General Objective / Summary
The Primary Health Care (PHC) Supervisor, reporting directly to the Deputy/Health Nutrition Program Manager, oversees clinical patient care within integrated health and nutrition service delivery systems.
This position collaborates with diverse healthcare professionals—such as nurses, midwives, Stabilization Center (SC) physicians, and support personnel—to ensure the provision of exceptional patient care.
The PHC supervisor maintains consistent care, promotes health, and prevents disease among target populations by strictly following PUB, national, and international clinical protocols.
The supervisor is responsible for managing the daily operations of the facility, offering clinical guidance and support, and overseeing the medical and nutrition supply chains to avert potential stock outs.
Monitoring and supervision responsibilities encompass overseeing operations, ensuring adherence to established protocols, and identifying areas for improvement to maintain efficiency and compliance with organizational standards.
Ensure the health facility’s building and all service provision areas—including consultation rooms, triage stations, wound dressing stations (based on available space), labor and delivery rooms, pre-labor and post-labor areas, EPI (Expanded Program on Immunization) spaces, laboratory rooms, pharmacy storage and dispensing areas, OTP/TSFP (Outpatient Therapeutic Feeding Program/Targeted Supplementary Feeding Program) areas, surgical care services, medical and general waste management zones, energy sources, water supply, boundary walls, doors, windows, electronic equipment, and referral transportation (such as ambulances or other designated vehicles)—are meticulously organized and fully operational.
Responsibilities include maintaining adequate stock levels and ensuring proper storage of pharmaceuticals, medical supplies, SRH commodities (including contraceptives, delivery kits, PEP kits, and emergency reproductive health kits), nutritional products, medical equipment, printed health and nutrition stationery, general office supplies, personal protective equipment (PPE), cleaning materials, furniture, IEC materials, job aids, complaint and feedback boxes, and generator fuel (where applicable).
Oversee the scheduling of healthcare, nutrition, and SRH service providers, ensuring proper staffing coverage; distribute medications in strict adherence to Ministry of Health guidelines; enforce infection prevention and control protocols alongside hygiene standards; manage both general and medical waste disposal; and coordinate the procurement of necessary medical and SRH supplies with assistance from key personnel.
Oversee the execution of all sexual and reproductive health (SRH) initiatives, encompassing antenatal care (ANC), postnatal care (PNC), family planning, safe delivery, post-abortion care, clinical management of rape (CMR), sexually transmitted infection (STI) management, referral systems, vaccination programs, and laboratory services.
Provide leadership in maintaining the accessibility and excellence of Basic Emergency Obstetric and Newborn Care (Beyond) services, while ensuring prompt referrals for cases that necessitate advanced medical intervention.
Provide guidance to health and nutrition personnel on case management procedures, excluding the specialized medical responsibilities assigned to doctors in SC, while adhering to SRH case management protocols.
Provide support to nursing and midwifery staff as required during high-demand periods, including consultations and labor or delivery services.
Assess the quality of consultations, including sexual and reproductive health services, by conducting monthly evaluations of health and nutrition staff—excluding medical doctors in SC—as directed by the Deputy/Health Project/Program Manager.
Ensure the appropriate handling of SGBV survivors in accordance with established protection protocols, which entails delivering clinical management of rape (CMR) services promptly—within 72 hours—facilitating referrals for psychosocial support, and maintaining the strict confidentiality of their personal information as mandated by policy.
Provide consistent monitoring of newborns until their discharge and facilitate prompt referrals of pregnant women and newborns for vaccination through the Expanded Program on Immunization (EPI).
Enhance awareness of birth preparedness and complication readiness (BPCR) strategies among pregnant women during antenatal care (ANC) visits to ensure proactive health management.
Offer specialized technical assistance to health and nutrition personnel regarding the diagnosis and management of cases, with particular emphasis on sexual and reproductive health (SRH) complications, as required.
Provide support to healthcare and nutrition personnel in coordinating and overseeing referral cases, with a particular focus on obstetric and neonatal emergencies.
Ensure strict adherence to IMAM protocols throughout the admission and discharge processes within OTP and SFP programs.
Accurate completion of patient data on cards by nutrition teams during visits must be ensured.
Conduct health and sexual and reproductive health (SRH) education sessions in strict adherence to established protocols, ensuring key messages on family planning, maternal nutrition, breastfeeding, STI prevention, and adolescent reproductive health are consistently delivered.
Collaborating closely with the Nutrition Officer, we will design, organize, and monitor training programs for community volunteers, encompassing comprehensive Sexual and Reproductive Health (SRH) education as well as targeted community outreach initiatives.
Ensure that beneficiary defaulter tracing and follow-up systems are accurately documented via the OTP Nurse.
Provide assistance to the Senior Custodian (SC) in ensuring the availability of 2–3 meals per day (as mutually agreed upon) for patients and one designated caretaker throughout their hospitalization.
Ensure adherence to medical and sexual and reproductive health protocols, as well as the judicious application of medicines and correct delivery of treatments, in accordance with established national and international guidelines.
Facilitate seamless collaboration and alignment of services across Health/Nutrition, SRH, WASH, Food Security, and Protection/PSS departments to ensure cohesive programmatic delivery.
Develop and maintain operational referral systems and ensure consistent follow-up of beneficiaries across PUB project sites and partner health facilities for Health, Nutrition, and Sexual and Reproductive Health (SRH) referrals.
