The Learning, Measurement, and Evaluation (LME) Officer will play a key role in developing, executing, and enhancing systems to facilitate learning, measurement, monitoring, evaluation, accountability, and reporting across our initiatives.

You will be instrumental in monitoring project activities to ensure they remain on track, evaluating outcomes to measure success, compiling evidence to support informed decision-making, and systematically recording and applying lessons learned to enhance program effectiveness.

The ideal candidate will collaborate with program teams to advance data-driven initiatives and support the organization’s expansion and influence.

Oversee and execute a wide range of duties to ensure operational efficiency, including managing daily workflows, coordinating team efforts, and maintaining high standards of productivity. Develop and implement strategies to optimize processes, enhance collaboration, and achieve organizational objectives. Monitor performance metrics, identify areas for improvement, and recommend data-driven solutions to streamline operations. Serve as a liaison between departments to facilitate clear communication and alignment of goals. Ensure compliance with policies, regulations, and industry standards while fostering a culture of accountability and continuous improvement.

Monitor the implementation of projects and systematically evaluate progress toward the realization of outputs, outcomes, and long-term impact across all programmatic areas.

Develop, assess, and enhance the organization’s Learning, Measurement, and Evaluation (LME) systems to guarantee their efficacy and alignment with current needs.

Design and deploy monitoring, evaluation, accountability, and learning (MEAL) frameworks, instruments, and methodologies to ensure systematic assessment, transparency, and continuous improvement.

Conduct data collection, analysis, and interpretation initiatives to facilitate informed, evidence-based decision-making processes.

Perform regular evaluations and assessments to gauge the effectiveness and outcomes of program initiatives.

Work collaboratively with program teams to design indicators, establish results frameworks and logical frameworks, and develop comprehensive data collection plans.

Prepare comprehensive internal and external reports, dashboards, and presentations that deliver timely, insightful analyses of program performance, emerging trends, and key takeaways from lessons learned.

Conduct training sessions and assist in capturing, organizing, and sharing best practices, success stories, and key lessons derived from experiences.

Develop and enhance the skills of staff and partners in monitoring tools, data collection methodologies, data quality assurance, and learning approaches to strengthen their capabilities.

Perform comprehensive evaluations of current monitoring and evaluation frameworks and propose enhancements as needed to optimize performance and effectiveness.

Develop MEAL plans, indicators, targets, and reporting frameworks to support proposal development efforts.

Assigned representatives are tasked with serving as organizational delegates in stakeholder engagements, educational symposia, and pertinent technical forums to ensure effective communication and collaboration.

Execute additional duties as directed by the supervisor, ensuring completion in a timely and efficient manner.

Requirements

A Bachelor’s Degree in Statistics, Monitoring and Evaluation, Development Studies, Social Sciences, Public Health, Economics, Project Management, or an equivalent discipline is required.

A minimum of three years of professional experience is required in monitoring, evaluation, learning, research, data management, or program quality roles, preferably within nongovernmental organizations, development agencies, research institutions, or social impact organizations.

Experienced in monitoring and evaluation methodologies, results-based management, logical frameworks, indicator development, and data quality assurance processes.

We seek professionals with expertise in designing and deploying data collection tools, performing comprehensive data analysis, and translating findings into strategic recommendations to enhance program effectiveness.

Proficient in both quantitative and qualitative research methodologies, encompassing survey design, facilitation of focus group discussions, conducting key informant interviews, and performing outcome assessments.

Proficient in conducting thorough analysis, crafting detailed reports, and delivering impactful presentations, with a demonstrated capability to distill intricate insights into clear, accessible formats for varied stakeholders.

Seasoned in facilitating proposal development, donor reporting, and learning initiatives.

Demonstrates exceptional organizational and project management capabilities, coupled with meticulous attention to detail and the capacity to effectively prioritize multiple tasks.

Proficient in utilizing Microsoft Office Suite applications, including Word, PowerPoint, Excel, and Outlook, with a strong emphasis on leveraging these tools to enhance productivity and streamline workflow processes.

Proficient in database management systems and skilled in implementing data quality assurance procedures.

Proficiency in GIS mapping tools and advanced statistical software would be considered a valuable asset.
