Job Summary:

We seek a dynamic Business Development Manager to lead institutional engagement, drive revenue growth, forge strategic partnerships, and translate policy into actionable technology solutions across federal ministries, departments, agencies, and state governments. This position transcends traditional sales functions. The optimal candidate will blend comprehensive expertise in Nigeria’s public sector with commercial acumen, interpersonal insight, and the capacity to align government policy objectives with scalable technology implementations, operating at the crossroads of governance, innovation, technology, and systemic reform.

Oversee critical operational duties, ensuring seamless workflows and adherence to established protocols. Manage stakeholder communications, fostering collaborative relationships to achieve organizational objectives. Develop and implement strategic initiatives to enhance efficiency, productivity, and overall performance. Monitor key performance indicators and provide data-driven recommendations for continuous improvement. Lead cross-functional teams, delegating tasks and offering guidance to optimize results.

Foster and maintain high-level partnerships with key decision-makers in Ministries, Departments, and Agencies (MDS), the Executive Office of the Presidency, legislative bodies, and pertinent government institutions.

Act as the primary liaison for engagements with government counterparts and act as the organization’s representative at ministerial meetings, policy forums, and legislative hearings.

Responsibilities include sourcing and qualifying fresh public sector opportunities, then advancing them through the entire sales cycle—from initial outreach to final contract signing—ensuring a seamless transition at every stage.

Develop and implement a comprehensive territory plan encompassing all 36 states and the Federal Capital Territory (FCT), ensuring consistent achievement of and surpassing quarterly and annual business development objectives.

Monitor, analyze, and convey critical insights on evolving government policies, national strategic priorities, and legislative changes directly pertinent to the organization’s core objectives to leadership.

Translate government policy goals into actionable innovation initiatives for the organization by pinpointing emerging programs or reforms that present feasible deployment avenues.

Monitor procurement cycles, budget releases, and sector reform agendas for priority ministries on an ongoing basis to ensure up-to-date intelligence is maintained.

Compile routine pipeline, conversion, and engagement reports while ensuring CRM records of all stakeholder interactions are kept meticulously up to date.

Cultivate a prominent and respected public presence across government, technology, and policy sectors, actively engaging in national dialogues centered on governance technology and public sector reform.

Work collaboratively with technical, operations, and product teams to validate the feasibility of proposals and incorporate stakeholder feedback to drive product enhancements.

Provide strategic briefings to the CEO and senior leadership in preparation for significant government engagements.

Qualifications include a Bachelor’s degree in Computer Science, Engineering, or a related field, along with a minimum of five years of experience in software development, with at least two years in a leadership or team management role. Proficiency in programming languages such as Python, Java, or C++ is required, alongside experience with software development methodologies like Agile or Scrum. Strong problem-solving skills and the ability to collaborate effectively within cross-functional teams are essential. Familiarity with cloud platforms (e.g., AWS, Azure) and DevOps practices is preferred. Excellent communication skills and a track record of delivering high-quality solutions are also necessary.

A minimum of seven years of pertinent professional experience is required, including at least three years in a senior-level capacity focused on stakeholder management or business development.

A relevant undergraduate degree is required, with preference given to candidates holding a postgraduate qualification in business, law, public policy, or a closely related field.

Proficient knowledge of Nigeria’s civil service structure, procurement mechanisms, and the interplay between federal and state governance is essential.

Proven expertise in fostering collaboration between public and private sector entities within technology, consulting, financial services, or infrastructure is preferred.

Consistently achieves or surpasses revenue and partnership goals within a results-driven, structured performance framework.

Skilled in interacting with government policy frameworks, financial allocations, policy proposals, transformative initiatives, and legislative consultations.

Demonstrates a strong track record in crafting and delivering persuasive proposals tailored for senior leadership and government officials.

Fluent in both spoken and written English, with a talent for articulation, persuasion, and clarity.

Established connections with key decision-makers within federal Ministries, Departments, and Agencies (MDS), as well as state-level government officials, are essential.

Originating and advancing thought leadership in governance, technology, or public policy circles is a key requirement of this role, requiring demonstrated expertise in these domains to shape influential perspectives and drive meaningful dialogue.

Proven experience with Gov Tech initiatives, public sector concession frameworks, or e-government programs is essential.
