforce. Strong written and verbal communication abilities, with an emphasis on clarity and professionalism. Attention to detail and organizational skills are essential for managing multiple tasks efficiently. Capable of collaborating effectively in team environments while maintaining a high level of productivity and meeting deadlines consistently.

Accomplished professionals should possess in-depth technical proficiency in gender equality initiatives, programs, or scholarly research.

Proven capability to integrate research-backed methodologies into the planning and execution of programs is essential.

Proficiency in conducting assessments related to gender equality and social inclusion is required.

Excellent written and verbal proficiency in English is required, along with exceptional interpersonal and presentation abilities.

Desirables:

Proficiency in gender equality and/or adolescent girl program development, coupled with a nuanced comprehension of social transformation dynamics, is essential.

Sectoral expertise in child survival and education initiatives is required for this role.

Professional individuals with prior involvement in research initiatives or program implementation in Nigeria will be considered for this opportunity.

Proficiency in program planning within UNICEF or other United Nations agencies is required.
