Job Summary
The position requires the incumbent to oversee the procurement process, which includes identifying, tendering, and evaluating suppliers for the provision of goods, services, and works. Additionally, the individual will be tasked with managing bids and negotiating contracts to secure optimal value for money.
Key Functions
Collaborate with business units to create annual procurement plans that align with strategic objectives.
Sourcing and Vendor Management: Develop and maintain strategic partnerships with suppliers and service providers by conducting thorough evaluations to identify optimal partners for the organization.
Tendering and Bid Management: Oversee transparent tendering procedures while administering bid evaluations and negotiations with diligence.
Ensure strict adherence to established procurement guidelines while proactively identifying and mitigating potential risks to safeguard organizational integrity. Maintain continuous audit readiness to guarantee compliance with regulatory standards and internal policies.
Coordinating with the Legal Unit, you will oversee contract management to ensure prompt contract awards, strictly adhering to mutually agreed and negotiated terms.
Conduct thorough assessments of supplier performance to verify adherence to contractual terms and service delivery standards.
Oversee and execute a range of critical tasks, including the management of daily operations to ensure efficiency and adherence to organizational standards. Develop and implement strategic initiatives to enhance performance, drive growth, and align with long-term objectives. Collaborate with cross-functional teams to coordinate efforts, resolve challenges, and optimize processes. Monitor key performance indicators to identify trends, mitigate risks, and implement corrective measures as needed. Maintain compliance with industry regulations and internal policies while fostering a culture of accountability and continuous improvement.
Assist the Business Unit Head in formulating the company’s procurement strategies and devising the annual procurement plan.
Assist in executing the Procurement unit’s policies, systems, and procedures to ensure the Company operates efficiently.
Drives digital transformation initiatives and oversees e-procurement systems to enhance automation and streamline procurement workflows.
Ensure strict adherence to established procurement procedures while promoting awareness of these guidelines and confirming compliance with them.
Ensures a diverse and inclusive vendor sourcing strategy to support ESG data collection, including monitoring vendor diversity metrics, certifications, and adherence to environmental practices.
Experts offer assistance to diverse requisitioner in crafting precise technical specifications for both goods and services, as well as defining comprehensive scope of works for construction or renovation projects.
Partner with the relevant department to assess, draft, or revise standard tender documents—including Invitations to Bid, Requests for Proposals, Expressions of Interest, and Requests for Quotation—as dictated by project requirements and applicable procurement thresholds.
Design or refine a comprehensive comparative table template to systematically analyze financial and technical dimensions of bids. Prepare concise summaries of evaluation findings and tendering process reports, ensuring they meet the approval criteria set by relevant authorities.
Collaborates closely with the Business Unit Head to develop strategies for managing and executing negotiation processes across all relevant stakeholders, ensuring alignment and resolution of any contract-related disputes.
Maintain meticulously organized digital procurement records encompassing solicitations, proposals, evaluations, award documentation, official contracts, and all related correspondence for every procurement activity.
Serve as the central resource for recognizing and overseeing procurement-related risks within appropriate risk registers while offering expert guidance on all pertinent procurement issues.
Work collaboratively with the legal department to conduct thorough reviews of all contractual agreements, ensuring they are free from liabilities that could adversely affect the company.
The position necessitates a minimum of five years of relevant experience, along with a bachelor’s degree in a related field or equivalent professional qualification. Candidates must demonstrate proficiency in project management methodologies and possess strong analytical and problem-solving skills. Familiarity with industry-specific software and tools is essential, as is the ability to work collaboratively in a team environment. Excellent communication and organizational abilities are also required to ensure successful project execution and stakeholder engagement.
A bachelor’s degree in a relevant field from a distinguished university is required.
A minimum of three years of hands-on procurement experience within either a public sector or financial institution setting is required.
Demonstrated expertise in utilizing e-Procurement systems to streamline vendor sourcing and evaluation processes.
Experienced in identifying, evaluating, and engaging potential suppliers to ensure compliance and quality standards.
Experience in managing high-value, multifaceted procurement initiatives—particularly within infrastructure, healthcare, and IT sectors—proves advantageous. Additional consideration will be given to candidates holding relevant certifications, such as the CAPS Diploma or an equivalent qualification in public procurement.
Skilled in utilizing MS Office applications (Excel, Outlook, PowerPoint, Word) at a proficient to advanced level.
Requires expertise in operating digital procurement platforms effectively.
Proven ability to negotiate effectively and manage interpersonal relationships with professionalism.
Strong proficiency in both verbal and written communication is essential.
Proven ability to dissect complex information, identify key insights, and derive actionable conclusions with precision.
