Summary

We are actively recruiting a Procurement/Quantity Surveyor to enhance the operational efficiency of our affiliated companies, Tech Construction Group Ltd and Aida Hills Ltd. The ideal candidate will:

Ensure fiscal responsibility by overseeing project expenditures and optimizing financial performance throughout all phases, from initial design to final delivery. This position integrates cost forecasting, bid evaluation, contract oversight, and vendor coordination to uphold budgetary constraints without compromising standards.

Develop and implement procurement strategies designed to optimize cost efficiency, guarantee punctual delivery of materials, and ensure strict compliance with project specifications without compromising quality.

Formulate comprehensive, high-impact strategies and oversee their execution across all facets of the organization.

Oversee a diverse range of duties encompassing strategic planning, team leadership, and cross-functional collaboration to drive organizational objectives forward. Execute key initiatives by coordinating resources, monitoring progress, and ensuring adherence to established timelines and quality standards. Communicate effectively with stakeholders at all levels to gather requirements, provide updates, and address concerns in a timely manner. Analyze performance metrics and operational data to identify trends, recommend improvements, and implement solutions that enhance efficiency and productivity. Foster a culture of accountability and continuous development through mentorship, feedback, and professional growth opportunities for team members. Ensure compliance with industry regulations, company policies, and ethical guidelines to mitigate risks and uphold organizational integrity.

Responsible for developing and managing cost estimates, allocating budgets, overseeing cost control measures, and generating comprehensive reports to ensure financial accountability and efficiency across projects.

Develop comprehensive cost estimates encompassing materials, labor, and equipment requirements to ensure accurate budgeting and financial planning.

Develop and oversee project budgets to maintain stringent financial oversight and control throughout the initiative.

The role involves sourcing materials, services, and goods through strategic procurement and tendering processes to ensure cost-effective and timely acquisitions. Key responsibilities include identifying suppliers, evaluating bids, negotiating contracts, and maintaining robust relationships with vendors to secure favorable terms. The position requires a keen analytical mindset to assess market trends, pricing structures, and supplier capabilities while ensuring compliance with organizational policies and regulatory standards. Strong communication and negotiation skills are essential to collaborate effectively with internal stakeholders and external partners. A minimum of three years of experience in procurement or a related field is necessary, along with proficiency in procurement software and tools. The ability to manage multiple projects, prioritize tasks, and deliver measurable results under tight deadlines is critical.

Oversee the procurement lifecycle, encompassing supplier identification, evaluation, and negotiation to secure favorable terms and conditions.

Compile tender documentation, including bills of quantities (BOQ) and detailed rate analyses, ensuring accuracy and adherence to project specifications.

Evaluate technical specifications to facilitate procurement activities.

Assess contractor and supplier proposals and ensure strict adherence to contract terms throughout execution and compliance phases.

Responsible for granting authorization to significant procurement choices.

Collaborate closely with the Project Manager to prepare, evaluate, and oversee agreements involving contractors, suppliers, and consultants.

Maintain adherence to all applicable legal and regulatory mandates to guarantee organizational compliance.

Monitor all project expenditures meticulously and prepare periodic financial reports to ensure accurate and timely budget tracking and transparency.

Mitigate project financial risks by proactively identifying potential issues, assessing their impact, and implementing cost-saving strategies—all while maintaining stringent quality standards.

Collaborate effectively with architects, accountants, engineers, and project managers to ensure procurement strategies are in harmony with design and construction objectives.

Deliver strategic financial analysis to inform and enhance executive decision-making processes.

Seeking an accomplished professional to join our team, candidates must possess a minimum of five years of relevant industry experience, a bachelor’s degree in a related field, and proficiency in project management software. Strong analytical and problem-solving abilities are essential, as is the capacity to work effectively in a fast-paced environment. Excellent communication skills, both written and verbal, are required to collaborate with cross-functional teams and stakeholders. Familiarity with industry regulations and compliance standards is also a necessity.

A Bachelor’s or Master’s degree in Quantity Surveying, Construction Management, or a closely related discipline is required.

With five to eight years of professional experience in construction or architecture firms, the ideal candidate will bring a proven track record of expertise to the role.

A qualified Chartered Quantity Surveyor is highly preferred.

Open to travel, as this requirement is critical to the role.

Possesses comprehensive expertise in construction materials and methodologies.

Demonstrated expertise in utilizing cost management software solutions, such as Microsoft Project, is required.

Strong analytical prowess and adept negotiation capabilities are essential for effectively managing supplier relationships.

Proficient knowledge of both domestic and global procurement statutes and guidelines is essential.

Proven capacity for clear communication and effective collaboration within multidisciplinary teams.