Ensure timely communication of HR documents—such as attendance sheets and leave requests—to the HR Manager, following validation by the Deputy or Health Project/Program Manager.
Ensure all documents, tools, and training materials are systematically archived within the project’s scope while maintaining accessible verification sources in alignment with proposal requirements.
Ensure thorough coordination with logistics teams to meet all vehicle requirements and manage every logistical aspect of the project, including delivery, distribution, onsite storage, and passive security measures at the health facility.
Overseeing and guiding a cohesive team to achieve collective goals is a core responsibility of this position. The monthly schedule for OLD, SRH (including ANC, PNC, Family Planning, SGBV services, and delivery services), OTP, and SC teams is meticulously planned in coordination with the Facility Manager and Project Manager, ensuring thorough follow-up.
Oversee the coordination of staff duty schedules, annual leave allocations, attendance records, and performance evaluations, with particular focus on SRH personnel, in collaboration with the line manager.
Uphold Premiere Urgency Internationale’s established policies and procedures, and promptly notify the line manager of any violations observed.
Collaborate with the Project Manager and Human Resources department, as needed, to assist in the recruitment of health, nursing, nutrition, and sexual and reproductive health personnel.
Ensure adherence to all security protocols in the field and maintain consistent communication with the designated security focal point.
Organize consistent team meetings with the Health, Nutrition, and Sexual & Reproductive Health (SRH) teams to review progress, address challenges, and identify service delivery gaps, with a focus on SRH indicators and case follow-up.
All patients, including SRH clients, must receive equitable treatment characterized by respect, dignity, and confidentiality, in full alignment with the Premiere Urgency Internationale Charter.
Collaborate closely with the Deputy/Program/Project Manager, ensuring all activities, observations, and requirements are communicated, with particular emphasis on SRH service performance, identified gaps, and urgent cases—such as obstetric emergencies and SGBV cases.
Foster strong collaborative ties between the Ministry of Health (MOH) and PUB via the facility manager and MOH personnel stationed at the facility, while ensuring seamless integration and alignment of sexual and reproductive health (SRH) services with national health protocols.
Medical Data Collection and Reporting involves the systematic gathering, verification, and documentation of clinical and operational data, followed by the generation and distribution of accurate, timely reports to stakeholders. This role requires proficiency in data management software, attention to detail, and adherence to regulatory standards to ensure data integrity and compliance. Responsibilities include maintaining databases, validating information, analyzing trends, and presenting findings to support decision-making processes.
Verify that all medical prescriptions are legible, contain the appropriate date, and are properly signed.
Verify that the data entered into Comm Care by each clinician is accurate and submit it promptly.
Ensure nutrition officers timely input and upload nutrition data into the IS system.
Each department must be monitored daily to confirm that PIS data is accurately inputted and uploaded as required.
Ensure timely submission of the weekly WARS reports, adhering to established guidelines and case definitions, while sharing the line listing and reporting with the DSO as mandated.
We provide comprehensive training to ensure staff proficiency in all necessary skills and procedures. This includes both initial onboarding sessions and ongoing professional development opportunities. Participants will learn company-specific tools, software, and best practices to perform their roles effectively. Training is designed to be interactive, with a mix of hands-on exercises, workshops, and e-learning modules. Certifications or assessments may be required to validate competence in key areas. Continuous learning is encouraged to keep skills current with industry standards and organizational goals.
Evaluate training requirements in collaboration with the project manager, design and implement training programs for both technical and non-technical personnel, and assess the effectiveness of training initiatives post-delivery.
Ensure that daily project participants receive appropriate training and supervision.
Evaluate participants’ comprehension following training sessions and, where necessary, recommend supplementary shadowing or informal coaching opportunities.
Assists with additional tasks as assigned, which may include supporting various departments, coordinating schedules, or facilitating communication between teams. Additionally, handles ad-hoc projects, participates in meetings, and ensures alignment with organizational objectives. May also involve training new employees, maintaining records, or managing office supplies to support operational efficiency.
Ensure thorough verbal and written handover documentation during each duty shift, highlighting key events and pertinent details for the team’s awareness.
Engage proactively in coordinating and facilitating the seamless execution of donor visits, ensuring meticulous preparation and streamlined logistics throughout the entire process.
Accomplishes translation of written materials and/or interpretation of spoken dialogue as required.
Attend meetings at the health facility as required to contribute meaningfully to discussions and decision-making processes.
Engage in various supplementary tasks, including administering vaccinations, conducting surveys, and other necessary duties, as required by the position.
Please promptly notify the line manager of any issues arising in the clinic, including the loss, theft, or damage to medical equipment or medications, as well as any concerns related to patients or organizational operations.
Maintain adherence to PUB security protocols at all times. Promptly notify the designated authority in the event of a security breach on the premises.
Maintain vigilance regarding security conditions at both office and clinic locations, promptly communicating any relevant observations to the program manager.

Fluent in English with a strong command of local languages, including Hausa, is required.
Education: Candidates should possess a Bachelor’s degree, with preference given to those holding an MD or a Bachelor of Nursing Science (BNC) qualification.
A doctor must possess a valid, active practicing license, while a nurse is required to hold both nursing and midwifery licenses, including RN and RM credentials.
With a minimum of one to two years of hands-on experience in clinical management, staff supervision, and collaboration with non-governmental organizations, candidates should demonstrate a proven track record in these areas.
A background in public health would be beneficial.
